Article 1~.
INDUSTRY and
T~e Co~iesioner of Industry and Comaerce shall have full charge
er belonging to the ~nternational Uaiom of ~tatuso working vith and
~ader the advice of the ~aternatienal Court of ~nsti~e and Arbitration.
Mvisiona and subdivisions oF the ~wternatio~ ~aion of States shall
Function under his office,

The Comissioner of ~ndustry a~ Commerce should advise with and work
wi%h all other commissioners needing or desiring cooperation.
I~I~ATIO~A~ COURT OF J~TI~ A~D A~ITRATION.
The International House of Representatives shall establish and
· aintaia an X~ternatioaal Court of ~ustice and Arbitration co, used of
thirteen turists selected from the various States of the Xnternational
W"ion of SSatee, one of vhom shall be the Cormissioner of Reconciliation
and who shall be the presiding officer of the Oourt,
The powers of the International OFurt of Justice and Arbitration
shall be to inquire into and settle questions coming to it from lower
Courts. Said ~ourt shall receive and settle questions coming to it
fro~ Co~issioners appointed by the ~nter national House of Representatives.
Unnecessary delay in action on the part of the Y~ernational
Court of Justice and Arbitration shall subject it to removal by the
~aternational House of Representatives.
Article
The Police, or executive power, of the luternational Union of ~tatas
shall bo under the supervielon of the ~o~sissioner of Police a~d ~afety, who
shall be the s~perior officer of the police bodies provided for ia the
various statee. The police shall be for protection and restraint; to carry
succor to destitute and suffering ones; prevent dieaeter i~ possible; but
they shall never use their powers to collect debts.
Toe Police sshall enforce laws, p~kl~h and restrain violations of the
provisions of this constitution and laws by negative efforts, never ~ee%ing
violence with violence except in cases of absolute necessity to restrain
s%atns magered by sanctions. ~
By decree of the Comissioner of Reconciliation against states using
force or violence in resenting sanctiow-, said states shall be dropped from
membership in the Xnternational Onion of States.
Except in case of self-defense the powers used by the police or police
bodies shall be negative in action.
Article VII.
The Post Master ~eneral'shall be the only titular officer inthe
Y~ternational Union of S~atoe. He shall be ~onznissioner of Post Office~

the value and volu~e thereof by the rapidity of transaction and needed
cancellation.
