Meeting called to order at 7:00 p.m. Members Present: Don Todt Kerrie KenCairn January Jennings Approval of Minutes - Minutes were approved. Guests: Introduction of new commissioner Kerrie KenCairn Old Business: A. Council Presentation - Todt, KenCairn and Jennings formed a subcommittee and will work on a slide presentation. B. Report on Allocation of '96-'97 Budget - Staff explained that $60 was utilized for park restoration fund and the balance used for T-shirts. Budget for '97-'98 is 5500. New Business: A. Planning Actions for Site Review: 1. PA 97-080 (2225 Siskiyou) - KenCairn stated conflict of interest and removed herself from the discussion. Staff stated that typical landscaping for the residential units will be submitted by September 15th. The remaining commissioners felt that the landscape plan was good. B. Effects of Flooding - Todt explained there has been some Douglas Fir root impact which has weakened made them susceptible to beetles. Some removal of these trees has been done. There has also been some impact on the alders which are at least as old as the 1890 flood. The trees close to the creek (upstream side) took a beating from boulders washing downstream. There will probably be some attrition that won't be apparent until next year. Otak, Inc. has asked for the trees in danger to be removed, however, Parks Department wants to wait up to one year. There will be some tree removal near the front of the park to allow stream course to slow. The riparian area ASHLAND TREE COMMISSION MINUTES SEPTEMBER 4, 1997 Vl. has been reduced. Alternatives to tree removal in order to allow sufficient flow are being reviewed. Parks department wants expansion towards the west which will reduce parking. Donn is requesting minimal impaction the maple roots on the stream side. Tree Commission will review and respond to any plans submitted. Donn also suggested having Tree Commission lobby for street trees on Winburn way. Todt will keep the commission informed. C. Discussion on Conflict of Interest - Members present has no problem with the present policy. D. Selection of Projects for '97-'98 - Suggestions included: Recommended Street Tree List update. KenCairn will get a copy of Eugene's list for review; spatial requirements for trees in parking lots incorporated into Site Design and Use Guidelines; educational information for new home owners that would include planting the right tree in the right place; distribution of information to city utility pruners. Commission will continue the discussion next month. E. Recommendation to Planning Commission regarding Parkrow Width - Discussion will continue next month. F. Other New Business 1. Members made recommendations for trees in the Albertson's parking lot (Zelkova serrata and/or Carpinus betulus). Main problem seems to be the irrigation system. It needs to be fixed and used properly. 2. Fire guard plant - Adam Hanks, Code Compliance Officer, asked for a recommendation on plantings he could recommend to property owners who are required to mow "tall weed" lots. Members recommended white clover, but also suggested talking to Dennis at the Grange for a more complete list. Adam will submit a list and letter to the Tree Commission for support as the project progresses. Meeting adjourned. 2
