REGULA~ MEETING
July 6, 1965
A regular meeting of the City of Ashland was held in the Council
Chambers of the City Hall on the above date. The meeting was called
to order by Mayor Richard Neill. Present - Councilmen Peters, Baker,
Ward and Whitham. Absent - Councilmen Kerr and Lewis.
APPROVAL OF MINUTES
It was moved by Whitham, seconded by Ward that the minutes of the June
15 regular meeting be approved and placed on filel. Carried.
COMMUNICATIONS:
1. Request from Medford for contribution to United Airlines With-
drawa[ Case. City Administrator Ayre read the letter to the Council -
during a week's survey of passengers boarding at the Municipal Airport
in February this year Ashland had a 12.4 percent. The total anticipated
cost is $13~221.00 and they solicit a contribution from Ashland to help
defray expenses~l City Ad in"str ~or Ayre suggested to the Council that
$1500 contributed to the airlincD. Carried with Peters dissenting.
2. Planning Commission:
(a)
Minutes of the July 14 Planning Commission meeting - Moved
by Ward, seconded by Peters that the minutes be approved and
placed on file. Carried.
(b)
Set Public Hearing - AnnexatIon of Clay Street near Ashland
Street. City Administrator Ayre stated that this would also
involve a zone change and suggested the hearing date be set
for August 3~ 1965 at 8:00 P.M. City Attorney Skerry read the
Ordinance describing the property. Moved by Ward, seconded
by Baker that the rules be suspended and Ordinance No. 1403 be
passed to second reading by title only. Carried. Following
second reading; moved by Peters~ seconded by Ward that said
Ordinance be adopted. Carried. (Petition for annexation with-
drawn on July 9).
(c)
Set Public Hearing - Zone Change R-1 B-10 to R-1 B-8, Mary
Jane and Mohawk Streets. City Attorney Ayre suggested the
hea~lng be set for July 20, 1965 at 8:00 P.M. Moved by Baker,
seconded by Ward that the public hearing be set on said date.
Carried unanimously.
(d)
Set Public Hearing - Zone Change R-1 to M, Mountain Avenue Area
near Southern Pacific Railroad. City Administrator Ayre
suggested the hearing be set for July 20; 1965 at 8:15 P.M. Moved
by Wardt seconded by Whitham that said hearing be set for July
20. Carried.
Set Public Hearing - Zone Change C-2 and R-3 1.2 to C-i, Helman
Street and North Main area. The intent of this change would be
to allow the Chevron (Wolff's) to remain with a conditional use

permit. City Administrator Ayre suggested the hearing be set for July
20, 1965 at 8:30 .M. Moved by Whitham, seconded by Ward to set the
hearing on this date. Carried unanimously.
(f)
Referral of request from Stanley Jobe to construct a non-conforming
retaining wall. The property on which Mr. Jobe wishes to build this
wall belongs to the City. As of now Mr. Jobe is restricted in his
parking area and it is understood that his use can be revoked at any
time. Director of Public Works Alsing stated that there are several
instances where this type of use has been granted in Ashland. Moved
by Whitham , seconded by Ward that Mr. Jobe be granted permission to
construct the wall, complying with the variance procedure and proper
agreement that the wall be used at sufferance. Carried unanimously.
SPECIAL AGENDA ITEMS:
1o Result of bid opening 3/14 ton pick-up truck (Fire Department). Bids
were received at 2:00 P.M., July 6, from Jim Busch Ford - $2,020.00, Selby
Chevrolet - $2211.82, and "99" Motors $2117.25, Moved by Ward, seconded
by Peters that the bid be awarded to Jim Busch Ford. Carried.
PUBLIC HEARINGS:
8:00 P.M. - Annexation of Greentree Subdivision. Mr. William Briggs,
attorney for Baratti. pointed out to the Council that building and selling
homes is one of the largest industries in Ashland. 70 percent of 84 homes
were sold to out of town residents, and new residents bring in new money,
labor for carpenters, business for stores and lumber yards. The Green-
tree area does not present any problem in the way of sewers; an 8" water
main will be up to the corner of the area in approximately two weeks.
There is no problem for the City in the way of pumping water to the area.
He stated that Baratti homes have added thousands of dollars to the commun-
ity. $800,000 in homes (40 homes will be constructed in this Greentree
area)~ The quality of Bafatti homes has been excellent. Mr. Briggs
recommended that this annexation request be granted. Mr. Jake Lahr stated
that he agreed with Mr. Briggs in that Mr. Baratti is one of the best
known home builders in this area. He stated that Ashland builders should
be able to take care of Ashland's building needs before an outside builder
comes in and gets the business. City Administrator Ayre read two letters
protesting the Greentree subdivision. Mr, Marvin E. Jeska believed that
the City crew is behind so far already because the City has taken in too
many subdivisions~ He believed some of the empty lots within the City
should be built up before any more subdivisions are granted. A letter
of opposition from Mr. Edd E. Roun tree was also submitted and read by
Ayre. Rountree stated that at present time mo~e than half of the land
area within the city limits of Ashland is vacant, but builders continue
to seek the cheaper land outside the limits further causing the City to
fall behind in its Public Works program. He also stated that the Police
Force would be inadequate to properly give the protection needed in the
proposed subdivision, He stated that our streets are already in sub-
standard condition; that the City should, according to the Master Plan,
grow in a cross-town manner rather than from Talent to the Siskiyous.
Mr, M, E. Barron stated that if the City government doesn't give the local
contxactors all the help they can, a large contractor will come in and
put the local people out of business. (con't.)

Skerry read Ordinance Noo 1402 amending Ordinance 1361. With no further
discussion Ward moved that the zone change be approved and the Ordinance
passed to second reading by title only. Seconded by Whitham. Carried.
Following second reading, moved by Peters, seconded by Ward that said
Ordinance No. 1402 be adopted. Carried unanimously.
GREENTREE SUBDIVISION (con't.)
Councilman Peters moved that the rules be suspended and the Ordinance
passed to second reading by title only. Mr. E. Rountree stated that
it's five miles from the Quiet Village Subdivision to this proposed Green-
tree Subdivision and asked ii Chief Hays would comment on the problems this
would propose for the Police Department° Chief Hays said that there will
be two extra men on the force, but it still would be difficult to properly
patrol this area, but added that there are areas already annexed now that
are not getting the proper police protection. Councilman Ward seconded the
previous motion made by Peters. Carried on roll call with Baker and Whitham
dissenting° Mayor Neill voted in favor. Following the second reading
it was moved by Peters, seconded by Ward that said Ordinance be adopted.
The Ordinance was defeated with Baker and Whitham dissenting. It being a
tie vote, Mayor Neill voted against the passage at this time and suggested
that the matter be brought up again in six months.
SPECIAL AGENDA ITEMS:
2~ Results of bid opening - Fire Department Pumper Truck (Fire Station
#2). Chief Davis said the delivery date of the truck would be 245 days -
well after the new Fire Station #2 is completed. This will be a three-man
cab. The low bidder, Western States ($23,419). Moved by Ward, seconded
by Whitham that Western States be awarded the bid° Carried unanimously.
3. Result of bid opening on Mountain Avenue Bridge. City Administrator
Ayre stated that the Tom Lillebo Construction Company was the apparent
low bidder with $34,927.72~ Ayre stated that Wilbut Warren, consulting
engineer, said this price was the current market price. After some dis-
cussion the Council decided to throw out all bids and bid again in three
or four months. Moved by Bake~, seconded by Ward to throw out all bids
and advertise again in three or four months. Carried.
4~ Adopt specifications and call for bids for 3/4 ton four-door pick-up
for water and sewer division of the Public Works Department. Estimated
price - $2600. Moved by Whitham, seconded by Ward that City Administrator
Ayre be authorized to call for bids on July 20 at 2:00 P.M. Carried.
5. Adopt specifications and call for bids on three carloads of Cast Iron
Pipe. Director of Public Works Alsing stated that the estimated cost was
$17,000. Moved by Ward, seconded by Baker that City Administrator Ayre
be authorized to adopt specifications and call for bids for Cast Iron Pipe
on July 20 at 2:00 P.M.
6. ~.~creased Blue Cross and other medical coverage costs. City Adminis-
trator Ayre stated that Mr. Dick Thorpe is running an analysis as to
benefits and coverage for a lesser cost or no increase in cost. City Re-
corder Bartelt stated that our present coverage will soon ekpire and has
to be in Eugene by July 20, 1965. He also stated that with our present

overage, for only $.84 per person per month our rates will go from $18
to $20 coverage. Moved by Ward, seconded by Baker that hospital rates be
raised from $18 to $20, Carried~
Mr.. Leslie E. Marcus, at this time, presented to the Council a Proposal
for financing the Lithia Sap and Mineral Ba~h project° After reading the
proposal to the Councils Mr. Marcus stated that there was not much de-
parturer from the original proposal which he presented. He said that
Wonderwell Bottling Corporation would present a complete perspectus on
raising the nesessary capital in approximately ten days. Mr. Marcus
stated that there is some leakage of fresh water into the Lithia Springs
according to the geologists,
CITY ADMINISTRATOR REPORTS:
1. Personnel Manual - Moved by Ward, seconded by Whitham that the rules
be suspended and that the Ordinance No. 1404 be passed to second reading by
title only. Carried~ Following second reading, moved by Whitham, seconded
by Ward that said Ordinance be adopted. Carried.
2. Increased Water Rates: City Administrator Ayre suggested that this
item be deferred and the Utilities Committee, Baker, Lewis, and Whitham
make this the subject of a meeting and report back to the Council. Council-
man Whitham moved to make th~s the subject of a luncheon-study session
Friday noon~ Seconded by BakeE. Carried~
City Administrator Ayre stated that the Hospital Administrator asked for
the Council to adopt specifications and call for bids for a new station
wagon for the hospital! Moved by Whitham, seconded by Ward that City Ad-
ministrator Ayre be so authorized to adopt specifications and call for bids
on Tuesday, July 20 at 2:00 P.M. Carried unanimously.
City Administrator Ayre stated that Mr. Donald Heinz has accepted the
position of Director oE Finance and suggested that the Mayor and Council
make the appointment~ The Council decided to discuss this further at
the Study Session on FLlday~ However, it was moved by Ward, seconded by
Baker to pay for Mr. Heinz's transportation costs over the weekend. Carried.
PAYMENT OF BILLS AND CLAIMS:
City Recorder Bartelt stated Payroll in the amount of $48,155.91 and bills
in the amount of $204,641.89. Moved by Ward, seconded by Whitham that bills
be ordered paid. Carried~
There being no further business, the Council unanimously agreed to adjourn
subject to call of the Mayor,
