City Administrator Ayre presented photographs of %be intersectiOh and stated that he had disc~ssed~the matter wi~h Police ChiefHays and Public ~)rks Director Aising, and it was their suggestion that stop sigma be pla~ed toetop traffic on Idaho Street It Holly and on each corner ~f H~ily at Harrison Street. M~ved by LewiS, seconded by Kerr to proceed with installation of said signs as described by the Ci't~ ndministrator. Carried unanimously. 2. Request for 2 hour perkingon Third Street between Siskiyou Boulevard and Lithie Way. Cit' Administrator Ayre stated that he and Public Works Director A~sing ~ad talked with the merchants nearby end studied the situation with regard to the new curbs which were installed. Ayre reeonunended that 2hour parking be installed on a trial basis. POlice Chief Ha~e stated that there would be some problem Qf enforcement. City administrator Ayre stated that it was felt that Jmst the presence of the signs would he enou~ to discoura~e people from parking there all day. Ayre also sta~ed ~ha~ ~he merchants had offered to pay for the signs. Moved byKerr (with the stipulation that the City of Ashland pay for the signs), seconded by Ba~er to install 2 h~ur parking signs on said street on a temporary basis. Carried unanimously. 3, City Administrator ayre stated that regarding the Oregon Broadcasting Company's request=for a frenchSee to operate-sable television in Ashland, he has ,talked with CounCilman Peters, Council Minutes November 10, 1964 Ayre stated that it will proviNe educational television to .. Ashland; the cost will be.S15.!00 for insta!lation and $5.00 per month; that they will use ithe City power poles for cables; and that there will be a 3% franchise fee. Councilman Lewis suggested that an ordinancebe prepared by city Attorney for Council approval. city Attorney Ske~ry suggested a rate be spe~ified in the franchise agreement so that the City could maintain some control on rates. Councilman Baker ~t~ted that he felt the ordinance should contain a provision for remove1 of the cables if the company should go out of business. 4, Letter fEom Mrs. Darwin L~ne, requesting water service for her residence Outside thS cit~ limits; Mr. & Mrs. Lane addressed the Council stating that they ~o not have sufficient w~ter supply and their ~ast hope is to appeal for city water. Council- man Baker state~ that it is th~ City~s policy not to extend water service beyond {he city limits!, but the possibility of the Lane's annexing Yt Administrator Ayre to in- agreed to refer t . vestigate the possibility of ahnexation. 5. Recorder Bartelt presented! liquor license renewal application Kerr, seconded by Lewis to approve said applications. Carried unanimously. 8:00 P.M~ HEARINGS: 1.. Clover Lane Annexation: A~tOrney Skerry read Ordinance #1367 annexing certain territory to the City of Ashland, and dispensing'with an election in~ territory to be annexed. PubilO Works Director Alsing stated ~hat city water ~ines are now in this area but sewer lines are ~ot. Move~ by Kerr, seconded by Lewis ~hat the rules be suspended and Ordinance passed to second reading by title only. On roll call, carried unanimously by members of the ~ouncil and Mayor Neill. Following secon~ reading by Attorney Skerry, moved by Baker, seconded by Kerr the~ Ordinance No. 1367 be adopted. On roll call, carried unanimously by members of the Council and Mayor Neili. 2. Council Minutes -3- November 10, 1964 3. Curb, gutter and paving on Euclid Street: Mr. EdLupton addressed the Council stating ~that he cirCUlated the petition and obtained signatures from ~1~% Of the property owners. He stated that since the petitio~ had been circulated, there has been a change of ownership ofsome;of the property, but the new owner was willing to sign.! City Administrato Ayre presented a letter from Mr. & ~Mrs. Krause# 565 As~!and protesting the curb, gutter an~ paving of Euclid Street. Moved by Lewis, seconded by Baker t~ approve said curb, gutter and paving and instruct the City ~tto~ney to prepare a resolution. On roll call, carried unanimously. 4. Rezoning hillah Temple property from R-1 .to C&2: This zone change was approved by the Planning Commission November 9/1964. There being no objections from the audience, moved by Lewis, seconded by Baker that the zone change be approved and City Attorney be instructed to prepare the Ordinance. On roll call, carried unanimously. SPECIAL AGENDA ITEMS~ 1. City AdminiStrator Ayre requested that the Council adopt specifications and Call for bids on five hydrants. to be used throughout the City and in Bellview. ~ved by Lewis, Seconded by Kerr to adopt said specifications end an6 callfor bids on fire hydrants. On roll eall, carried un~nimou~ly. 2. Appraisal of Assembly of God Church property: City Admin- 'istrator Ayre stated that the property and buildings have been 'offered ~o the City for $20,000and the appraisal shows the value at $24,000. Ayrealso stated that it would be very costly to remodelthe church for suitable police purposes. After some discuesio~, it was mved by Lewis, seconded by Kerr that the City AdminiSt=ator De =nstructed to explore the possibility of obtaining a 90 day option not to exceed $100 on the property. This would allo~ time for a report from the Berkeley expert who is going to as ist in the up-dating!of the Police Department. On roll ca~l, carried unanimOuSly. LeWis stated that if an option is obtained, perhaps the cost of a completely new structure Should be explored. 3. Cloverleaf Dairy property. City Administrator Ayre stated that upon instruction from the Council to investigate leasing of this property for a parking 10t, he had contacted Mr. Kaptyn and had received a letter from Mr. Kaptyn offering to rent the property for $1~5 per month. Councilman Lewis sug- gested that City Administrator approach Mr. Kaptyn with an offer of $100 per month with a five year lease. Council Minutes November 10, 1964 4. Carried unanimous- ly. 5. AnneXation Charge: A letter WaS presented from Mrs. Mary Rehker stating that she had been told that she would not have to pay the a~-~exation charge because of land she had donated for street purposes. City Admi,nistrator Ayre stated that there is no evidence to substantiate her claim that she was told she would not have to pay the annexation charge. Moved by ance regarding n o r a a i a y 6. Attorney Skerry presented the MayOr's proclamationof the result of the November 3rd election. Moved by Lewis, Seconded by Kerr to approve said procl~mation and the results of the canvass of said votes. Carried unanimously. 7. City Administrator Ayre s~ated that Mrs. Jones Of the Chamber of Commerce had contacted him requesting to have ChriStmas .decorations and two trees installed by the evening of November 27th. Moved by Lewis, seconded by Baker to grant said requbst. Carried unanimously. 8. Electrical Superintendent BoshearS stated that there has been a problem with downtown street lights and new conduit will have to be installed to correct it properly. While work is being performed, an overhead Cable will be instaile~ to operate street lights. LIST OF BILLS AND CLAI~S: Recorder Bartelt presented Bills in the amount of $82,634.16, and payrolls in the amount of $44,909.06 for payment~ Moved by Kerr, seconded by L~wis that bills be ordered paid. On roll call, carried unanimously. ORDINANCES AND RESOI~TIONS~ 1. Attorney Skerry presented a resolution establishing a polciy with regard to furnishing of fire protection to businesses lOcat- ed outside the City of Ashland. City AdministratOr Ayre presents material furnished by the League of Oregon Cities regarding the policies of other Oregon cities on this matter. Moved by Baker, seconded by Kerr that under a suspension of the rules, said resolution be passed to second reading bytitle only. on roll call, carried 'unanimously. Following second reading by Attorney Skerry, moved by Baker, seconded by Kerr that said resolution be adopted. On roll call, carried unanimously. Council Meeting -5- November 10, 1964 2. Attorney Skerry presented Ordinance No~ 1369 a~thorizing the Mayor and City Recorder t~ u~e facsimile signatures ~or the issuance of checks, 'dreftS and warrants ~ssued for and on behalf of the City of Ashland.~ Moved by Kerr~seoonded~by Lewis that the rules be suspended and said OZ~nance be passed to second reading by title only. BefOre t~e end of t~emeett~g, Mr.; Art DiederiCh, First Vice Pres- ident of the Student ~ody of Southern oregon ColXege, addressed the Council offering e few sUggestionS regarding more Street lights near the campus, wider crosswalk, ~ellow curbs and parking limits. The Mayor suggested that Mr. Diederich put his suggestionsin written form and present them to the Public ~orks Director.
