REGULAR MEETING
APRIL 20, 1965
A regular meeting of the City of Ashland was held in the Council
Chambers of the City Hall on the above date. The meeting was called
to order by Mayor Richard L. Neill. Present - Councilmen Peters,
Baker, Ward and Whitham. Absent - Councilmen Kerr and Lewis.
APPROVAL OF MINUTES
Moved by Ward, seconded by Whitham that the minutes of the regular
meeting of April 6, 1965 be approved. Carried unanimously.
COMMUNICATIONS
1. City Recorder Bartelt read a letter from the Ashland Public
Library. Open House will be held on Friday, April 30 during
"National Library Week". Moved by Baker, seconded by Whitham that
this letter be placed on file. Carried unanimously.
2. City Recorder Bartelt read application from Mr. Deters and Mr.
Pittoto for a restaurant license for beer and wine only.
At this time Councilman Lewis arrived and took his position in the
Council.
It was moved by Ward, seconded by Peters that this application be
recommended. After discussion, Peters withdrew his motion. It was
moved by Lewis, seconded by Baker that action be deferred. On roll
call carried unanimously.
3. A letter from the Chamber of Commerce board - recommends to Council
that the City encourage State Highway Commission purchase right of way
necessary to have two lanes of parking, four lanes of traffic and is-
lands wide enough for turns or refuge. City Administrator Ayre stated
that plans are being drawn and will be presented to the Council at a
later date. Moved by Whitham, seconded by Peters that this letter
be placed on file until the report is received. Carried unanimously.
4. A letter from the Chamber of Commerce asking that buildings be
further studied to determine if they are actually violations and that
Council take further action on this. City Administrator Ayre suggested
that the Council defer to take further action. Moved by Baker, sec-
onded by Whitham that action be deferred. Carried unanimously.
5. Letter from Mrs. Son protesting the action of the Planning Com-
mission. Moved by Lewis, seconded by Baker that a Public Hearing
be set for 8:30 P.M., May 4. Carried unanimously.
6. Report from Capital Development Committee - Moved by Lewis, seconded
by Whitham that the Council accept the six recommendations. Staff
will not take action until they receive an answer. On roll call
carried with Peters dissenting.

8:00 Public Hearing Zone Change: A Street and Pioneer Street, C-3
to M. City Attorney Skerry read Ordinance No. 1385. Moved by Lewis,
seconded by Peters that the rules be suspended and Ordinance passed
to second reading by title only. Following second reading, moved by
Peters, seconded by Lewis that said Ordinance No. 1385 be adopted.
Carried unanimously.
8:10 Public Hearing Zone Change: Maple Street Professional & Medi-
cal Complex - R-2 to R-3. City Attorney Skerry read Ordinance No.
1386. Moved by Peters, seconded by Lewis that the rules be suspended
and Ordinance passed to second reading by title only. Following
second reading, moved by Ward, seconded by Lewis that said Ordinance
be adopted. Carried unanimously.
7. Ashland Mortuary request - Staff recommended parking control of
A Street. The Police Chief recommended that a portion of the curb
be painted white and given to Oak Street Tank & Steel for parking,
and yellow "No Parking" be painted back for 100 feet. Moved by Lewis
seconded by Baker to accept the recommendation of Chief Hays. On
roll call carried unanimously.
8. From Planning Commission - Moved by Lewis, seconded by Ward that
the minutes of the Planning Commission be accepted and placed on
file. Carried unanimously.
Annexation:
(a) Doyle Myers Hillview Crestview Drives area. City Attorney
Skerry read Ordinance #1388 establishing a Public Hearing at 8:15,
May 18. Moved by Ward, seconded by Peters that the rules be suspended
and Ordinance passed to second reading by title only. Following
second reading, moved by Whitham, seconded by Peters that said Ordinance
be adopted. Carried unanimously.
(b) Green Tree area - South Tolman Road. City Attorney Skerry
read Ordinance #1387 establishing a Public Hearing at 8:00, May 18.
Moved by Lewis, seconded by Whitham that the rules be suspended and
Ordinance passed to second reading by title only. Following second
reading, moved by Lewis, seconded by Ward that said Ordinance be
adopted. Carried unanimously.
DEPARTMENT REPORTS
Department Reports for month of March, 1965. City Administrator brought
the Building Report to the attention of the Council noting the 40-45
per cent increase in construction. Moved by Lewis, seconded by Whitham
that the reports for the month of March be accepted and placed on
file. Carried unanimously.
SPECIAL AGENDA ITEMS
1. Proposed traffic control changes lights at Briscoe School, Beach
Street and Whightman Street. City Administrator Ayre stated that this
cost can be covered in the budget. Moved by Baker, seconded by Lewis
to authorize staff to do necessary letter writing. Carried unanimously.

2. Result of bid opening on backhoe - Moved by Baker, seconded by
Peters to accept the only bid that followed the specifications, Hubb-
ard Wray $7,643.73 with trade, $7,878.73 without trade. Carried
with Lewis and Whitham dissenting.
3. Result of bid opening on dump truck - Moved by Lewis, seconded
by Peters that bid be awarded to Jim Busch Ford - $4,600 with trade
Carried unanimously.
4. Adopt specifications and call for bids for one dozen fire hydrants.
Moved by Lewis, seconded by Ward that specifications be adopted and
bids received at 2 o'clock, Tuesday, May 4. On roll call carried
unanimously.
5. Adopt specifications and call for bids for 3/4" and 1" copper
service pipe. Moved by Lewis, seconded by Whitham to adopt specifi-
cations and call for bids at 2 o'clock, Tuesday, May 4. Carried
unanimously.
6. Policy regarding residential underground electric service. Elec-
tric Superintendent Gary Boshears explained this service, and the
expenses involved. Mr. Boshears listed two conditions: (1) whether
or not it would be feasible, and (2) if it were feasible, this policy
be made an Ordinance. Moved by Lewis, seconded by Whitham that City
Attorney Skerry prepare the Ordinance incorporating the policies
presented by Boshears and Ayre. Carried unanimously.
Dr. Vaughn Bornett spoke in favor of underground electrical service
for existing Ashland.
At this time it was moved by Ward, seconded by Whitham that Mr. Pittoto
be granted a license to sell beer and wine on the premises. Carried
with Lewis dissenting.
ORDINANCES & RESOLUTIONS:
1. Ordinance regarding abandoned automobiles - City Attorney suggested
this be referred to the Public Works and Protection Committee for
further study. Moved by Lewis, seconded by Ward that this Ordinance
be referred to said committee. Carried unanimously.
2~ Proposed Building Code - City Administrator Ayre read the changes
made in the Building Code. Moved by Lewis, seconded by Peters that the
rules be suspended and Ordinance passed to second reading by title
only. Following second reading, moved by Baker, seconded by Lewis,
that said Ordinance be adopted. On roll call carried unanimously.
3. Delinquent benefit assessments to County Assessor for collection -
Moved by Whitham, seconded by Lewis, that the rules be suspended and
Ordinance #1390 passed to second reading by title only. Following
second reading, moved by Peters, seconded by Lewis that said Ordinance
be adopted. Carried unanimously.

4. Authorizing issuance of City Improvement Bonds - District #30.
Moved by Peters, seconded by Lewis that the rules be suspended and
Ordinance #1391 passed to second reading by title only. Following
second reading, moved by Peters, seconded by Whitham that said Ordin-
ance be adopted~
City Recorder Bartelt recommended that the Cemetery Trust purchase
City Improvement Bonds of District #30 in the amount of $32,077.47.
Moved by Lewis, seconded by Whitham to accept the recommendation.
Carried unanimously.
There being no further business the Councll unanimously agreed to
adjourn subject to the call of the Mayor.
