McLaughlin discussed the options and ideas available regarding the paving/non-paving of alleys. Richard McKinney, member of the Alley Committee, reported to the Commission on the work of the committee over last two years. McLaughlin stated that the Commissions need not take any action at this meeting, but that the staff was looking for a direction regarding alley paving. Specific policies and programs regarding alley paving would be addressed during the update of the transportation element of the comprehensive plan. The commissions showed general support for the ideas presented by the Alley committee and commended them for their work. No motions or votes were taken on this matter. Second Item: Steve Ennis of the Historic Commission briefly discussed work a subcommittee is doing regarding conditional uses within the R-2/Historic District. The members present stated that they would like to see this item discussed in full at the next available study session. McLaughlin said that it could be scheduled for March 30. No votes or motions were made regarding this item. Third Agenda Item: Strawberry Lane -- McLaughlin gave a brief report on the Strawberry Lane area, showing maps of the area with generalized future street patters. He stated that any future, definitive plans would require full involvement of all property owners, and other affected city departments. Don Paul, Assistant Fire Chief, spoke to the Commission regarding necessary requirements for fire access, and spoke to some of the departments concerns. Dr. Christian Hald, a property owner in the area, spoke of the importance of developing an overall plan for the area over the next year and half, and encouraged the Commission to remain involved in this area. Mr. Paul Hwoschinsky, a property owner in the area, is currently building a home off of Strawberry Lane. He spoke of the development of a local improvement district for sewer improvements, as well as future street improvements. He also encouraged the City to continue towards developing an overall plan for the area. The Commission made no motions, nor took any votes regarding this issue. In general, they encouraged staff to continue working towards adoption of an overall plan for this area. McLaughlin responded that the next step would be a neighborhood meeting of property owners in the area to discuss overall development options. Meeting was adjourned at 9:48 pm.
