AN ORDINANCE AMENDING ORDINANCE NO. 1766
AS AMENDED BY ORDINANCE NOS. 1860 AND 1884,
PROVIDING A PROGRAM OF UTILITY DISCOUNTS
FOR SENIOR CITIZENS.
THE PEOPLE OF THE CITY OF ASHLAND DO ORDAIN AS FOLLOWS:
SECTION 1. Section 3(c) of Ordinance No. 1766, as amended, shall
be amended to read as follows:
"(c) The senior citizen shall have an income not to exceed
the limitations set forth in Section S of this ordinance."
SECTION 2. Section S of Ordinance No. 1766, as amended, shall
be amended to read as follows:
"Section 5. Amount of Utility Discount. If the applicant has
met all of the requirements of this ordinance, the City shall,
beginning with the next billing cycle after the date of the
application, discount the total amount billed for water, sewer
and electric service, not including connect fees, reconnect
fees and similar charges. The amount of discount for the
applicant's own residence shall be twenty-five percent (25%)
if the applicant~s income does not exceed Thirty-one hundred
forty dollars ($3,140) if single, or Forty-one hundred sixty ($4,160)
if married; or the discount shall be fifteen percent (15%)
if the applicants income does not exceed Thirty-seven hundred
forty dollars ($3,740) if single, or Forty-seven hundred
sixty dollars ($4,760) if married. Such income limitations
as set forth herein may be increased by Six hundred dollars
($600) for each dependent other than the spouse who is living
with the applicant for the twelve month period preceding the
date of application. In special hardship cases, a committee
of two (2) Council members and the Senior Program Director,
may grant exceptions to the foregoing income limitations where
the circumstances justify such exceptions."
SECTION 3. Section 7 of Ordinance No. 1766, as amended, shall be
amended as follows:
"Section 7. Termination of Program. The Senior Citizens
Utility Discount Program is an innovative program, and as
such, the exact fiscal impact is unknown at this time. There-
fore, this Ordinance shall automatically terminate on June 30,
1979, unless extended by resolution of the City Council."
SECTION 4. That inasmuch as the current program expires on June 30,
1978, it is hereby declared that the public health, peace and welfare
require that the provisions of this ordinance be made immediately
operative, and an emergency exists, and that this ordinance shall there-
fore become effective upon its passage by the Council and approval by
the Mayor.
The foregoing ordinance was first read on the o~4day of
