HomeMy WebLinkAbout1998-0108 Tree MINASHLAND TREE COMMISSION MINUTES JANUARY 8, 1998 Meeting was called to order at 7:00 p.m. Members present: Rich Whitall (Chair) Bryan Nelson Karen Marshall Donn Todt Kerry Kenkairn Robbin Pearce (staff) II. approved. Approval of Minutes - Minutes for the November meeting were III. Guests -- Linda Chesney and Steve Koskella of K & C Environmental Services presented information including a slide show regarding the Paradise Creek stream channel restoration project on the Waldorf School property. This project is adjacent the Mill Pond Subdivision off East Main Street. K & C Environmental Services is requesting support from the Tree Commission is the form of a letter for the appropriateness of the proposed plant material. Discussion included specific plant materials and techniques to incorporating neighbors concerns. It was unanimously decided to draft a specific letter of support. Donn Todt and Rich Whitall will coordinate the letter and will submit it to K & C before February 26. IV. Old Business A. Presentation to City Council - It was decided to schedule an additional meeting, Tuesday, January 13th at 5pm in the Parks Department office. B. Recommendation to Planning Commission: Parkrow Width -- Information will be included in next month's packet as a review. Discussion will be postponed until that time. C. Revised Recommended Street Tree List - Kerry continue to work on the changes. Within the next couple of months she will submit changes and ideas for the packet and so that all commissioners can review and discuss them. D. Hillside Ordinance Update -- Staff has incorporated the changes approved by the Council. It is now a working document. VII. E. Arbor Week - Donn gave a brief history of what has been done in the past. He also stated that everybody must help. Discussion included possible projects, tree of the year process, a memorial to Nancy Peterson, a banner for the downtown. Discussion will continue next month. F. Winburn Way Tree Recommendation - The street trees will not be planted. Additional parking places will be incorporated in the plan. Planter boxes have been installed. The plant material for the boxes are: Trident maples, multiple stemmed Witchhazel (Arnold's Promise as it is more upright) which will bloom in early February and compact Oregon Grape and Vinca Minor. G. Other Old Business - The Department of Forestry had requested submission of heritage trees by the 31st. Staff was asked to find out if this will be an ongoing project where each year an additional list is generated. Staff will find the Ashland Heritage Tree List and submit it in the packet next month for review by the full commission. New Business A. Site Reviews: 1. PA 98-014 (Tolman Creek across from Barbara Street) - Commission suggested a change in wording in the CCR's as it involves the 100 year flood plain should be changed from "native" to "native or appropriately adapted non-invasive riparian species." Also recommends changing the Green Mountain Sugar Maple to a smaller stature tree and use root barriers on all parkrow trees. Suggested removing all existing Cottonwoods as they provide a potential problem. 2. PA 97-088 (Williamson Way and Hersey Street) - Commission suggested applicant work on riparian area (species saved, added, and proposed maintenance). Thought there was a good selection of trees and appreciated the 9' parkrows. Relayed that Coyote Brush needs good drainage and that applicant might consider a more adaptable species.
