REGULAR MEETING
May 4, 1965
A regular meeting of the City of Ashland was held in the Council
Chambers of the City Hall on the above date. The meeting was called
to order by Mayor Richard L. Neill. Present - Councilmen Peters,
Baker and Whitham. Absent - Councilmen Kerr, Lewis and Ward.
APPROVAL OF MINUTES
Moved by Baker, seconded by Peters that the minutes of the regular
meeting of April 20, 1965 be approved. Carried unanimously.
COMMUNICATIONS
1. Petition for street paving - Woodland Drive between Palmer Road
and West end of Woodland Drive.
2. Petition for curb, gutter and paving - North Mountain Avenue
between Silvercrest Dairy and East Main.
3. Petition for curb, gutter and paving - Maple Way and Maple Street
between Chestnut Street to cul-de-sac.
It was moved by Baker, seconded by Peters that these three petitions
for curb, gutter and paving be deferred until a later date so the
Public Works and Protection Committee can thoroughly study the prob-
lem raised in City Administrator Ayre's report "Street Paving Procedure,
Policy and Costs". On roll call carried unanimously.
4. Letter from Ashland Elks Lodge inviting Council participation in
the parade Saturday, May 22, 1965. Moved by Whitham, seconded by
Baker that the Mayor and Council participate in the parade. On roll
call carried unanimously.
5. Letter from the Ashland Economic Development Commission - Master
Plan. City Administrator Ayre recommended that this letter be placed
on file. Moved by Whirham, seconded by Peters that this letter be
approved and placed on file. Carried unanimously.
6. Planning Commission - set public hearings.
(a) zone change and conditional use: Standard Station, Church
and North Main. Hearing set for 8:30 P.M., May 18, 1965.
(b)
annexation: Lyn Estates #2 - Moved by Whitham, seconded by
Peters that City Attorney Skerry prepare an ordinance to set
hearing date for Lyn Estates #2. Carried unanimously.
Moved by Whitham, seconded by Baker that the 8:00 P.M. Public Hearing
be changed to 8:30 P.M. Carried unanimously.

zone change: Quiet Village #3 - R-I:B-10 to R-i:B-8. Moved
by Baker, seconded by Whitham that a public hearing be set
for 8:45 P.M., May 18, 1965.

7. Letter from Ashland Chamber of Commerce - "Dollor Days" scheduled
for Friday and Saturday, May 7 and 8, wish to confirm free parking
customer privileges. Moved by Whitham, seconded by Baker that this
request be approved. Carried unanimously. Moved by Whitham, seconded
by Peters that this letter be placed on file. Carried unanimously.
SPECIAL AGENDA ITEMS
1. Result of bid opening
by Whitham that Utilities
Carried unanimously.
for fire hydrants - Moved by Peters, seconded
supply's low bid of $1296.00 be accepted.
2. Result of bid opening for copper pipe - Moved by Baker, seconded by
Peters that Waterworks Supply Company's low bid of $1450.80 be accepted.
Carried unanimously.
3. Result of bid opening - Bear Creek Bridge. City Administrator Ayre
suggested that all bids be rejected and staff will report at the next
regular meeting. All bids were too high. Moved by Whitham, seconded
by Peters to follow City Administrator Ayre's suggestion and reject all
bids. Carried unanimously.
4. Result of bid opening - Canyon Access Road and Repair. Moved by
Whitham, seconded by Peters to accept Westgaard Construction's low
bid of $4~718.20. Carried unanimously.
5. Renewal of Insurance Policy on Pelton Waterwheel Generator. City
Administrator Ayre suggested that this matter be continued at the
Council's next regular meeting. The staff will then know if we should
continue this insurance.
6. Purchase of Burroughs "E" 2100 Direct Accounting Computer. City
Administrator Ayre suggested that the City authorize staff to purchase
this computer - total price $19,360.00. Moved by Whitham, seconded
by Peters, that staff be authorized to purchase said machine. On roll
call carried unanimously.
CITY ADMINISTRATOR REPORTS
1. Street Paving Procedure, Policy and Costs - the report suggests
some alternate course of action. The City cannot keep up with
requests for curb, gutter and paving, the backlog is three years.
Also the quality of construction is not as high as it could be. It
was the general feeling of the Council that past petitioners should
be given the opportunity to re-submit their petitions due to the increase
in cost; if petitioners did not want to pay the higher price, the job
will not be done.
PUBLIC HEARINGS
8:30 P.M. - Conditional Use Permit - Mrs. James Son of 120 6th Street
stated that she needed a permit for therapy and reflexology Work.
City Attorney Skerry stated that the Council usually follows the
recommendation of the Planning Commission, but the Sons do have a

right to appeal to the Council. City Administrator Ayre read a letter
from the Planning Commission regarding this conditional use permit.
It was their feeling that this type of business would be undesirable
in this zone. Also some of the surrounding neighbors were against it.
Mrs. Son explained the type of work she would be doing in more detail.
Mrs. Paul Cullop of 156 Sixth Street stated that she was against it.
Mrs. Ray Stringer of 155 Sixth Street stated that she wasn't exactly
against it, but just wanted information about it. Mrs. Kate Son of
109 Pine Street stated that Mrs. Son's work is very worthwhile and
believed the Council should grant the permit. Following discussion,
moved by Baker, seconded by Whitham that the Council concur with the
Planning Commission's decision that the permit not be granted. On
roll call, carried with Peters dissenting. City Administrator Ayre
explained that the Sons could reapply to the Planning Commission for
a permit in one year.
CITY ADMINISTRATOR REPORTS (con't.)
City Administrator Ayre stated that staff wishes to further study this
problem and report back with a decision at the next regular meeting.
Moved by Baker, seconded by Whitham that this report be referred to
the street committee for further study. On roll call carried unanimously.
B~LLS AND CLAIMS
Bills - $91,416.51 and Payroll $46,341.40. Moved by Whitham, seconded
by Peters that Bills and Payroll be order paid. Carried unanimously.
ORDINANCES & RESOLUTIONS
1. Ordinance regarding Residential Underground Electric Service - City
Attorney Skerry read Ordinance No. 1392 authorizing, under certain
circumstances, the installation of residential underground electric
service in the City of Ashland with property owners paying a portion
of the cost. Moved by Baker, seconded by Peters that the rules be
suspended and said Ordinance passed to second reading by title only.
Carried unanimously. Following second reading, moved by Peters,
seconded by Whitham that said Ordinance No 1392 be adopted. Carried
unanimously.
2. Ordinance regarding left turns on Siskiyou Boulevard at Morse and
Beach Streets. City Attorney Skerry read Ordinance No~ 1393. Moved
by Baker, seconded by Peters that the rules be suspended and said
Ordinance passed to second reading by title only. Carried unanimously.
Following second reading, moved by Peters, seconded by Whitham that
said Ordinance Noo1393 be adopted. Carried unanimously. The Council
instructed City Attorney Skerry to prepare another Ordinance prohibit-
ing U-turns at said intersection.
3. Ordinance regarding abandoned automobiles - Ordinance provides
that City Police or Building Inspector of the City of Ashland can
take action with regard to the disposal of the automobiles on public
or private property if it is not enclosed within a building or is
not in running condition after a 72 hour notice. Moved by Whitham,

seconded by Baker that the rules be suspended and said Ordinance
passed to second reading by title only. Carried. Following second
reading, moved by Whitham, seconded by Peters that Ordinance No. 1394
be adopted. Carried unanimously.
There being no further business the Council unanimously agreed to
adjourn subject to the call of the Mayor.
