. ~==.~r meeting o£ the City of Ashland was held in the Council Chambers
tP~e City Hall on the above dale. The meeting was called to ozder at
0 P~M. by Mayor Richard L. Nelll. Councilmen present were: Baker, Cottle,

Mayer Neill welcomed Explorer Troop #115 Dave Loper President.

~,~ iolators, and sign con,plaints when appropriate. City Administrator

4. Demolition and clearance of Cloverleaf Dairy Building - City Adminis-
trator Ayre indicated that the Council had instructed the City Staff to bid
oll Lne demolition and clearance. Two bids were received on Monday, September
Z9 and the low bidder was Clif£ord Schleigh, $730. Ayre also stated that
the Park Department will bear half the cost ($365) and when the area is
cleared, ~t will be used for temporary parking. It was moved by Whitham,
s~co~ded by Lewis that the low bid of $730 be accepted. On roll call, carried

l~ Sewage facility for transient campers Chairman Lewis recommended that
this item be deferred until the matter can be further studied. It was
moved by Lewis, seconded by Roberrs that this matter be deferred until a

Fznance & Realty Committee
t, Purchase of Ozegon Museum of Natural History - Chairman Ward being
absent~ Councilman Whitham read the Committee Report. The committee felt
that if the Museum were purchased, the responsibilities of care and main-
tenance, administration and supervision should belong to the Park Board.
S~.nce the Park Board is unwilling to assume these responsibilities, it
was the committee's recommendation that the offer be declined. (con't~)
S:00 P.M. Public Hearing - Curb, gutter and paving - Ventura Circle°
City Attorney Skerry read the Ordinance, it was moved by Lewis, seconded
by Baker that the rules be suspended and the Ordinance passed to second
reading by title only, On roll call, carried unanimously. Following the
second reading, it was moved by Lewis, seconded by Whitham that Ordinance
No~ 1484 be adopted. On roll call, carried unanimously.
At this time, Mr. Edd Rountree spoke in favor of purchasing the Museum.
He felt that the City would be making a great error if it declined this
{~ifer. He also indicated that he was prepared to provide private funds
co purchase this Museum and donate it to the City° (con't.)
8=15 P.M. Public Hearing - Curb, gutter and paving of Quincy between
California and Garfield City Attorney Skerry read the Ordinance ordering
[n the improvements. It was moved by Whitham, seconded by Lewis that the
rules be suspended and said Ordinance passed to second reading by title
only. On roll call, carried unanimously. Following the second reading,
~t was moved by Lewis, seconded by Whitham that Ordinance No. 1485 be
!~dopted. On roll call, carried unanimously.
{Museum co~to) City Attorney Skerry suggested to Mr. Hamby that he gather
in writing some information in regard to who could be depended upon to con-
tinue running the museum. Following a lengthy discussion, the Council
scheduled a meeting to be held with the Park Board for Friday noon,
September 23, in order to come to a more definite decision in regard to
purchase of the Museum.

i~ Adopt specifications for dredging work of Reader Gulch Reservoir -
~ was tP!e recon~endation of the staff that these specifications be adopted.

2~ Award of bid lease-purchase of motor street sweeper - There were
~o~; bids received, the low bidder being Feenaughty Machinery with $12,776.
It was the reco~nendation of the staff that the bid be awarded to this
cor!~pa~y~ ~t w~s moved by Lewis, seconded by Whitham that the bid be
a~arded nc Feenaughty Machinery. On roll call, carried unanimously.
~ Award o£ bid lease-purchase of motor grader. City Administrator
Ayre slated that five bids were received. The low bidder was Loggers and
Contractors Mach. of Eugene with $19,263.80. It was the staff's recom-
mendathan thdt the bid be awarded to said company. It was moved by Lewis
seconded by Whitham that the bid be awarded to Loggers and Contractors

4. Award o~ bid - underground cable - there were five bids received.
The low bidder was Westinghouse Supply with $2,808.00 (1% discount)
It was the staff's recommendation that this bid be accepted. It was moved
by Lewms~ seconded by Cottle that the bid be awarded to Westinghouse
Supply. On roll call, carried unanimously.
5. Invitation ~ro~l~ Fo~est Service for joint field trip of Ashalnd Water
Shed - Following some discussion, a field trip was scheduled for Wednes-
day, October 5th from 10 a.m. to 12 noon. Another meeting was scheduled
for Thursday, October 6 with the Forest Service, beginning at 7:30 p.m.
to follow-up the ~ield trip and discuss problems of the Water Shed.
6. Authorizatlcn lox engineering study of future sewer expansion plans,
City Administrator Ayre indicated that this was just requesting authority
to complete an application. He stated that there would be no cost involved
· n submitting an application. It was moved by Lewis, seconded by Baker
that said zequest be granted~ On roll call, carried unanimously. Cottle
indicated his vote to be yes, if there was no money spent.
ORDINANCES, RESOLUTIONS & CONTRACTS:
1. Ordinance setting a Public Hearing - Curb, gutter and paving of
portion of Nevada Street - City Attorney Skerry read the Ordinance. It
was moved by Lewis, seconded by Whitham that the Public Hearing be scheduled
for 8:10, October 4, 1966. On roll call, carried unanimously.
2. Ordinance amending "Junk Ordinance" - City Attorney Skerry requested
that the Public Works and Protection Committee meet with him to review this
Ordinance before passage. It was moved by Lewis, seconded by Whitham that
this Ordinance be referred to the Public Works and Protection Committee.

3. Ordinance amending Curfew Ordinance - City Attorney Skerry indicated
~nhc Chief of Police has written to several cities requesting information on
their Curfew Ordinance. Skerry suggested that this matter be deferred
until such information has been received.
4. Resolution jomning other agencies in suit for anti-trust violations in
s ale of chlorine. City Attorney Skerry read the Resolution. It was moved
by Lewms, seconded by Cottle that the rules be suspended and the Resolution
passed to second ~eadin9 by title only. On roll call, carried unanimously.
Following the second reading, it was moved by Lewis, seconded by Cottle that
the Resolution be adopted. On roll call, carried with Whitham dissentifig.
At this time, City Administrator Ayre stated that he had received a petition
for curb, 9utter and paving from existing paving on Helman Street to Nevada
Street. Ayre indicated that it was signed by a majority of the property
owners, but a minority of the front property owners. The Council instructed
City Attorney Skerry to draft an Ordinance for the next regular meeting
setting the date tot a public hearing.
City Administrator Ayre requested that a meeting be scheduled with the
County Court in regard to the Mt. Avenue Bridge and the Airport. A lun-
cheon study session was scheduled for Monday noon, September 26 with
the Public Works and Protection Committee and the County Court.
