HomeMy WebLinkAbout1967-0124 REG MINPROGRAM FOR REGULAR MEETING ASHLAND CITY COUNCIL January 24, 1967 The regular meeting of the City of Ashland was held in the Council Chambers of the City Hall on the above date. The meeting was called to order at 7:30 P.M. by Mayor Richard Neill. All Councilmen were present. APPROVAL OF MINUTES: It was moved by Ward, seconded by Whitham that the minutes of the last regular meeting of January 10 be accepted and placed on file. On roll call, carried unanimously. It was moved by Whitham, seconded by Ward that the minutes of the December 23, 1966 and January 16, 1967 adjourned Council Meetings be approved. On roll call, carried unanimously. DEPARTMENT REPORTS: It was moved by Roberts, seconded by Baker that the monthly departmental reports for December be accepted. On roll call, carried unanimously. COMMITTEE REPORTS: Public Works & Protection Committee 1. Parking restriction at Indiana and Madrone Streets - Chairman Baker indicated that after study, it was the recommendation of the Committee that this request be denied. Baker stated that it was the Committee's feeling that this area is not a traffic problem, and painting the area yellow would restrict the college from using it. It was moved by Roberts, seconded by Whitham that the recommendation of the committee be approved. On roll call, carried unanimously. 2. Mt. Ashland Stage Lines bus loading zones - Baker indicated that after re-studying this matter, and consulting with the Director of Public Works and Chief of Police Hays, that this request be granted. It was moved by Ward, seconded by Whitham that the recommendation of the committee be accepted. On roll call, carried unanimously. 3. Traffic control on Beach and Mt. Avenue adjacent to Southern Oregon College - Chairman Baker requested that this matter be deferred until further study c~n be made. He did however, recommend that the one block from Wisconsin to Ashland Street be continued yellow. It was moved by Baker, seconded by Roberts that this recommendation be accepted. On roll call, carried unanimously. 4. Parking control on Indiana from Siskiyou to Woodland Drive. A~ter study, it was the recommendation of the committee to continue the yellow zone from Oregon to Windsor up to Woodland Drive enough to warrent a yellow zone. It was moved by Baker, seconded by Roberts that the recom- mendation of the committee be approved. On roll call, carried unanimously. 5. Additional reports: /1) College Parking Problem - Councilman Baker stated that a study Council Minutes -2- January 24, 1967 of the present college parking lots had been made, including pictures of the parking lots during the day. The pictures reveal the fact that approximately ½, and in some instances even less, of each lot was filled with cars, and at this time, requested the Council's permission to meet with the college authorities in regard to this parking problem. Per- mission was granted to the committee. 2. Request parking restriction on south side of Lithia Way to couplet leading to Water Street. Baker indicated that it was the feeling of the committee that a distance of 40' on the south side of Lithia Way to the couplet be zoned yellow. 3. It was the recommendation' of the Committee that the one parking space in front of the new Standard Station on North Main be deleted for traffic safety purposes. Following some dlscussion by the Council, it was moved by Baker, seconded by Whitham that the above recommendations of the Public Works and Protec- tion Committee be accepted. On roll call, carried unanimously. COMMUNICATIONS: 1. Letter from the Ashland Chamber of Commerce regarding the proposed downtown revitalization plan. City Administrator Ayre read the letter which indicated that the chamber went on record as unanimously supporting adoption of the plan. It was moved by Ward, seconded by Whitham that the letter be accepted and placed on file. On roll call, carried unanimously. 2. Letter from L. G. Curry regarding run down house which was moved into his neighborhood. Mr. Curry indicated that the house was moved in last May and it was his understanding at that time that the house was to be remodeled soon after, but so far nothing has been done to the house. At this time, Mr. Sid Ainsworth, attorney representing the owners of said house, indicated that nothing has been done so far because the owners can't get a deed for the property. When the deed has been obtained, remodeling will immediately begin. Ainsworth said the owners of the property are supposed to receive the deed by February 1, 1967. It was the recommendation of the council that this matter be turned over to City Attorney Skerry for further study. 8:00 P.M. - Public Hearing - (con't.) Amendments to Zoning Ordinance, vision clearance in C-1 Zone. City Attorney Skerry requested that this be continued until the next regular meeting of February 7, 1967. It was moved by Ward, seconded by Roberts that this hearing be continued until said da~e. On roll call, carried unanimously. COMMUNICATIONS (con't.) 3. From County Planning Commission - deposition of Hardesty facility near Sewage Treatment Plant. City Administrator Ayre read said letter. The Council moved that the letter be placed on file. 4. Letter from the Oregon State Highway Department indicating that our letter and report on "C" Street widening project will be analyzed. The letter was placed on file. Council Minutes -3- January 24, 1967 5. Letter from the Director of the Department of Motor Vehicles in regard to a field office being established in Ashland. Following some discussion, City Administrator Ayre requestea that the Council appoint a delegation to go to the Legislature when this matter arises. It was moved by Ward, seconded by Baker that City Administrator Ayre and Council- man Cottle be appointed. On roll call, carried with Cottle abstaining. SPECIAL AGENDA ITEMS: 1. Proposal by Ken Phillips, Business Manager, Local 659 International Brotherhood of Electrical Workers for bargaining agreement. Following a presentation by Mr. Phillips, City Administrator Ayre distributed a report by him stating reasons why, in his opinion, the City Council should deny the proposal from the IBEW for collective bargaining. Following some further discussion by the Council, it was moved by Cottle, seconded by Ward that the proposal from Local 659 International Brotherhood of Electrical Workers for bargaining agreement be denied. On roll call, carried unanimously. 2. City Administrator Report No. 67-1 - Proposed Improvement Project, Siskiyou Boulevard. City Administrator Ayre gave a brief explanation and summary of the report. Following discussion, it was moved by Cottle, seconded by Roberts that a Public Hearing be scheduled for 8:15 P.M., February 7, regarding the Siskiyou Boulevard Improvement Project. On roll call, carried unani- mously. 3. Award of bids - two-ton dump truck - City Administrator Ayre indi- cated that we received seven bids, from both Ashland and Medford dealers. It was the recommendation of the staff that the bid be awarded to Walt's Lithia Motors of Ashland (lowest bid received from Ashland dealer) for the convenience of servicing the vehicle locally. There was only $54.47 difference involved over the lowest bid. It was moved by Whitham, seconded by Baker that the bid for out-right purchase be awarded to Walt's Lithia Motors. On roll call, carried unanimously. ORDINANCES, RESOLUTIONS & CONTRACTS: 1. Fire renewal contracts outside city limits. City Recorder Bartelt indicated that he had received application for renewal of two contracts, from the Ponderosa and the Independent Meat Company. It was moved by Cottle, seconded by Whitham that the contracts be renewed for one year on a personal basis with the present owner of each business. On roll call, carried unanimously. 2. Ordinance setting a Public Hearing for curb, gutter and paving of 135' of Taylor - City Attorney Skerry indicated that the petition had still not been turned in. There was no action taken. 3. Resolution adopting ProCedures for Plans and Specifications - Public Works Projects. It was suggested that this matter be deferred until the Council has a chance to study these plans and specifications. Council Minutes -4- January 24~ 1967 4. Adopt S~andard Specifications for Public Works Projects - This matter was also continued until the next regular meeting, giving the council time to further study this matter. Recorder SRP
