ASHLAND CITY COUNCIL
December 17, 1968
The regular meeting of the City Council was held in the Council
Chambers of the City Hall on the above date. The meeting was
called to order by Mayor Neill at 7:30 P.M. All Councilmen were
present.
APPROVAL OF MINUTES:
It was moved by Baker, seconded by Jones that nhe minutes o~ the
last regular meeting of December 3, i968, and the ad3ourned session
of December iI, 1968, be accepted and placed on £11e. Motion carried
unanimously.
DEPARTMENT REPORTS:
It was moved by Baker, seconded by Ward that the departmental reports
for the month of November be accepted and placed on ~ile. Motion
carried unanimously.
STANDING COMMITTEE REPORTS: None
SPECIAL COMMITTEE REPORTS:
1. Charter Revision Committee - Mrs. Harry Hawk made a brle~
presentation in which she indicated that the Charter Revision Com-
mittee has met nine times in the past yea£ with three sub-committee
meetings. it was the commlttee's recommendation that the pzesent
charter be revised. Following reading o£ the commlttee's recommen-
dations dated December 10, 1968, she indicated that the recommendations
were made with the roll call vote oE the committee and passed
unanimously. After brief discussion, it was moved by O'Harra,
seconded by Roberts that a study session be scheduled for Monday,
December 23, 1968, at noon to study the committee's recommendations.
Motion carried unanimously.
COMMUNICATIONS:
1. Minutes of the Planning Commission meeting of December 9, 1968
City Administrator Boshears indicated that the Planning Commission
recommended that the Council approve an application ~or zone change,
Oregon Shakespearean Festival Association, between Llthia Park and
back of buildings on East Main Street. It was moved by Baker,
seconded by O'Harra that January 7, 1969, at 8 P.Mo be scheduled
for a public hearing on the matter. Motzon carried unanimously.
In addition, it was moved by Baker, seconded by O'Harra that the
minutes of the Planning Commission meeting ot December 9, 1968, be
accepted and placed on file. Motion carried unanimously.

City Administrator Boshears presented a letter ~rom Ashland Public
School District #5 requesting a waiver of an annexation fee of
$4,103.80. After some discussion, it was moved by Cottle, seconded
by Jones that the matter be referred to the Utilities Committee for
review. Motion carried unanimously.
City Administrator Boshears presented a letter £rom the Ashland
Public Library requesting one five-minute parking zone in front
of the Library. It was moved by O'Harra, seconded by Jones that
the letter be referred to the Streets & Traffic Committee for
review. Motion carried unanimously.
City Administrator Boshears indicated that a petition signed by
Mr. E. C. McGill and Mr. Dom Provost requesting that thelr property
be withdrawn from the Pinecrest curb, gutter and paving ordinance
had been received. He indicated that the Streets & Traffic
Committee had previously recommended that such a petition be
presented to the Council. After brief discussion, it was moved
by Jones, seconded by Roberts that the request be granted. On
roll call, carried unanimously.
SPECIAL AGENDA ITEMS:
Unfinished Business:
2. Amendment to zoning ordinance--Spencer property, Highway 66
and Clay Street rezone from R-I to R-3; second reading - City
Attorney Skerry ~ndicated that he had received a letter from
Mr. Glen Munsell which indicated that the Spencers ±ully understand
all aspects of their donation of 100 feet along Southern Pacific
Railroad. After some discussion, it was moved by Baker, seconded
by O'Harra that the rules be suspended and ordinance passed to
second reading by title only. On roll call, carried unanimously.
Following second reading by title only, it was moved by Roberrs,
seconded by O'Harra that Ordinance No. 1585 be adopted° On roll
call, carried 5-1 with Ward abstaining.
8:00 P.Mo PUBLIC HEARING: Curb, gutter and paving on Mohawk Street
between Park and Mary Jane Streets, Terra from Mohawk north to
existing paving and L~nda Street from Mohawk north to existing
paving - City Attorney Skerry read ordinance ordering curb, gutter
and paving of subject area. Following brief discussion, ~t was moved
by Ward, seconded by Baker that rules be suspended and ordinance
passed to second reading by title only, On roll call, carried
unanimously. Following second readlng by title only, it was moved
by Baker, seconded by Ward that Ordinance No. 1586 be adopted. On
roll call, carried unanimously.
5. Results of bid openings for two Police cars - City Administrator
Boshears indicated that bids were opened last week and only one bid
had been received. It is the staff recommendation that Council
await the receipt of bids from the State Procurement Service. Ward
suggested an adjourned session on December 23, 1968, at 1 P.M, to

accept or refuse the bids, Mayor Neill scheduled the adjourned
session for that date.
4. Amendment to parking control ordrnance - City Attorney Skerry
read the amended parking control ordinance. Brief discussion
continued regarding whether or not to 1mclude Fourth Street rn
the ordinance. it was decided that Fourth Street should not
be included. it was moved by Roberrs, seconded by Jones that the
rules be suspended and ordinance passed to second reading by title
only. On roll call, carried unanimously. Follow!ng second reading
by title only, it was moved by Ward, seconded by O'Harra that
Ordinance No. 1587 be adopted~ On Loll call, carried unanimously.
3. OrdInance regulating signs; second reading - Following reading
of proposed amendments to sign ordinance by City Attorney Skerry,
there was some discussion regarding the grdndfather clause kpeftalnlng
to billboards) that was included in the oLdinance at the previous
Council sess!on~ BakeL expressed concern tha~ ~he g/andIather clause
was included at the last moment rathe~ than at previous study sessions
or hearings on the matter He sa~d that he hooed mhe Council recon-
siders lts decision to ~nclude the clause in the ordiDance
Clty Administrator Boshears indicated that he had rece±ved a two-
page report from Mr. Donal Rounds l±stlng dlsadvantages or having
billboards in the cmty, A~; this tkme, Mis. Donal Rounds, speaking
on behalf of the Garden Club, indicated that b~llboards 91~e a
bad impression oL the Cl~y and she is in lavoL of their £emoval.
Mrs, Zr~ng Lord also spoke in favor oz the removal o~ billboards.
Mr. Charles Dana, Press. dent, United Ou~doof Advertising, reminded
the Councmi that he had agreed te take dewn two b~!lboards ~n
downtown Ashland if t~e other seven were allowed to remain. He
said that he hoped to ~tlmulat=~ business and sales by the use of
the seven remaining blliboardso At this time, both Mr. James Ragland
and Mr. Lloyd Selby spoke in favor of removing all billboards in
the City.
Mr. Sidney Alnsworth pointed out that some of Mr. Dana's billboards
could remain for as long as eight years, He indicated that the
CIty has a betrex chance of prohlbltng billboards by a reasonable
amortizatmon schedule rather than by making exceptions kor a iew,
He recoF~ended that the ordinance be passed as originally drafted
in Draft No,
After some discussion, it was moved by Baker, seconded by Cottie
that the amendment permitting b~llboards to remain be eliminated
from the ordinance At this point, Mr. Pete Cotton spoke in favor
of elnminahing the billboards. Mr, Frank Ha!nes suggested that
the exception fo~ non-profit and religious orqanlzatlon s~gns be
eliminated from the oKdlnance, On roll call, vote being 3-3 with
Jones, Roberrs and Ward dlssentlng~ The motion was de±eated
when Mayor Neill cast the decldlng vote oi no ~3-4~, Mayor Nelll

explained that he voted against the motion because he wanted to
eliminate the two downtown billboards immediately and the others
would come down graduatly~
At this time, Mr. Robert Vorls presented to the Council a question-
nalre distributed at Randy's Restaurant asking people why they
were attracted to that particular restaurant. The questionnaires
indicated that five out of eight persons came lnto the restaurant
because of the illuminated sign in front o~ the building.
Following brief discussion, ~t was moved by Cottfe, seconded by
Ward that rules be suspended and ordinance passed ~as recommended
by the Planning Commission) with amendments no second zeading by
title only. City Attorney Skerry explalned that the p£oposed
sign ordinance does permit the erectrot of new b~llboards in C-3
and M zones. After this explanation, Cottle withdrew his motion,

was moved by Baker, seconded by Cottie that the 9randfather clause
be deleted from the ordinance and that the rules be suspended and

1. Adopt specifications ~nd call for b~ds - kuel oils - City
Administrator Boshears suggested that call tot bids Lot ~uel oils

speclz~catioDs and call tour bids for Iuel oils. Motion carried
unanimously.

Ordinances, Resolutions & Contracts:
1. Ordlnance providing for Issuance of street improvement bonds~
District #33, and providing for the advertisement and sale of said
bonds i$99,459.69). After brief d~scuss~on, ~t was moved by
ward, seconded by Jones that rules be suspended and ordinance passed
to second readmng by title only. Following second reading by
title only, it was moved by O'Harra, seconded by Roberts that
Ordinance No. i584 be adopted. On roll call, carried unanimously~
2. Ordinance authorizing that liens be assessed against the
improved real property within ti~e Belfview district at the rate
of 1¢ per square foot - City Attorney Skerry explained that the
ordinance authorized the placement of liens totaling $78,242.52
on property located in the ~ellvlew area. Fol[ow~n9 brief discussion,

second reading by title only, it was moved by Ward, seconded by
O'Harra that Ordinance No. 1589 be adopted. On roll call, cairled
unanimously.
At thxs time, City Administrator BoshearS xnd~cated that a
solution has been found to the 3unk car pzoblem. He has located
a party that wants to go into the scrap business and with
Councll's permission, staif will proceed with necessazy arrange-
ments.
He also indicated that our applicatIon £or iundlng o~ the
Shakespeare project is progressing. He indicated that the
EDA office in Seattle has authorized proceeding with awarding
of bids for construction of the new theatre. He saId that
staff is now setting up the bank account. In addition, within
the next week the Chamber building will be demolished. Arrange-
ments have been made for the Chamber oi Co~nerce to be ~elocated
in the Shakespeare Building and the Parks & Recreation Department
will be in the City Hall building.
O'Harra asked if the City has received any recent status report from
HUD regarding the open space application. Development Coordinator
Soderberg indzcated that the application is being rev].ewed in
San Francisco and it has been suggested that the relocatlon
grant payment to small business be increased. He indicated that
he Is awaiting specific comments from HUD after the first of the
year.
At this time, Mayor Ne~ll read a memorandum to Common Council and
Citizens of Ashland expressing his appreciation for the prlvllege
of serving as Mayor for the past 15 years and congratulating the
newly-elected Mayor and Counc±lmen. City Attorney Skeffy added
his personal applause to Mayor Nelll for the number of years he
has devoted to the community.
There being no further business, the meeting was adjourned subject
to the call of the Mayo~o
