HomeMy WebLinkAbout1997-1106 Tree MINASHLAND TREE COMMISSION MINUTES NOVEMBER 6, 1997 Meeting was called to order at 7:10p.m. Members Present: John McClendon, (chair) Bryan Nelson January Jennings Jack Goldberg Karen Marshall Donn Todt Robbin Pearce (staff) II. Approval of Minutes - Minutes for the October 8th meeting were approved. III. Guests - Bruce Moats, Director of the Physical Plant at SOU was present to answer any questions regarding the Planning Action at 1056 Henry Street. IV. Old Business: Ao Presentation to City Council on January 20 - Each commissioner will give a very brief presentation. January will present Arbor Week, Kerry will present the Recommended Street Tree List, Karen will present landscape plans and Donn will present the downtown liquidamber replacement. Topics for Bryan, John and Jack will be discussed in December. The emphasis will be on Right Tree/Right Location. At December's meeting will also be a dress rehearsal. Selection of Projects for '97/'98 - The two main projects for 1997-98 will be updating the Recommended Street Tree List and defining and outlining root space requirements for street trees. Recommendation to Planning Commission: Parkrow Width - We all know that a four foot wide park row seriously restricts the choice of trees which can be planted. Ideally a 12 foot parkrow would allow large stature trees to be planted. Anything less than six feet would only allow small stature trees. The recommendation should give minimums and options to a six foot parkrow. Another option would be to place the sidewalk next to the curb therefore increasing the size of the yard and allowing a large stature tree to be planted in a more conducive environment. Karen suggested contacting local nurseries. John will draft a recommendation to be included in the next packet for discussion. Staff will begin to collect information to organize handouts for homeowners. 1. Other Old Business: Karen's letter to Administration Recommending Street Trees on Winburn Way - Karen reported on the public meeting. She will contact Brian McCarthy, architect on the project and personally express our concerns. She will then report at the next meeting. 2. Hillside Development Standards - Staff will report on the status of this ordinance. New Business Ao Site Reviews: Planning Action 97-078. See attached Site Review Form. Questions were raised concerning the existing drainage on the north slope and the protection of the trees to be planted along that drainage area. If the ditch will provide poor drainage the species will need to be changed to another red maple. Linear root barriers along the sidewalk are recommended for any maples or other large stature trees. And the placement of the evergreen in the northeast corner was questioned for adequate spacing. Only small stature trees should be used in the planters on the northeast side of the building. Staff will also verify the exact number of street trees required for this portion of the project. Planning Action 97-109. The applicant was asked to address irrigation on this project. The Commission recommended the use of large (5 gallon) plants for the planting in the front yard. Arbor Week Reminder - Donn asked the status of the Tree City USA application. Commissioners will come to the next meeting with ideas for the next Arbor Week. Other New Business - No additional new business was presented. VII. Adjournment - Meeting was adjourned at 8:50p.m.
