October 31, 1967
The special study session of the City Council called by Mayor Richard
L. Neill commenced at noon, October 31. The meeting was held in the
Council Chambers with the following members present: Mayor Neill,
Councilmen Cottle, Jones, Roberrs and Whitham. Councilmen Baker and
Ward were absent.
The purpose of the meeting was to act as an Appeals Board for the Plumb-
ing Code of the City of Ashland at the request of Mr. M. S. Felter,
concerning enforcement of the Code at his home at 321 Alta Avenue~
Following presentation of background information on the problem by
City Administrator Boshears, Mr. Felter was called upon to present
his reasons for requesting consideration from the Council~
Attached are copies of the information concerning the procedure
used by the Plumbing Inspector in notifying and enforcing the
alleged violations.
After considerable discussion, it was moved by Cottle, seconded by
Jones that the Council, acting in its capacity as Plumbing Code
Appeals Board, find that there is no violation of the Code. The
motion was passed with Cottle and Jones in favor and Roberts opposed.
Councilman Whitham departed prior to presentation of the motion.
There being no further business, the meeting was adjourned at
approximately 2:40 P.M.
