HomeMy WebLinkAbout1965-0921 REG MINASHLAND CITY COUNCIL REGULAR MEETING September 21, 1965 A regular meeting of the City of Ashland was held in the Council Chambers of the City Hall on the above date. The meeting was called to order by Mayor Richard Neill. Present - Councilmen Peters, Baker, Cottle, Lewis and Whitham. Absent - Councilman Ward. APPROVAL OF MINUTES: Moved by Baker, seconded by Peters that the minutes of the last regular meeting be approved and placed on file. Councilman Cottle stated that his middle initial was C. rather than L. Minutes approved as corrected. Carried unc~nlmously. City Attorney Skerry pointed out to the Council that the minutes of The September 9 Adjourned Meeting were also attached. Moved by Lewis, seconded by Whitham that the minutes of September 9 be approved and placed on file. Carried unanimously. DEPARTMENT REPORTS: Moved by Lewis, seconded by Peters that the Departmental Reports for the month of August be accepted and placed on file. Carried unanimously. COMMUNICATIONS 1. Letter from Mrs. Faye Lawson regarding dust at the Industrial Park. Director of Public Works, Allen Alsing, stated that there have been times when the road itself caused the dust problem and when it did the City graded the road and McGrew Brothers oiled it down. He stated that the problem now refers to area other than the road. Councilman Peters stated that the mill has no log pond and the dust is therefore created when the logs are removed from the log racks and taken to the mill. He believed that as the City does not own the property, there would be nothing we could do. Alsing stated that Jerry McGrew has a water tank at the mill and is going to try to keep this dust down. Councilman Cottle stated that he has sent for a report from a seminar held at Oregon State regarding air polu- tion. Moved by Baker, seconded by Peters that the Lawson letter be placed on file and that McGrew Brothers be contacted by a City Official concern- ing Ways to keep the dust down. On roll call, carried unanimously. City Attorney Skerry stated that he would draft a letter to McGrew Brothers and try to alleviate this problem. 2. Petition for traffic control during school hours at Walker Avenue and Highway 66 and Walker Avenue at Siskiyou Boulevard. Chief of Police Herb Hays stated that it would be impossible for the police force to furnish patrolmen to control these areas during school hours because of a lack of men. He stated that there are several areas which need to be patroled but it is just impossible. He stated that this problem may have to be solved by cooperative matter between the PTA and the schools. City Attorney Skerry stated that this problem has arisen several times before and he believes that this is the time when the entire matter should be thoroughly investi- gated and a definite program of some sort be established, as to what the City can do. COUNCIL MINUTES - 2 - SEPT. 21, 1965 Mr. Tom Rogers of Garden Way stated that there were quite a few small children crossing these trouble spots, and that the traffic is increas- ing. He believed that there is a definite need for traffic control at these two points of crossing. Mrs. Wilman Tilford Of Harmony L~rfe stated that it's not so much the problem of too much traffic, but the kind of traffic it is; the traffic moves quite swiftly through this area. After further discussion, moved by Lewis, seconded by Whitham that this matter be referred to the Public Works and Protection Committee for further study. It was suggested by Cottle that in the interim, members of the lo- cal PTA be stationed (voluntary basis) at the crossings to marshal the children. 3~ Letter from Ashland Civic Improvement Association regarding legal notices published - City Attorney Skerry stated that the City has already incorporated the policies suggested by the Ashland Civic Improvement Association. The last several notices have been more clearly described. 8:00 PUBLIC HEARING Curb, gutter and paving HilLview Drive, Peachey Road to Crestview Drive. ( CO}~IUN I CAT IONS ) 4. Petition for curb, gutter and paving at Woodland Drive from Palmer Road to Pinecrest Drive. Moved by Lewis, seconded by Baker that a public hearing be set at 8:00 P.M. at the next regular council meeting, October 5. Carried unanimously. SPECIAL AGENDA ITEMS: 1. Result of bid opening ior sale of rock crusher. Director Of Finance Don Heinz stated that the minimum price was $7500. '?here were two bids received, Valley Machinery Co., Salem, for $7800 and the high bid from Westguard Construction Company of $8,550. It was moved by Lewis, seconded by Peters to accept the high bid from Westguard. On roll call, carried unanimously, 2. Result of bid opening for Cemetery pick-up truck - Director of Finance Donald Heinz stated that the bids were received from 99 Motors ($1488), Selby Chevrolet ($1944), and Jim Busch Ford ($1565). Moved by Lewis, seconded by Whitham that the low bid of $1488 be accepted. Carried unanimously. 3. Result of bid opening re-roofing of Resthaven Mausoleum - Director of Finance Heinz stated that there was one bid submitted for just materials alone, and the bid was $1732o60. Another bid was submmtted for just labor alone for $1125. The total of these two bids combined was $2857.60. McGinley Construction Company b~d $1551 for the complete job. Heinz recommended the bid be awarded to McGinley Construction Company. Moved by Lewis, seconded by Peters that the bid be awarded to low bidder, McGinley Construction Company. Carried unanimously. COUNCIL MINUTES - 3 - SEPT. 21, 1~65 4. Appointment of Mayor and Council Members to Airport Commission - Mayor Neill appointed Councilmen Ward, Baker and Lewis to the Commission. Moved by Lewis, seconded by Whitham that the Mayor's appointment be approved. On roll call, carried unanimously. 5. Adopt specifications and call for bids for two 1966 dump trucks for the Public Works Department - for one 1-ton truck without trade the estimated cost is $3600. For one 2-ton truck without trade, the estimated cost is $4900 - total cost of $8,500. Moved by Lewis, seconded by Peters that the specifications be adopted and bids received at 2 o'clock P.M., October 5~ On roll call, carried unanimously. PUBLIC HEARING: 8:15 P.M. - Curb, gutter and paving o~ Nevada Street and Helman to exist- ing paving - Moved by Lewis, seconded by Baker that curb, gutter and paving be ordered in. Carried unanimously. CiTY ADMINISTRATOR REPORTS: Position Classification Plan - Moved by Whitham, seconded by Lewis that the rules be suspended and Ordinance No. 1415 be passed to second reading by title only. Carried unanimously. FollOwing second reading, moved by Peter~ seconded by Whitham that said Position Classification Plan be adopted. Carried unanimously. At this time, City Recorder Bartelt presented an application for Class B liquor license for Hamby's Market. Moved by Whitham, seconded by Peters that said application be approved. Carried on roll call with Lewis dissenting. At this time, City Attorney Skerry read a letter from the Ashland Chambe~ of Commerce. The letter recommended that the parking should be limited to two hours in the unmetered areas in the downtown business district, the aegis to ~e so posted and the meter posts to be so designated, with periodic spot checks by law enforcement officials and violators t~cketed. Also that following adoption of this procedure, no further chan~e in status of park- ing be made in Ashland until the new downtown study is completed. Moved by Lewis, seconded by Baker that this recommendation be referred to the Cemetery and Ordinance Committee, Cottle Chairman. On roll call, carried. PUBLIC HEARING: 8:30 P.M. - Continued hearing - Curb, gutter and paving Windburn Way-Plaza to Nutley Street. Councilman Lewis stated that ~he Realty Committee had not yet meant with Mr. Arthur Kapteyn. Moved by Lewis, seconded by Baker that this hearing be continued at the next regular council meeting, October 5. On roll call, carried with Peters dissenting. At this time City Attorney Skerry presented a letter from J. Do Herbison to the City Council. The letter requested financial aid from the City for some special surveying courses soon being offered at SoO.C. Director of Public Works Alsing stated that he believed this to be a good idea and should be encouraged. Moved by Lewis, seconded by Cottle that part of the cost of the tuition be paid. On roll call, carried with Wh~tham dissenting. COUNCIL MINUTES - 4 - SEPT. 21, 1965 ORDINANCES, RESOLUTIONS & CONTRACTS: 1. Expansion of McGrew Brothers Saw MIll lease - Again there was some discussion by the Council as to whether or not the allotted 15 acres of land was enough land for expansion. It was moved by Lewis~ seconded by Cottle that a noon study session be scheduled to further discuss the problem with the McGrew Brothers. On roll call, carried unanimously. 2~ Ordinance setting a public hearing for the annexation of Clay Street. City Attorney Skerry read Ordinance No. 1416 setting a public hearing for October 19 at 8:00 P~M. Moved by Lewis, seconded by Baker that the rules be suspended and said Ordinance passed to second reading by title only. Carried unanimously. Following second reading, moved by Peters, seconded by Lewis, thaU Ozdinance No. 1416 be adopted. On roll call, carried unanimously. 3. Ordinance setting a public hearing for the annexation of the Tamhey p~operty - City Attorney Skerry read Ordinance No. 1417 setting a public hearing for October 19 at 8:15 P.M~ Moved by Lewis, seconded by Whitham that the rules be suspended and said Ordinance passed to second reading by title only. Carried. Following second readlng, moved by Lewis, seconded by Whitham that Ordinance No. 1417 be adopted. Carried unani- mously. At this time Mr. Jim Lee, member of the Ashland JayCees, stated to the Council that the Ashland Junior Chamber of Commerce is going to hold a Community Survey and wanted the Council to study the proposed questionnaire and to add any other questions they might wish. At this time Councilman Lewms commented on how impressed he was with the businesslike way in which the Ashland Community He~pital Board meetings are being run. Also, being liaison to the hospital board, he stated that if anyone has any questions about thel~ programs, please ask him about them. Councilman Lewis stated that as our actively established for some time, City as "Sister City". Cottle for his exceptional work as Municipal Court Judge. Moved by Lewis, seconded by Baker that said Resolutmon be adopted. Carried with Cottle abstaining.
