HomeMy WebLinkAbout1968-0507 REG MINMINUTES FOR REGULAR MEETING ASHLAND CITY COUNCIL May 7, 1968 The regular meeting of the City Council was held in the Council Chambers of the City Hall on the above date. The meeting was called to order by Mayor Richard Nelll at 7:30 P.M. Councilmen Baker, Cottle, Jones, Roberts, Whltham and Ward were present. APPROVAL OF MINUTES: It was moved by Baker, seconded by Cottle that the minutes of the last regular meetmng be approved and placed on file. On roll call, carried unanimously. DEPARTMENT REPORTS: None STANDING COMMITTEE REPORTS: a. Finance Committee - No report b. Property & Structures Committee - No report c. Public Protection Committee - No report d. Streets & Traffic Commmttee - No report e. Utilities Committee - NO report SPECIAL COMMITTEE REPORTS: There were no special committee reports at this time. COMMUNICATIONS: 1. From Cospan Enterprises, Inc. appealing Planning Commission decision on conditional use permit. It was moved by Roberts, seconded by Whitham that a Public Hearing be set for 8:00 PM, May 21, On roll call, carried unanimously~ 2! From Jackson County Medical Society transmitting Resolution urging Ashland to 3oin the Bear Creek Sanitary Authority. City Administrator Boshears ~ndicated that the City of Medford has decided to go ahead with plans for sewage treatment facilities of their own. He stated that they have expressed a willingness to work with the Sanitary Authority. It was moved by Ward, seconded by Whitham that the letter and Resoiution be accepted and placed on file. On roll call, carried unanimously, 3. From Ashland Human Rights Council requesting establishment of Human Rights Commission by Council° Mr. James Lo Dean, President, presented a petition totaling approximately 300 signatures to the CZty Counc~.l. The petition requested that the City Council create a Commlss~crf .~n Human Rights, It was their feeling that with City Government backing, the Commission could respond with more influence to all of Ashland's citizens' needs at any time thereis question of dlscr~mmnat~on of jobs, houslng, etc. Mr. Dean stated that the charter would be similar to that of Eugene's. Following further dis- cussion, MaA~!~r Ne~ll zeferred this matter to the Public Protection Committee ~o~ study. Council Minutes -2- May 7, 1968 4. From the Federal Aviation Administration announcing allocation of funds under the Federal Aid Airport Program ($7,327) to pave an additional 50,000 sq. ft. of apron area and provide 12 additional tie downs at the Ashland Airport. The City's share of the project is estimated at $5,842, with work to be completed by early Fall of 1968. 5. Petition requesting oiling of Helman Street near Helman School. City Administrator Boshears read the petition and signatures. There was some discussion regarding the City's policy on this type of request. Following some discussion, it was moved by Ward, seconded by Jones that the City recirculate a petition for curb, gutter and paving of Helman Street, to be presented at the next regular Council Meeting. On roll call, carried unanimously. 6. From William Briggs requesting that the City deed a portion of airport property back to Mrs. Minnie Parker. City Administrator Boshears indicated that this strip could provide access to East Main from the Airport if a future need arises. It was the recommendation of the staff that the City retain this property. Following some discussion, it was moved by Baker, seconded by Jones that the request be deniedt On roll call, carried unanimously. SPECIAL AGENDA ITEMS: A. Unfinished Business: B. New & Miscellaneous Business: 1. At this time, Mayor Neill appointed Allen Alsing as Acting City Recorder until W. E. Bartelt returns to Ashland on May 22. He also appointed Larry D. Mohr, Director of Finance, as Budget Officer. It was moved by Roberts, seconded by Whitham that the appointments be confirmed. On roll call, carried unanimously. 2. Staff recommendation on 1970 census block statistics program. City Administrator Boshears stated that the Census Bureau can provide block statistics from the 1970 tabulation, which would contain detailed information about type of housing, value, occupancy and various popu- lation and housing characteristics. These statistics would be valuable for planning purposes and as data for studies that would be difficult to otherwise obtain. It was the staff's recommendation that a contract be made w~th the U.S. Census Bureau. It was the Council's feeling, after some discussion, that the information received from the census block statistics program could be obtained from other sources, if the need arose for it. It was moved by Roberts, seconded by Ward that the Council decline to enter into such a contract with the Census Bureau. On roll call, carried unanimously. 3. Adopt specifications and call for bids on landscaping center islands - Siskiyou Boulevard. It was moved by Baker, seconded by Roberts that the staff be instructed to call for bids on Friday, May 17 at 2 P.M. On roll call, carried unanimously. Council Mlnunes -3- May 7, 1968 C. Ordinances, Resolutions & Contracts 1. Ordinance setting a Public Hearing - curb, gutter & paving 310' of Emma Street, City Attorney Skerry read the Ordinance scheduling the hearing for 8:30 P.M~, May 21. It was moved by Baker, seconded by Roberrs that the rules be suspended and the Ordinance passed to second readlng by title only. On roll call, carried unanimously. Following the second reading, it was moved by Ward, seconded by Whitham that Ordinance No. 1556(A) be adopted. On roll call, carried unanimously. 2. An Ordinance relating to Traffic Control - It was moved by Ward, seconded by Whitham that the rules be suspended and the Ordinance passed to second reading by t~tle only. On roll call, carried unanimously. Following the second reading, it was moved by Whirham, seconded by Ward that Ordinance No. 1557 be adopted with changes as amended. On roll call~ carried unanimously. 3. An Ordinance defining o£fenses - It was moved by Whitham, seconded by Cottle that the rules be suspended and the Ordinance passed to second reading by title only. On roll call, carried unanimously. Following the second reading, it was moved by Ward, seconded by Whltham that Ordinance No. 1558 be adopted with changes as amended. On roll call, carried unanimously. 4. An Ordinance defining Nuisances It was moved by Cottle, seconded by Whitham that the rules be suspended and the Ordinance passed to second reading by t~tle only. On roll call, carried unanimously. Followlng the second reading, it was moved by Baker, seconded by Whitham that Ordinance No. 1559 be adopted with change as amended. On roll call carried unanimously. 5. An Ordinance to repeal Ordinances No. 1231, 1330, 1345 and 1463o It was moved by Whitham, seconded by Roberts that the rules be sus- pended and the Ordinance passed to second reading by title onlyo On roll call, carried unanimously. Following the second reading, it was moved by Roberts, seconded by Whitham that Ordinance No. 1560 be adopted. On roll call, carried unanimously. 6. An Ordinance regulating the planting, maintenance, protection, control and removal of trees in and upon the public streets and other public places ~n the City of Ashland. It was moved by Whitham, seconded by Cottle that the rules be suspended and the Ordinance passed to second reading by title only. On roll call, carried unanimously. Following the second reading, it was moved by Whitham, seconded by Ward that Ordinance No. 1561 be adopted with changes as amended. On roll call, carried unanimously. 7. Rese!.~.lon directing City Administrator to issue notice of required sidewalk repairs. It was moved by Cottle, seconded by Roberts that a Resolution be prepared to direct the City Administrator to issue notice of required sidewalk repairs. On roll call, carried unanimously. Council M~nutes -4- May 7, 1968 At this tlme, City Administrator Boshears indicated that bids for a line marker and asphalt heating kettle were not sent to all bidders. It was moved by Baker, seconded by Cottle that the City accept no bid at this time, but readvertise and again call for bids~ to be opened on May 17 at 1500 ~.M. On roll c~ll, car~led unanlmously. Mayor Neill announced that President Johnson proclaimed the second Saturday in May as a "Day Of Recognition of the Nation's Fire- fighters". Mayor Neill urged the public to take this opportunity to become more £amillar with the service rendered by our Fire Department and to meet the men dedicated to our fire protection. There being no further bus~ness at this time, the Council unanimously agreed to adjourn, subject to the call oE the Mayor. SRP
