Meeting was called to order at 7:00 p.m. Members present: John McClendon (Chair) Bryan Nelson Karen Marshall Donn Todt Kerry Kenkairn Rich Whitall Robbin Pearce (Staff) Approval of Minutes - Minutes for the January meeting were approved. Guests - John Fields (Re: 98-012), Mr. and Mrs. Harry Bartell, Meg Brown, Christine Crawley and Ben Stott (all re: 98-054) Old Business A. Arbor Week - Staff was asked to contact January Jennings to see to what extent she would be able to participate. Details would be discussed at the March full commission meeting. B. Reoommendation to Planning Commission: Parkrow Width -- This issue was tabled until the March full commission meeting. C. Submission of Heritage Trees -- Staff is working with Oregon Department of Forestry regarding an annual program. D. Presentation to City Council -- Staff reported many positive and supportive comments regarding the presentation. E. Review Letter Regarding Paradise Creek Restoration -- Donn Todt read his draft of the letter with Rich Whitall's additions. Donn will rewrite the letter and get it to staff. John McClendon will sign the letter as the chair and it will be sent to K & C Environmental Services. F. Recommended Street Tree List Update -- Kerry Kencairn will have more time to continue work on this project in April. G. Other Old Business - There was no additional old business. ASHLAND TREE COMMISSION MINUTES FEBRUARY 5, 1998 V. New Business VII. A. Site Reviews: 1. PA 98-018 (Williamson Way/Mixed Use Commercial Use Bldg) Applicant was requested to contact the staff advisor to discuss: percentage of coverage, use of turf, minimum standards for street trees, changes in bike parking and landscape layout in the rear parking area. Irrigation details must be submitted prior to issuance of the building permit. 2. PA 98-019 (Mountain Meadows - Condos and Clubhouse) The landscape plan that was submitted was inadequate in that the plan was extremely general. The applicant was asked to specify individual species as to location -- keeping in mind microclimates. 3. PA 97-054 (Strawberry Lane - Subdivision: Outline Plan) Specific recommendations were made to both particular existing and proposed plant types. There was a discussion regarding "deer foods" and the use of native plant materials on site. In addition, a number of neighbors were present to request support in saving the trees in the right-of-way on lower Strawberry Lane. The Commissioners asked that the property owners: 1)establish the right of way based on engineering maps, 2)identify type and size of all trees in the right of way and 3)submit a written request to the Tree Commission asked for support in maintaining a single lane of traffic on lower Strawberry Lane. 4. PA 98-012 (Mixed Use project on Oak and Hersey) John Fields was present. The Commission recommended the use of flowering pears on the north side and maples in planters on the south side. Root barriers are required. Larger spaces are necessary around the trees (such as wells or grates). And adequate spacing between recycled concrete is necessary for irrigation efficiency in the parkrows. Adjournment - Meeting was adjourned at 9:15 p.m. 2
