Eagle Point, OR 97524 541/826-5306 August 4, 1997 Keith Woodley City ox Ashland Fire Department 455 Siskiyou Blvd. Ashland Or. 97520 Kei th, You asked that I prepare and submit a list ox priorities xor the upcoming year regarding xorest management on City ox Ashland xorestlands. The xollowing priorities are arranged in no particular order, although some activities would logically precede others (i.e. written silvicultural prescription, ix desired, should logically precede implementation ox new work activities, etc). Axter you've had a chance to review these, give me a call and we can set a meeting to discuss in more depth the xollowing management priorities: 1) Silvicul tural prescription xor remainder ox Ci tv xorestland. ownership This would largely be an addendum to the existing prescription xor the original 100+ acres that we worked on in 1996- 97. Additional unit descriptions and prescriptions xor the remainder ox the ownership would be added. The main body ox the text would remain largely the same, with prehaps some additions xor new inxormation obtained (geological, prescribed burning, etc). This action would provide documentation that silvicultural planning had been done prior to implementation. 2) Actual thinninq and xuel hazard reduction priorities. a) Complete shaded xuelbreak containing "Alice-in- Wonderland" trail, at ridgeline lacation above Ashland Loop Road (see map-2a). Fuel reduction on xlanks below this project has already been completed. b) Complete remaining thinning and xuel reduction work (see map-2b) to be done on original 100 acres (subunits B1, B6, D2, E3 and E4 in which no work has: been done to date; and portions ox B3, B4, B5, Eland E2 which need additional piling and/or burning to be' complete). The additional piling and/or burning in the' incomplete subunits should be a high priority. Of the remaining unentered subunits, B1 should be the highest. priority xor treatment. The other xour unentered subunits B6, D2, E3, and E4 are lower priorities for treatment, especially for xuel hazard reduction. Stand density reduction, however, should be a priority to improve stand vigor and minimize xuture insect attack. .Specializing in sound forest management for private, non-industrial small woodland ownerships. Forest Management Plans . Timber Cruising . Reforestation . Thinning & Stand Improvement · Timber Sales/Administration .... c) Establishment of shaded fuelbreak at key location on the southwest side of the creek (see map-2c), and tie into USFS shaded fuel break above. This is the highest priority fuel hazard reduction project on the west side of the creek. d) Shaded fuelbreak on main ridge northeast of Reeder Reservoir on north edge of 1997 prescribed burn (see map-2d). This extension of the USFS fuel break would provide considerable benefit in this location. Concern about possible development of mountain bike access must be considered. e) Other fuel reduction work in remainder of ownership. 3) Timber Harvest Plannino. If a sanitation and mortality salvage/commercial thinning type of timber harvest (utilizing helicopters) is desired, work preparing for the sale should begin 6 months to a year in advance. Feasibili ty depends on man~' factors, particularly the possibility of coordinating with other nearby owners. Estimates of potential volumes would requirE? preliminary marking and cruising of portions of the ownership., Coordination with geological concerns (Bill Hicks), rare plants, or other resource objectives would be imperative. 4) Estimate volume (cruise) of entire ownership. This mayor may not be a priority now, although it may at some future point, such as comparing total to actual volume removed in a timber sale. 5 > Winburn parcel? activities? Include as part of forest management 6) Other. Develop displays of before and after work (aerial flight?>. Continued photo development. Improve visual description of work (overlays to Hicks geological work, better maps, etc)" Continued establishment of Organon growth and yield plots where appropriate. Ongoing reports, presentations, public involvement, etc. ,,'- Give a call when you get a chance, Keith, and we'll take a better look at these.
