,REGULAR MEETING
JUNE 1~ 1965
A regular meeting of the City of Ashland was held in the Council
Chambers of the City Hall on the above date. The meeting was called
to order by Mayor prQ-tem Duane Baker. Present - Councilmen Peters,
Kerr, Baker, Whitham~and Ward. Absent - Mayor Neill and Councilman
Lewis.
COMMUNICATIONS
1. Letter from Oregon State Sanitary Authority requesting cooperation
in prohibiting open burning of refuse, City Administrator Ayre suggested
that the press inform the public that this law is now in effect in the
City of Ashland.
At this time Councilman Lewis arrived
2. Letter from William Briggs, Attorney for V, J- Baratti, regarding
a se~rapublic hearing relative to the Greentree Subdivision. Mr.
Briggs stated that Mr. Baratti wants this annexation so that he can
be in line for the City services when available. Mr. Briggs also
stated that Mr. Baratti has built eighty-four homes amounting to over
a million and a half dollars meaning a proportionate increase in the
assessed value of the City and more tax income, Councilman Whitham
asked Mr. Baratti what purpose a hearing would serve at the present
time - Mr. Baratti said he could get the preliminary work done on the
project and when the services were available they could go ahead.
Councilman Lewis felt that a second hearing would serve no purpose.
Councilman Baker stated that he felt the City should not annex this
subdivision until it was determined which way the boundary lines of
the City were going to grow. Mr. Dexter Woodworth, contractor, S~6ke oni
behalf of the contractors in favor of this annexation, Councilman Ward
stated that he felt this was a reasonable request and was in favor of
another public hearing. City Administrator Ayre read some
figures of the cost estimate for the p~ro~used Greentree Subdivision~
Superintendent of Public Works Allen Alsing stated that it would be
nine to twelve months until the paving work could be finished should
this subdivision be annexed, City Attorney Skerry read the Ordinance
No. 1398, setting the hearing for the 6th day of July, 1965. Moved by
Peters, seconded by Ward ~hat the rules be suspended and said Ordinance
passed to second reading by title only. Carried with Baker and Lewis
dissenting. Following second reading, it was moved by Peters, seconded
by Ward that said Ordinance be adopted Carried with Baker and Lewis
dissenting.
SPECIAL AGENDA ITEMS:
1. Street Paving Procedure, Policy and Costs. City Administrator Ayre
presented street recommendations to the Council. He then suggested
that the Council have a short publlc study session to discuss these
recommendations.
2. Proposed Organization Ordinance - Moved by Lewis, seconded by
Whitham that the rules be suspended and passed to second reading by
title only. Carried. Following second reading moved by Lewis, seconded
by Kerr that said Ordinance No. 1399 be adopted. Carried unanimously.

3. Mountain Avenue Bridge - Second call for bids. City Administrator
Ayre suggested that the Council authorize staff to revise the specifi-
cations and call for bids, giving a 30 day bid notice. It was moved by
Lewis, seconded by Ward that the specifications be revised and call for
bids giving a 30 day bid notice. Carried unanimously.
4. Result of bid opening - ½ ton pickup. City Administrator Ayre
suggested that the Council award the bid to Jim Busch Ford Sales with
the low bid of $1824.95. Moved by Lewis, seconded by Baker to award
the bid to Jim Busch Ford Sales. Carried unanimously.
ORDINANCES & RESOLUTIONS:
1o Ordinance ammending Curfew Laws. Chief Hays pointed out to the
Council that if this Ordinance were passed there would be a problem
of minors thinking the curfew was for every night in the week rather
than just weekends. He also pointed out that the police generally
don't start enforcing the curfew until around midnight as it s~nds now,
but can, if the occasion arises, use this curfew as a lever. Council-
man Lewis recommended that this Ordinance be deferred and discussed
further at the Study Session.
2. Resolution requesting Urban Planning Assistance for Ashland Master
Plan. It was moved by Lewis, seconded by Kerr that the Cit~ter into
contract with the state. Carried with Peters dissenting.
3. Contract with State regarding conversion of Briscoe School area.
Electrical Superintendent Boshears stated that this new light system can
be operated manually as well as by traffic. Moved by Lewis, seconded by
Ward that the contract with state be signed. Carried unanimously.
BILLS AND CLAIMS
City Recorder Bartelt stated that the bills amounted to $53~360.04;
payroll $47,227.44. Moved by Peters, seconded by Whitham that bills
and claims be ordered paid. Carried unanimously.
City Administrator Ayre suggested that the Council set a date and time
for a Study Session to discuss 1. Director of Finance 2. plans
for #2 Fire Station 3. curb gutter and paving 4. Curfew Ordinance, etc.
The Council decided on Thursday evening, 6:30 p.m. at Bard's Inn.
City Attorney Skerry explained to the Council that U.S. Steel Corp.,
Western Consolidated Division are being sued by the State of Oregon for
overcharging on steel pipe. City Attorney Skerry read the Resolution
and it was moved by Lewis, seconded by Kerr that the rules be suspended
and said Resolution be passed to second reading by title only. Carried.
Following second reading it was moved by Lewis, seconded by..Ward that
said Resolution be adopted. Carried. Skerry stated that it would be
around two years before completion of the suit.
There being no further business the Council unanimously agreed to
adjourn subject to the call of the Mayor pro-tem.
