DESCRIPTION OF PLANNING WORK --CITY OF ASHLAND
DESCRIPTION OF WORK ELEMENTS
CENTRAL AREA PLAN
The preliminary boundaries of the planning area include the area from
Helman Street to Fourth Street and from the Southern Pacific Railroad to
Hargadine Avenue. This area contains about 95 acres. A field recon-
naissance will be accomplished in order to determine the precise boundaries
of the planning area.
A. Base Maps. Prepare baSe maps of the planning area based on existing
city mapping data.
Survey of Area. Review general planning work already completed as it
relates to the project and revise or update where necessary. This will
include review of work completed in projects No. Oregon P-41, P-28,
P-29, and P-53.

Land Use and Economic Data. Update the inventory of land use and
gross floor area by type of commercial establishments. Evaluate
the area with reference to types of uses and relationships between
them. Update existing economic data. Evaluate information on
assessed value of buildings and land, ownership, building con-
ditions, and location of utilities as they relate to any plan of
development.
(2) Circulation and Parking. Prepare an evaluation of the area with
reference to:
(a) Vehicle and pedestrian circulation
(b) Parking
(c) Street, sidewalk and curb conditions
(3) Environment. Prepare an evaluation of the area with reference to:
(a) Physical design and environmental aspects
(b) Community values
Land Use and Circulation Plan. Prepare a revised land use and circu-
lation plan of the central area which will establish the functional ele-
ments within the area. This will indicate the location and extent of
uses and circulation within the area all correlated with the existing
city land use plan. The land use and circulation plan will be developed
in the form of a map. The findings listed above will be reported on
in the Design Plan Report.
Design Plan. Prepare a design plan for the area, indicating the envir-
onmental character to be developed and the means by which this character
is to be attained and protected and protected. The plan will establish
the physical framework for the future improvement of the area. This
would include the siting of buildings, the treatment of streets includ-
ing circulation and parking, pedestrian areas, and other open spaces
and the visual characteristics of the various elements. It will also
indicate the relationship between Lithia Park and the city center. The
plan will include the proposed recreation center as described in the
report entitled, "Ashland Central Business District Revitalization
Study," and its relationship to the central area and Lithia Park.

The plan will be in the form of a report with maps and sketches including a
program for implementing the plan as described below. A model will be
prepared of the central area. The preparation of the design plan will be
in the following phases:
1. Conceptual Schematic. The formulation of a conceptual schematic plan
including sketches, diagrams and prespectives.
2. Preliminary Plan. The development of a preliminary plan.
3. Design Plan. Preparation of the desiqn plan.
E. Economic Aspect__s. Make an economic analysis of the physical plan.
F. ImplementatiOnof Plan. Proposals for implementing the plan consisting
of: '
(1) Recommendations for specific improvements.
(2) Preliminary cost estimates.
(3) A series of staging plans to show the order of development for the
proposed improvements.
(4) A series of development standards with respect to regulations that
should be adopted.
(5) A cost-benefit analysis to indicate the financial feasibility of
the recommended plan.
General Supervision and Coordination. It is anticipated that the
consultant will meet with the council and planning commission and other
interested groups twelve to fourteen times as the study progresses.
H. Written Report.
I. Travel and Per Diem.
The work will take into account earlier studies in the city, county, and
region. The project will be coordinated with work to be undertaken in the
city, county, and region. Coordination will be accomplished by staff con-
ferences and by utilization of materials from other agencies. Work will
be coordinated with state highway department work primarily through staff
conferences.
