April 11, 1996 4 p.m. Council Chambers
Committee members present: Kevin Talbert, Darrell Boldt, Don Greene, Larry Medinger, Ken
Hagen and Don Laws. Ex-officio member Sid Field was also present. Staff present included:
Dennis Barnts, Jill Turner, John McLaughlin and Lynna Batters. Consultant Wes Reynolds also
attended.
Hagen called the meeting to order at 4:12.
Talbert moved to approve the minutes for March 13 and March 14, 1996; Boldt seconded the
motion. Ayes all.
Turner went over some of the changes she worked with since the last meeting. The numbers have
been updated from 9/1 to what is now most current (April 1 ENR)... An improvement fee can only
be spent for what it is being collected for and can be spent in proportion to the increase in capacity.
A reimbursement fee spending is only limited to capital in the category in which it was collected.
WATER
WATER SUPPLY SDCs Recommendations--Discussion--Water Reimbursement
The water supply reimbursement fee is calculated using future population of 21,130, based on
unused future capacity. Medinger wants to have the Homebuilders attorney and the City attorney
together at a meeting so they can give their opinions on the water supply reimbursement fee issue.
Talbert would rather have written opinions than to sit and listen to the two attorneys. Green
observed that the City's conservation efforts are allowing the City to grow without developing a new
water supply. What has been contributed already has to be considered. According to Laws the
stated project is conservation and the City can't collect SDCs for that. Laws agrees with Greene--no
project, don't collect... Turner said the current policy is that it goes to the water treatment plant, but
it hasn't been used there even though there's a resolution to that affect.
Greene moved to drop the water supply reimbursement fee (Hosler Dam) from consideration;
Laws seconded the motion. Talbert abstained from the vote. All others aye. Therefore, until
a capital project is established, no fee.
WATER DISTRIBUTION SDC
Water distribution is based on the capacity increases in the detailed list.

WATER TREATMENT
Water treatment is based on current used capacity and current population. The committee
suggested that an example be brought back using the future population.
SEWER
SEWER TREATMENT
Turner presented changes to the sewer reimbursement fee. Current population figures are being
used and flow factors are updated. Multi-family housing is now in a class of its own instead of
being classified as commercial. The SDC is now a reimbursement fee and is not designated by state
law. However, it will be designated to the WWTP when the financing plan is approved... Laws
asked if unused capacity could be used in the calculation? Turner said that that troubles her. Laws
asked about using capacity of the sewage treatment plant... Turner said the committee could decide
to go to an improvement fee. The committee suggested that staff explore changing this to an
improvement fee based on the WWTP plan.
SEWER COLLECTION
The population number used for this calculation was 21,130 (tied to water). The committee
suggested that the design capacity of the WWTP or the sewer system itself should be the
population figure.
STORM DRAIN SDCs
Medinger said he had read through the 1980 storm drain plan and found it to be very bad. Laws
suggested the committee recommend to Council that a new storm drain management plan be
done as soon as possible. Medinger said he has talked to the EPA--the new plan will be a daunting
undertaking. Medinger also suggested that a possible criteria for zoning the storm drain system
would be to determine if the runoff goes into a stream or into the City's system. No changes were
suggested to this methodology.
PARKS SDCs
These numbers will have to be refigured to include the 30 acres in North Mountain Park. Turner
can get a list of assessed land values and develop an index. Greene suggested that value averages
should be used. Turner said she plans to use the last three years rolling average and then update
that annually. This will provide a conservative index because it is based on the past. Medinger
asked if Park purchases and improvements are related to a capital improvement plan. Turner said
that as stated in the park levy, tax dollars cannot be used to buy land. New park land is either
purchased with SDCs or food and beverage taxes or it is gifted.
TRANSPORTATION SDCs
The committee wants to keep the current methodology; later updating to a multi-modal structure
with a complete transportation capital improvement plan. Construction costs should be updated only
to the extent of what the project actually encompasses. Laws suggested, stay with the present
methodology, updating it to current construction index and create a list of specific
transportation projects.
The fact that there is an administrative charge for SDCs was mentioned. Medinger requested that
issuing a credit for a change in use be discussed. This would require a change in the ordinance.
Turner said there can be a credit for an improvement fee but not for reimbursement fees.
The next meeting was set for April 23 at 4 p.m.
