REGULAR MEETING
May 18, 1965
A regular meeting of the City of Ashland was held in the Council
Chambers of the City Hall on the above date. The meeting was called
to order by Mayor Richard L. Neillo Present - Councilmen Peters,
Baker, Kerr and Whitham~ Absent - Councilmen ~ and Ward.
Mayor Neill suspended order of regular business so that Judge Cottle,
Jerry Barraclough, Jon R~ Davis, and David A. Sleep could present a
petition to the Council requesting an ammendment to the Curfew Ord-
inance. The curfew at present is 10:30 PoM. on weekdays and on week-
ends. The three men presented their views to the Council as to why
the Curfew Ordinance should be ammended to 12 o'clock on weekends.
No action was taken°
APPROVAL OF MINUTES
Moved by Baker, seconded by Kerr that the minutes of the regular
meeting of May 4, 1965 be approved and placed on file. Carried
unanimously.
COMMUNICATIONS
l. Committee Report from Public Works and Protection Committee -
"Street Paving Procedure, Policy and Cost". City Administrator Ayre
read the report, which contained six recommendations for implementation
of a new Council policy regarding the curb, gutter and paving of City
streetsl It was moved by Lewis, seconded by Kerr that said report
be accepted, Carried with Whitham dissenting.
SPECIAL AGENDA ITEMS:
2, Petition for traffic control - Siskiyou Boulevard, Indiana and
Wightman Streets Electrical Superintendent Boshears stated that
the City had received a petition signed by 57 persons requesting that
something be done about said intersection, Boshears stated three
possible solutions to this problem. 1. Proceed with present plans and
let Indiana Street be considered at later date when Highway 66 is con-
sidered~ 2. Advise Highway Department to stop work on present program
and modify to include Indiana Street as petitioned, and 3. Request
the Highway Department to hold off on what was proposed and re-study
the whole problem of Wightman, Indiana Streets and Highway 66'situation.
8:00 PUBLIC HEARING
Annexation: Greentree area South Tolman Road. Mro Vince Baratti
spoke in favor of the annexation. He felt that this area should be
annexed, Mr, Baratti has made $12,000 worth of improvements to this
lando Mr. Edd Roundtree spoke against the annexation. He felt that
the City could not furnish the proper fire and police protection or
give the proper street service to this area. It was moved by Whitham,
seconded by Peters to continue this hearing when brought up by motion,

8:30 PUBLIC HEARING
Zone Change & Conditional Use: Standard Oil Company - Church Street
and North Main Street - City Attorney Skerry read the Ordinance and
stated that this station is ~w of non-conforming use~ Mro Worley
of the Standard Oil Company stated that it would not be practical to
relocate this service station and if the zone change and conditional
use were not approved, the old station would remain in its present
location. (con't.)

seconded by Peters that the rules be suspended and Ordinance No. 1396

COMMUNICATIONS
4o Citizens' Budget Committee regarding 1965-66 Annual Budgeto A
letter from the Committee stating they have approved the budget and
recommends the Council to approve it~ Another letter from Mrs. Julian
Battaile, Secretary, reminding the Council that the term expires for
Clarence Bell, Lyle Knower and Howard Pierce this year, Mrs. Battaile
also submitted some personal recommendations on this year's budget,
It was moved by Lewis, seconded by Baker that a public hearing on the
budget be set for 8:00 P~M,, June 15, 1965. Carried unanimously~
5~ Petition regarding parking control on Madrone Street° Mrs. Bill
Sampson stated that cars have been blocking private driveways, making
it impossible to get on to the Boulevard. She requested that two
blocks of the North side of Madtone Street be painted yellow° Moved
by Lewis, seconded by Baker that the City restrict two blocks on the
North side of Madrone Street by painting them yellow from Leonard to
Indiana Streets. Carried unanimously~
Petition for stree~ .pa~ing Woodland Drive between Palmer Road
and West end of Woodland Drivel City Attorney Skerry suggested that
action be deferred until a more permanent policy is adopted on street
paving by the Cityo It was moved by Lewis seconded by Whitham that
action be deferred on agenda items 6, 7, and 8 until next meeting.
Carried unanimously
DEPARTMENi REPORTS:

the month of April be accepted and placed on file. Carried unanimously.

CITY ADMINISTRATOR REPORTS:
Revised Organization Ordinance Councilman Baker suggested that the
Council be gjven an opportunity to look the revised Ordinance over.
Moved by Lewis, seconded by Peters that action be deferred until June
1, 1965 Carried Unanimously~

Following second reading, moved by Peters, seconded by Whitham that
said Ordinance be adopted° Carried unanimously.
City Administrator Ayre suggested that a special census be taken here
in Ashland Ayre believes that the population far more exceeds
10,900, the present population~ Moved by Baker, seconded by Lewis
to authorize C~ty Administrator Ayre to make arrangements for a City
census. Carried
There being no further business the Council unanimously agreed to
adjourn subject to the call of the Mayor.
