HomeMy WebLinkAbout1965-0406 REG MINASHLAND CITY COUNCIL REGULAR MEETING April 6, 1965 A regular meeting of the City of Ashland was held in the Council Cham- bers of the City Hall on the above date. The meeting was called to order by Mayor Neill. Roll Call - present: Baker, Lewis and Whithamo Absent: Kerr, Ward and Peters. APPROVAL OF MINUTES Moved by Lewis, seconded by Whitham that the minutes of the regular meeting of March 23, 1965 be approved. Carried unanimously. COMMUNICATIONS A letter from the Communmty Development Committee of the Chamber of Commerce. The letter u~ged adoption of three measures: (1) Enforcement of Ordinance 977 (2) Appointment of individual to assist Building Inspector in locating violations and enforcing Ordinance 977 (3) That automobiles not in operating condition be moved £rom open private property adjacent to public streets. City Attorney Skerry stated that he would submit an automobile ordinance to the Council at the next regular meeting. Mayor suggested that City Administrator Ayre and City Attorney Skerry make a recommendation at the next meeting. City Administrator Ayre asked that the Council lend its support. 8:00 P.M. - PUBLIC HEARING Annexation of portion of Mary Jane Avenue. City Attorney Skerry read Ordinance 1383. Moved by Lewis, seconded by Baker that the rules be suspended and Ordinance passed to second reading by title only. Following second reading, moved by Baker, seconded by Lewis that said Ordinance 1383 be adopted° Carried unanimously. COMMUNICATIONS (con't.) Letter from the Chamber of Commerce requesting frge parking privileges for all guests in attendance at a convention scheduled for April 30, May 1 and 2. After discussion the Council decided to recognize the parking stickers, but the stickers would have to be provided by the Chamber of Commerce. Letter from Mr. James Delsman requesting sewer and water connection. As Mr. Delsman's property is located outside of the city limits and due to the provision of utility service outside of the city limits, it was moved by Lewis, seconded by Baker that this request be denied. Carried unanimously. Letter from Ashland Mortuary requesting a loading zone. Moved by Lewis, seconded by Whztham that staff contact Mr. Gordon C. Hays and make a report at the next regular meeting. Carried unanimously. Planning Commission - Minutes; Set Public Hearings - Moved by Bake~. seconded by Whitham that the Planning Commission Minutes be accepted and placed on file. Moved by ~ewis, seconded by Baker that a Public Hearing be set for 8:00 P.M., April 20 for zone change of A Street and Pioneer Street - C-3 to M. Carried unanimously. Moved by Lewis, seconded by Whitham that a Public Hearing be set for 8j:10 P.M., April 20 for zone change of Maple Street Professional & Medical Complex - R-2 to R-3. Carried unanimously. SPECIAL AGENDA ITEMS Water Rights purchase on Ashland Creek. Moved by Lewis, seconded by Whitham that City Administrator Ayre be authorized to purchase these rights, amounting to four acres. Carried unanimously. Result of bid opening for Liability Insurance coverage - Moved by Lewis, seconded by Baker that low bid from Riley & Reinholdt Insur- ance Agency of $4,513.00 be accepted. Carried unanimously. CH2M Services for Secondary High Level Water System - Moved by Lewis seconded by Whitham that the Mayor be authorized to execute a contract with this engineering service. Carried unanimously. Adopt specifications for Backhoe and call for bids at 2:00 P.M., Tuesday, April 20, 1965. Moved by Lewis, seconded by Whitham that this action be authorized. Carried unanimously. Adopt specifications on Dump Truck and call for bids at 2:00 P.M., Tuesday, April 20, 1965. Moved by Lewis, seconded by Baker that this action be authorized. Carried unanimously. CITY ADMINISTRATOR REPORTS Request for vacation of portion of Prim Street - Staff recommended that this portion not be vacated at this time. Moved by Lewis, seconded by Baker that this request be denied. Carried unanimously. Request for vacation of portion of Fern Street - Staff recommended that this portion not be vacated until Southern Oregon College's improve- ment plans are made. Moved by Whitham, seconded by Lewis that the re- quest be tabled. Carried unanimously. Status of construction of electrical distribution feeder from Oak Knoll Substation. City Administrator Ayre stated that an alternate route would be used. BILLS AND CLAIMS Bills and payrolls for month of March $105,404.44. Moved by Lewis, seconded by Whitham ordered paid. Carried unanimously. ORDINANCES & RESOLUTIONS Ordinance for ezoning of Kneebone property - City Attorney Skerry read Ordinance N~. Moved by Baker, seconded by Lewis that the rules be suspended and Ordinance passed to second reading by title only. Following second reading, moved by Lewis that said Ordinance adopted. Carried unanimously. Council Minutes - 2 - April 6, 1965 Ordinance for adopting a Building Code for the City of Ashland. City Administrator Ayre recommended that this Ordinance be adopted. The Council. instructed City Administrator Ayre to set up a meeting with c~tractors concerning the Building Code.
