HomeMy WebLinkAbout1966-0906 REG MINASHLAND CITY COUNCIL Regular Meeting ~ September 6, 1966 The regular meeting of the City of Ashland was held in the Council Chambers of the City Hall on the above date. The meeting was called to order at 7:30 P.Mo by Mayor Richard L. Neill. Councilmen present: Baker, Cottle, Lewis, Roberts, Ward and Whitham. APPROVAL OF MINUTES: It was moved by Lewis, seconded by Whitham that the minutes of the last regular meeting be approved and placed on file. On roll call, carried unanimously. DEPARTMENT REPORTS: It was moved by Lewis, seconded by Roberts that the monthly departmental reports be approved and placed on file. On roll call, carried unanimously. COMMITTEE REPORTS: Public Works & Protection Committee: 1. Request from A. L. Nash for fire protection outside City Limits - Chairman Cottle indicated that the committee has reached no decision on this matter. 2. Amendment to Personnel Ordinance regarding Fire Department sick leave benefits. Cottle stated that a conunittee meeting has been scheduled for September 9 at the Fire Hall, and a report will be made at the next regu- lar meeting. Utilities Committee: 1. Central sewage facility for transient overnight campers. Chairman Lewis requested that this matter be delayed until next regular meeting so that the matter may be further studied. COMMUNICATIONS: 1. From Ralph Brazofsky requesting traffic control on Courtney Street - City Administrator Ayre stated that in the letter Mr. Brazofsky requested that jiggle bars be installed. Ayre indicated that the staff has no recommendation as yet. It was moved by Baker, seconded by Roberts that this matter be referred to the Public Works and Protection Committee for further study. On roll call, carried unanimously. 2. Petition for curb, gutter and paving Helman Street to a point ap- proximately 100' east of east line of Helman Street. City Administrator Ayre indicated that this was the request of Mr. and Mrs. Jack Williams, who own all of said property, making this petition 100% in favor of curb, gutter and paving. It was moved by Lewis, seconded by Roberts that City Attorney Skerry be directed to prepare an Ordinance for the next regular meeting setting the public hearing. On roll call, carried unanimously. Council Minutes -2- September 6, 1966 3. Invitation from National League of Cities to attend annual conference. It was moved by Whitham, seconded by Lewis that the letter from the National League of Cities be placed on file. On roll call, carried unanimously. 4. Application for liquor license "Ye Old PUb", 137 East Main Street - City Recorder Bartelt indicated that the applications have been approved by the Police Department. It was moved by Roberts, seconded by Ward that the applications be granted. On roll call, carried unanimously. SPECIAL AGENDA ITEMS: 1. Proposal for sale to City of Oregon Museum of Natural History - James Hanby, owner. Hanby indicated that he would be moving from the area and wanted to give the City an opportunity to purchase this museum for the park. His offer was $5,500, and stated that the museum had an inventory of $13,000. Following some discussion, it was moved by Lewis, seconded by Baker that this item be referred to the Realty Committee to be reported on at the next council meeting. On roll call, carried unanimously. 2. Adopt specifications and call for bids for lease-purchase of motor grader and lease-purchase of motor street sweeper. Ayre indicated that the estimated cost of the motor grader on lease-purchase method would be $655 per month payments at 6% through the bank financing method or a total out- lay of $23,580.00 for a three year period. The cost of the street sweeper using the lease-purchase method would be $428 per month payments at 6% through the bank financing method or a total outlay of $16,330.00 for a three year period. Ayre indicated that it was the recommendation of the staff that the Council adopt the specifications and call for bids. It was moved by Lewis, seconded by Cottle that the lease-purchase arrangement be approved and bids called for on September 19 at 2:00 P.M. On roll call, carried unanimously. 8:20 P.M. Public Hearing - Vacation of portion of Glenwood Drive - west side of Rykken property - City Attorney Skerry read the Ordinance vacating the portion of said property. It was moved by Lewis, seconded by Whitham, that the rules be suspended and the Ordinance passed to second reading by title only. On roll call, carried unanimously. Following the second reading, it was moved by Whitham seconded by Ward that Ordinance No. 1476 be adopted. On roll call, carried unanimously. 8:25 P.M. Public Hearing - Curb, gutter and paving of Terrace between Holly and Iowa Street - City Attorney Skerry read the Ordinance ordering in the curb, gutter and paving. It was moved by Lewis, seconded by Baker that the rules be suspended and the Ordinance passed to second reading by title only. On roll call, carried unanimously. Following the second reading, it was moved by Whitham, seconded by Lewis that Ordinance No. 1477 be adopted. On roll call, carried unanimously. Special Agenda (con't.) 4. Adopt specifications and call for bids on 1,500 volt underground cable. It was moved by Cottle, seconded by Lewis that the specifications be adotped and bids called for on September 19 at 2:00 P.M. On roll call, carried unanimously. Council Minutes -3- September 6, 1966 5. ProposGd traffic control on Pioneer Street near Shakespearean Theater. Director or Public Works Alsing indicated that this matter had been broRght to his attention by Police Chief Hays. It was the Police Chief's feeling that three of the parking spaces should be marked off for use by the Festival patrons. It was the recommendation of the Council that this matter be brought to the attention of the Council again next year preceding the Shakespearean Festival. 8:30 PoM. Public Hearing Curb, gutter and paving of Cambridge from Tudor south to existing paving City Attorney Skerry read the Ordinance ordering in the curb, gutter and paving of a portion of Cambridge Street. It was moved by Lewis, seconded by Cottle that the rules!be suspended and the Ordinance passed to second reading by title only~ On roll call, carried unanimously. Following the second reading, it was moved by Baker, seconded by Cottle that Ordinance No. 1478 be adopted. On roll call, carried unanimously. Special Agenda (con't.) 6. Demolition clearance of Cloverleaf Dairy Building. The estimated cost of this project was $2,500. It was the feeling of Councilman Ward that this matter should be taken care of immediately as it is definitely a hazard. It was moved by Ward, seconded by Lewis that this be referred to the Public Works and Protection Committee and the Park Board for immediate study, to be reported on at the next Council meeting. On roll call, carried unanimously. ORDINANCES, RESOLUTIONS & CONTRACTS: 1. Resolution authorizing transfer of utility billing to service organi- zation - City Administrator Ayre read the Resolution authorizing the transfer of $4,400 from Salaries Accounting and Records Division to Service BUreau Billing Accounting and Records Division. It was moved by Lewis, seconded by Ward tha~ the rules be suspended and the Resolution be passed to second reading by title only. On roll call, carried unani- mously. Following the second reading, it was moved by Whitham, seconded by Baker that said Resolution be adopted. On roll call, carried unanimously. The proposed "Junk Ordinance" and the amendment to the Curfew Ordinance are to be continued at the next regular meeting. 2. Ordinance setting public hearing - curb, gutter and paving on Ventura Circle It was moved by Lewis, seconded by Whitham that the rules be suspended and said Ordinance passed to second reading by title only. Following the second reading, it was moved by Whitham, seconded by Lewis that said Ordinance No. 1479 setting the hearing for September 20 at 8:20 P.M. be adopted. On roll call, carreid unanimously. 3. Ordinance setting a Public Hearing - curb, gutter and paving on Quincy between California and Garfield. It was moved by Lewis, seconded by Ward that the rules be suspended and said Ordinance passed to second reading by title only. On roll call, carried unanimously. Following the second reading, it was moved by Cottle, seconded by Ward that said Ordinance No. 1480 setting a Public Hearing for September 20 at 8:25 be adopted. On roll call, carried unanimously. Resolution joining other agencies in suit for anti-trust violations ~n sale of chlorine - Following some discussion, it was moved by Lewis, seconded by Cottle that Director of Public Works Alsing make an estimate of the chlorine used by the City of Ashland over the past 10 years. On roll call, carried unanimously. 5. Ordinance ordering curb, gutter and paving on Nevada from Helman to existing paving - City Administrator Ayre indicated that this Ordinance had never been adopted. It was moved by Lewis, seconded by Baker that the rules be suspended and the Ordinance passed to second reading by title only. On roll call, carried unanimously. Following the second reading, it was moved by Lewis, seconded by Whitham that Ordinance No. 1481 be adopted. On roll call, carried unanimously. 6. Ordinance raising interest rates on City warrants - City Attorney Skerry read the Ordinance raising the interest rates on City warrants from 4% to 4½%. It was moved by Cottle, seconded by Lewis, that the rules be suspended and the Ordinance passed to second reading by title only. On roll call, carried unanimously. Following the second reading, it was moved by Lewis, seconded by Cottle that Ordinance No. 1482 be adopted. On roll call, carried unanimously. At this time Mr. C. Hall stated that he felt the Fire Department salaries should be made to equal those of the Police Department. The City Council informed Mr. Hall that this subject would be thoroughly reviewed at next Budget season.
