ASHLAND CITY COUNCIL
OCTOBER 21, 1969
The regular meeting of the City Council was held in the Council
Chambers of the City Hall on the above date. The meeting was called
to order by Mayor McKeen. Councilmen present: Bailer, Haines, Jones,
O'Harra. Councilmen absent: Robert and Willstatter. Finance Director
Robert Nelson was Acting City Recorder in Mr. Bartelt's absence.
APPROVAL OF MINUTES:
It was moved by Haines, seconded by O'Harra that the minutes of the
October 7, 1969, regular meeting be accepted and placed on file.
Motion carried unanimously.
DEPARTMENTAL REPORTS:
Following brief discussion, it was moved by Haines, seconded by
Bailer that. the departmental reports for the month of September
be accepted and placed on file. On roll call, carried unanimously.
STANDING COMMITTEE REPORTS:
a. FinancG & Property Committee - Chairman O'ttarra reported that
the committee, Park Commission and Oregon Shakespearean Festival
Association have reviewed the OSFA-City lease agreement, made some
minor changes and recon~ends approval by Council. Some discussion
followed regarding the changes. It was moved by Haines, seconded
by Bailer that the Mayor be directed to sign the lease as modified
on behalf of the City of Ashland. On roll call, carried unanimously.
Chairman O'Harra reported the committee met with the Zoning Sub-
conm~ittee of the Planning Commission to discuss rezoning the area
surrounding the Ashland Municipal Airport--specifically, the area
between the railroad tracks and the freeway running from Highway
66 to Crowson Road; East Main Street and Highway 66 running from the
freeway to Dead Indian Road north of the airport area. It was the
con~ittee's recomnendation that the County be requested not to fezone
any land in the airport area until the City can work out the details
of an appropriate zoning ~ith the Planning Commission. Considerable
discussion followed. City Attorney Skerry pointed out he felt it
was the Planning Commission's primary responsibility to handle
investigation of the matter and report to the Council. Haines
indicated that the Council, the Economic Development Commission and
the Planning Conm~ission are all working on particular aspects of
the problem. -Haines suggested that the Rogue Valley Council. of
Governments be informed of the matter. Mayor McKeen indicated he
would draft a letter to the County Court and the County Planning
Commission stating that the City has some interest in the area
surrounding the airport and woh]d appreciate their continuing to
work with our Planning Commission and Council on this problem.

SPECIAL AGENDA ITEMS:
Unfinished Business:
1. 8:00 P.M. PUBLIC HEARING: Curb, gutter and paving of Oak
Court Subdivision - Following brief discussion, it was moved by
Haines, seconded by O'Harra that the public hearing be continued
to November 4, 1969, at 8:00 p.m. On roll call, carried unanimously.
2. 8:15 P.M. PUBLIC HEARING: Paving of 110 feet of Cambridge
east of Willow Street - Dr. Mac Cracken, Planning Commissioner,
felt it necessary that a full report be made to the City concerning
costs, etc., if the individual is to have the paving done through
private bidding. City Administrator Boshears indicated that an
engineering and inspection fee would be required by the City; and
the project must meet City specifications. At this time, City
Attorney Skerry read ordinance ordering in paving in the subject
area. It was moved by Haines, seconded by Bailer that the rules
be suspended and ordinance passed to second reading by title only.
On roll call, carried unanimously. Following second reading by
title only, it was moved by Haines, seconded by Bailer that
OrdiDance No. 1627 be adopted. On roll call, carried unanimously.

SPECIAL COMMITTEE REPORTS:
Councilman O'Harra reported he met with the Hospital Board at its
last regular meeting. He indicated the Hospital is still in the
process of trying to find specialists to set up practice in the
Ashland area. He also indicated the Hospital Board will be
approaching the Council in the near future with an ordinance
regarding Hospital building reserve funds. Brief discussion
followed.
COMMUNICATIONS:

2. Development Commission Minutes of September 26, 1969, regular
meeting and September 29 and October 3, 1969, special meetings.
There was some discussion regarding acquisition of church property
in regard to the OSFA Theatre Project. Development Coordinator
Soderberg pointed ou~ that the City will receive the deed following
approval by the Church of Christ Scientist of an acceptable land-
scaping plan. City Administrator Boshears pointed out that staff
transmitted a letter to EDA requesting 75 percent of the project
funds.

Haines pointed out that Willstatter was concerned that his name
was included in the Planting Commission Minutes of October 13, 1969,
specifically regarding Conditional Use Permit No. 063, Atlantic
Richfield Company.
It was moved by Haines, seconded by O'Harra that the Planning
Conmission minutes of October 13, 1969, and the Development Com-
mission minutes of September 26, September 29 and October 3, 1969,
be accepted and placed on file. On roll call, carried unanimously,
City Administrator Boshears asked for clarification of the
Council's intent regarding the continuation of the 8 p.m. public
hearing on curb, gutter and paving of Oak Court Subdivision. It
was moved by Haines, seconded by O'Harra that the matter be
referred to the Streets & Traffic Committee for action. Motion
carried unanimously.
3. City Administrator Boshears read letter .from Fixed Base Operator
Elmont George indicating that be will assume full~responsibility
for paying all utility bills, including lighting of access road,
parking lot, beacon and runway, effective June 1, 1970. Following
some discussion, it was moved by Haines, seconded by O'Harra that
Mr. George be advised that the terms of the lease are acceptable
to the Council and his letter will be considered an addendum tothe
existing lease. On roll call, carried unanimously.
4. Letter from Southern Oregon College requesting vacation of
Hospital Drive and a portion of Wisccnsin Street Item deferred
until later in meeting.
New Business:
1. Adopt specifications and call for bid~--electrical utility
line truck - City Administrator Boshears indicated this is a
replacement vehicle; he would like authorization to call for bids
with an alternate (with a trade-in of existing line truck and
alternate with no trade-in). It was staff recommendation that
invitation to bid go to local truck dealerships and special equip-
ment manufacturers. It was moved by Haines, seconded by Bailer
that staff be directed to call for bids on the electrical utility
line truck as described and the opening of bids be set for November 3,
1969, at 1 p.m. On roll call, carried unanimously.
2. Petition for curb, gutter and paving of Glendower Street from
Oxford Street to a point 90 feet north of Tudor Street. Public
Works Director Alsing indicated that 80 percent of the property
owners signed the petition; the one remaining property owner is
presently out of the state. It was moved by Haines, seconded by
O'Harra that the City Attorney be directed to draw up an ordinance
setting a public hearing for curb, gutter and paving of the subject
area and present the ordinance to Council at its next regular
meeting. On roll call, carried unanimously.

Ordinances, Resolutions & Contracts:
1. City Attorney Skerry reported he met with the Public Service
Committee to discuss the ordinance regarding legal counsel for
indigents. The committee requested a couple of minor changes.
Mr. Skerry then reviewed the changes with Council. It was moved
by Haines, seconded by O'Harra that the rules be suspended and
ordinance passed to second reading by title only. On roll call,
carried unanimously. Following second reading by title only, it
was moved by Haines, seconded by O'Harra that Ordinance No. 1628
be adopted. On roll call, carried unanimously.
2. City Attorney Skerry read ordinance setting a public hearing
for vacation of Hospital Drive at 8:15 p.m.. on November 4, 1969.
He indicated a letter from Don Lewis requesting same was received.
City Administrator Boshears presented a letter from Edward Rosehill,
Colonial Motel, requesting access from the motel's circular drive
onto the Boulevard be retained until ownership of his property has
changed to college ownership. It was Council's decision that staff
noti.fy Ms. Rosehill of Council's approval of his request. It was
moved by Haines, seconded by O'Harra that the rules be suspended
and ordinance passed to second reading by title only. On roll call,
carried unanimously. Following second reading by title only, it was
moved by Haines, seconded by Bailer that Ordinance No. 1629 be
adopted. On roll call, carried unanimously.
3. City Attorney Skerry read ordinance setting a public hearing
for 8:15 p.m. on November 4, 1969, for vacation of portion of
Wisconsin Street between Hospital Drive and Palm Avenue. City
Administrator Boshears indicated he had received a letter from Don
Lewis requesting consideration for vacation of Hospital Drive,
portion of Wisconsin Street between Hospital Drive and Palm Avenue
and the east-west alley connecting Palm Avenue and Hospital Drive.
It was moved by Haines, seconded by Bailer that the rules be
suspended and ordinance regarding closure of W~sconsin from Palm
east to its closure and alley connecting Palm and Hospital Drive be
passed to second reading by title only. On roll call, carried
unanimously. Following second reading by title only, it was moved
by Haines, seconded by O'Harra that Ordinance No. 1630 be adopted.
On roll call, carried unanimously.
At this time, Dr. MacCracken requested that Council give careful
consideraticn to having Mountain Avenue right-of-way widened.
Some discussion followed. :
There being no further business, the meeting was adjourned subject
to the call of the Mayor.
