ASHLAND CITY COUNCIL
DECEMBER 23, 1968
The Common Council of the City o± Ashland met in ad3ouIned session
at 1:00 P.M. this date. Mayor Nell1 presided. Councilmen Baker,
Cottle, Jones, O'Harra, Roberrs and Ward were present.
City Attorney Skerry presented ordinance adopting supplemental
budget, making appropriatmons and increasing revenues without
levying a property tax. City AdminlstratoI Boshears explained
the need for revision of budget £or Capital Improvement Fund due
to Shakespeare development and Plaza Park Extension projects.
Following some discussion, moved by Baker, seconded by Cottle
that rules be suspended and ordinance passed to second reading by
title only. On roll call, carried unanimously. Following second
reading by Attorney Skerry, moved by O'Harra, seconded by Cottle
that Ordinance No. 1590 be adopted~ On roll call, carried
unanimously.
Following a brief discussion of results o~ study sessloD meeting
regarding report of Charter Revision ConmLlttee~ moved by Cottle,
seconded by Baker that matter be placed on age~da ~or meeting
of January 7, 1969. Motion carried unanimously
Mrs. Hawk stated that five new members o[ the SharPer Revision
Committee must be appointed in Januazy, 1969.
Councilman O'Harra reported that the Utilities Comn~ttee had met
with School Superintendent Jobe regarding annexation charge ior
Bellview School. Moved by O'Harra, seconded by Cottle, that
assessment of $1,731.00 be made; th~s being lfontage of 300
feet a.n depth. Balance o~ total assessment to be de£e~red until
a later date as policy established by previous ordinance. On roll
call, carried unanimously.
City Administrator Boshears presented bids on two Police cars:
State of Oregon - $4,111o32
Selby Chevrolet - $5,090.00
- including
charge
extras and handling
After some d~scussion, moved by Ward, seconded by Jones that b~d
of State of Oregon be accepted. On roll call, carried unanimously.
City Attorney Skerry presented sign ordinance £or final Council
approval. Following some discussion, moved by Baker, seconded by
Cottle, that the rules be suspended and ordinance passed to second
reading by title only. On roll call, carried 5-1 with Jones
dissenting. Following second reading by City Attorney Skerry,

moved by O'Harra, seconded by Baker that Ordinance No. 1588 be
adopted. On roll call, carried 5-1 with Jones dissent~ng~
City Administrator Boshears requested authorization to adopt
specifications and call for b~ds on cast ~ron p~pe, MOved by
Ward, seconded by O'Harra that authorization be granted. Motion
carried unanimously.
Moved by Ward, seconded by Jones that Ehe request foe a
parking zone on Gresham Street by the Library be denied.
carried unanimously.
