ASHLAND CITY COUNCIL
July 11, 1967
The regular meeting of the City Council was held in the Council Chambers
of the City Hall on the above date. The meeting was called to order at
~30 P.M. by Mayor Richard Neill. Members present were: Baker, Cottle,
Jones, and Roberts. Councilmen Whitham and Ward were absent.
APPROVAL OF MINUTES:
It was moved by Baker, seconded by Roberrs that the minutes of the last
regular meeting of June 20 be accepted and placed on file. Carried
unanimously.
COMMITTEE REPORTS:
1. Finance & Realty Committee - no report
2. Cemetery and Ordinance Committee - no report
3. Public Works & Protection Committee - no report
4. City Attorney Report - City Attorney Skerry read a report listing
several recommendations as to the administration of the Building Code.
This item was referred to Committee for further study.
5. Utilities Committee - Chairman Roberts indicated that the committee
had received a letter from Mrs. Emma Butler requesting adjustments to the
sewer service charges for unoccupied apartments. Roberts stated that after
study, it was the committee's recommendation that this request be denied
as it would be in direct conflict with the existing City policy. It was
moved by Roberts, seconded by Baker that this request be denied. On roll
call carried with Jones dissenting.
COMMUNICATIONS:
1. From Chamber of Commerce in appreciation for painting Chamber Building.
It was moved by Roberts, seconded by Baker that the letter be accepted
and placed on file. Carried unanimously.
2. From Chamber of Commerce requesting permission for Sidewalk Bazaar on
July 21 and 22. It was moved by Roberts, seconded by Jones that this
request be granted. Carried unanimously.
3. Letter from Mrs. Herndobler requesting review of traffic control on
Oregon Street between Indiana and Francis Lane. It was moved by Baker,
seconded by Roberrs that this letter be referred to the Public Works &
Protection Committee. Carried unanimously.
4. From Don Dedrick, requesting that the City pipe in the music from
the carillon bells at Southern Oregon College throughout the City so
everyone could benefit from the music. Following some discussion, this
matter was referred to the City staff for further study.

5. Letter from Bill Wright offering property on Hargadine Street for
purchase. City Administrator Ayre indicated that this property is shown
on the Downtown Plan to be used for off-street parking purposes. It was
moved by Cottle, seconded by Roberts that this item be referred to the
Finance & Realty Committee. On roll call, carried unanimously.
SPECIAL AGENDA ITEMS:
1. Award of bid - Airport Administration Building. City Administrator
Ayre indicated that four bids were received. The low bidder was T.J.
Parker with $11,650. Ayre said the estimated cost was $12,300. It was
moved by Baker, seconded by Roberts that the low bid of $11,650 be
accepted and a contract be entered into with said low bidder. On roll
call, carried unanimously.
2. Remodeling proposal ~ Fire Station No. 1. It was moved by Cottle,
seconded by Jones that the proposed sketches be publicized and if no
adverse opinions arise, proceed according to sketches at the next
regular Council meeting. On roll call, carried unanimously. City
Administrator Ayre indicated that the Firemen will be doing all of the
labor.
3. Award of bid - street paving projects. City Administrator Ayre
indicated that the projects will include twenty different streets.
The low bidder for these projects was Liningers and Rogue River Paving,
bidding together. Their bid was $105,794.97. It was moved by Roberts,
seconded by Cottle that the low bid be awarded to said low bidder.
On roll call, carried unanimously.
PUBLIC HEARINGS:
8:00 P.M. - Vacation of Iowa Street - Chairman Baker indicated that the
Public Works and Protection Committee has studied this vacation with
the School Board and the committee recommends that this portion of Iowa
Street be vacated w~th the following stipulations: (1) that the School
District deed a 10 ft. right-of-way on Mountain Avenue to the City for
possible future widening; (2) that the proposed parking lot exit onto
Mountain Ave. rather than the Boulevard~ and (3) a 10 ft. right-of-way
be deeded to the City on Morse Avenue (this reservation could be waived)
At this time, Sid Ainsworth indicated that he felt the request for the
right-of-way on both streets was very good planning on the part of the
City. (con't. after 8:30 Public Hearing)
8:15 P.M. - Proposed Ashland Comprehensive Plan. Mr. A1 Frazier of the
Jackson County Planning Commission explained the purpose of the plan.
He indicated that this Plan is intended to be a guide for the city as
it grows. He pointed out that it is a policy, therefore, subject to
change. Following some discussion, there was some feeling amoung the
Councilmen that the Plan encouragedthe use of Mountain Avenue as a main

8:30 P.M. - Vacation of Plaza Avenue. City Attorney Skerry read the
Ordinance. It was moved by Baker, seconded by Cottle that the rules be
suspended and the Ordinance passed to second reading by title only.
On roll call, carried unanimously. Following the second reading, it was
moved by Roberrs, seconded by Baker that Ordinance No. 1521 be adopted.
On roll call, carried unanimously.
(con't. 8:00 P.M. Public Hearing) At this time, representatives from
the School Board spoke in favorof the vacation but were in direct
disagreement to the City reserving the ten ft. right-of-way on Mr.
Avenue. It was their feeling that this street should never be widened,
as it runs directly through the high schoolcampus. If it were
widened, it would encourage traffic. It was also their feeling that
the Council should discourage use of Mt. Avenue as a main arterial from
the freeway into the downtown area for the same above reason.
Following further discussion, it was moved by Cottle, seconded by
Roberrs that this Public Hearing be continued until 8:00 PoM., Tuesday,
July 25, 1967. On roll call, carried unanimously.
(con't. 8:15 P.M. Public Hearing) As it was the Council's feeling that
the plan encourage the use of Mt. Avenue as a main arterial, and as no
decision was made or action taken with regard to Mt. Avenue at the 8:00
P.M. Public Hearing, Mayor Neill declared this Public Hearing closed,
and continued as a Special Agenda Item at a later date.

4. Y.M.C.A. request for purchase of Cemetery property. Sid Ainsworth,
representing the Y.M.CoA. indicated that the Y is preparing a question-
naire to check the public's feeling toward the Y and their proposed
project. He requested that action on this matter be tabled until late
August when the results of this questionnaire would be received. He
also requested that if the Council does propose to do something with the
property before this time, to notify the Y.M.C.A. At the suggestion
of City Administrator Ayre, it was moved by Baker, seconded by Cottle,
that this property in the meantime, be used for recreational purposes.
Carried unanimously.
5. Analysis of Employee Insurance Program Survey. City Administrator
Ayre stated that 12 insurance companies responded with quotes. He
indicated that there seemed to be justification to make a thorough
study of our present insurance program. At the City Administrator's
request, Mayor Neill appointed Councilmen Baker, Roberrs and Whitham
to serve on a special Insurance Committee.
6. Elks' Parking Lot- revised lease. It was moved by Roberts,
seconded by Cottle that the Mayor and City Recorder be authorized
to execute a lease with the Elks for the parking lot. On roll call,
carried unanimously.
7. Acceptance of deed of gift of land for street purposes - Ashland
Community Hospital. This item was deferred until the next regular
meeting.

8. Award of bid - 300 KVA transformer. City Administrator Ayre stated
that six bids were received. R T & E submitted the low bid of $2,548.00
with a 40 week deliverv date. It was the staff's recommendation that the
bid be awarded to R T & E. It was moved by Cottle, seconded by Jones
that the bid be awarded to said company. On roll call, carried unanimously.
9. Request from Planning Commission for joint meeting with Council.
Director of Public Works Alsing indicated that the Planning Commission
requests this joint meeting to discuss the pending amendment to the
Zoning Ordinance. A meeting was scheduled for Tuesday, July 18 at 7:30
P.M. in the City Council Chambers.
10. Petition for curb, gutter and paving on Hope between Park and
Beswick. Director of Public Works Alsing stated that 50% of the abut-
ting property owners were in favor of this improvement. City Attorney
Skerry was instructed to prepare an Ordinance for the next regular
meeting scheduling a Public Hearing.
ORDINANCES, RESOLUTIONS & CONTRACTS:
1. Ordinance repealing 24 Ordinances regarding Fire Prevention
(Codification Program). It was moved by Cottle, seconded by Baker
that the rules be suspended and the Ordinance passed to second reading
by title only. On roll call, carried unanimously. Following the
second reading, it was moved by Baker, seconded by Roberts that Ordinance
No. 1522 be adopted. On roll call, carried unanimously.
2. Ordinance setting Public Hearing for curb, gutter and paving on
portion of Taylor Street. City Attorney Skerry read the Ordinance
setting the Public Hearing for 8:30 P.M., July 25. It was moved by
Baker, seconded by Cottle that the rules be suspended and the Ordinance
passed to second reading by title only. On roll call, carried unani-
mously. Following the second reading, it was moved by Roberts, seconded
by Cottle that Ordinance No. 1523 be adopted. On roll call, carried
unanimously.
3. Ordinance setting a Public Hearing for the vacation of an alley -
vicinity of Sherman Street. City Attorney Skerry read the Ordinance.
It was moved by Roberts, seconded by Cottle that the rules be suspended
and the Ordinance passed to second reading by title only. On roll call,
carried unanimously. Following the second reading, it was moved by
Cottle, seconded by Baker that Ordinance No. 1524 be adopted. On roll
call, carried unanimously.
4. Resolution regarding parking during Siskiyou Boulevard project work.
Appropriate no-parking signs are to be placed on the boulevard during
the construction period and thereafter, parking will be allowed in the
bays only. City Attorney Skerry read the Resolution. At this time,
City Councilman Jones recommended that this project be deferred until
September. Following some discussion, it was moved by Cottle, seconded
by Baker that the rules be suspended and the Resolution passed to second
reading by title only. On roll call, carried 3-1 with Jones dissenting.
Following the second reading, it was moved by Cottle , seconded by
Baker that the ReSolution be adopted. On roll call, carried 3-1 with
Jones dissenting.

At this time, City Administrator Ayre stated that there were $5,171.34
uncollectable accounts, all have been processed through a collection
agency. It was the staff's recommendation that these accounts be written
off. It was moved by Cottle, seconded by Baker that the staff be in-
structed to write off these accounts as bad debts. On roll call,
carried unanimously.
City Attorney Skerry indicated that the Ordinance with regard to the
keeping of bees in the City Limits had been revised, prohibiting the
keeping of bees within 150 feet of any street or dwelling. It was
moved by Baker, seconded by Roberts that the rules be suspended and
the Ordinance passed to second reading by title only. On roll call,
carried unanimously. Following the second reading, it was moved by
Roberts, seconded by Baker that Ordinance No. 1525 be adopted. On
roll call, carried unanimously.
A petition was submitted to the Council at this time by Mr. Joe
Galati against the construction of three duplexes in his neighborhood~
Director of Public Works Alsing indicated that this was zoned R-2 and
there is no legal way the City can prevent the construction of these
duplexes. The Council suggested that Mr. Galati seek the correct
procedure to follow in applying for a zone change,
At this time, Mr. Ben Fowler, owner of Siskiyou Market on Highway 66,
explained to the Council that the State Highway Department is pouring'
a curbing around the frontof his store with no entry way to the parking
area. He asked if the Council had any authority in this matte~ to
delay action temporarily until some plans could be worked out for
possible driveway entrances. The Council indicated to Mr. Fowler that
they had no jurisdiction in this matter.
At this time, Sid Ainsworth indicated that someone working on the airport
construction had crossed his client's property with heavy equipment.
There were several posts removed and a portion of the fence taken out.
There were also some heavy boulders laying around. He requested that
whoever was responsible repair the fence and remove the debris.
At this time, City Attorney Skerry passed a draft of the Bellview
Assessment Ordinance out for the Council to review. Action will be
taken on this at the next regular meeting.
There being no further business, the meeting was adjourned subject
to the call of the Mayor.
