Adjourned P"eeting
August 15, 1968
The Common Council of the City of Ashland met in ad3ourned
session at 12:00 P~?~. this date. Mayor Neill presided. Councilmen
Cottle~ Jones, O'Harra and Ward present. Absent: Baker and Roberts.
City Administrator Boshears presented certain changes to the
charter agreement proposed by the City of Medford and City of
Ashland at a meeting held on August 12, 1968 and approved by the
standing committee of the Rogue Valley Council of Governments.
~r. Terry Green, representing Clty of ~edford, and Mr. Bruce Bauer,
representing Bear Creek Sanitary Authority~ were present and
concurred with the proposed changes. FollowIng considerable
discussion by all those present, City Attorney Skerry read a
Resolution stating that City of Ashland approves the Charter of
the Rogue Valley Council of Governments as revised and agrees to
become ~ member of the Rogue Valley Council of Governments pro-
vid~ng that the Council of the Rogue Valley Council of Governments
must approve the amendments to the original charter agreement and
bylaws. D~o~ed by Ward, seconded by Cottle, that the rules be
suspended and Resolution passed to second reading by title only.
On roll call, carried 3 to 1. Jones dissenting. Following second
reading by Attorney Skerry, moved by Cottle, seconded by Ward,
that Resolution be adopted. On roll call, carried 3 to 1. Jones
dissenting.
City Administrator Boshears next brought up for discussmon the
matter of tax Base measure in the amount of $213,439.00 to be placed
on ballot in the November 5, 1968 General Election. Councmlman O'Harra
stated that he was not in favor of this action, sure it would be
defeated, was only a stop gap measure. He felt that the City
should go to the people with a realistic budget and let them decide
o? =hat they felt was needed. Mayor Neill stated that he felt
llr~ O'N.~rra's reasoning was sound and suggestion good. Ward stated
{n his {}pinion we had no choice. Must have more money to operate on
and shnuld vote on tax base increase.
Cottle agreed with O'Harra's proposal and felt strongly that
budget should be explained to people and they should vote on same.
Tax base at proposed figure would only help present s~tuation.
Utilmties should be able to establish a surplus. Net use profits
to subsidzze General Fund. Ward stated that if General Fund not
subsidized, we might face a drastic reduction in utility rates.
Jones stated that people should be given a chance to vote on
Downtown Plan, and contended that if money had not been spent on
Downtown Plan, there would be no need for an increase in tax base.

At the conclusion of further discussion, moved by Cottle, seconded
by Jones, that Council do not submit to the people an increased
tax base measure on the November 5, 1968 General Election Ballot.
On roll call, carried unanimously. Ward qualifying his vote.
City Administrator Boshears presented an application for a permit
to hold dances at the Recreation Center on Highway 66 for the
benefit of Ashland High Rally Squad. Said dances to be held on
Wednesday evenings, August 7, 14, 21, 28 and September 4, 1968,
and once during Thanksgiving, Christmas, and Spring vacation.
Letter being dated August 5, 1968, and not received until
August 14, 1968. Moved by Cottle, seconded by O'Harra, that
application be rejected and staff be requested to advise rally
squad of terms of Ordinance 1287. Council to be polled on request
of rally squad as to date requested, band to be used, etc.
Carried unanimously.
City Administrator Boshears stated that all current business
had been taken care of and there would be no need for adjourned
meeting on August 23, 1968. ~ved by Cottle, seconded by O'Harra,
that meeting adjourn subject to the call of the Mayor.

In regard to the request from the Ashland Rally Squad for a blanket
request, the City Counci~ following study, voted to allow dances
on August 21, 28 and September 4, 1968. Vote as polled: O'Harra,
Ward; Jones, and Roberts - YES. 4-1 vote.
