Ashland Water Supply System
Pam indicated that you wanted to discuss how Ashland I s water system functions I
particulary supply and distribution.
I have attached several documents that I will use as a basis for discussion. I
will make a brief overview of the system and then answer the questions you have
for me.
The system chart is a little complicated, but I hope it helps you to visualize
how our water system works.

HISTORY OF WATER SUPPLY

The City of Ashland has obtained water from the Ashland Creek Watershed since the
early 1880's. Ashland was first chartered as a city in 1874. Prior to settlers moving
into the Ashland area, native Americans used Ashland Creek and the site of the Plaza
as a wintering area.
Ashland's water rights date back to 1854. In 1893, the watershed area was
proclaimed a Federal Reserve. President Theodore Roosevelt enlarged. the reserve in
1906 to provide further protection for the watershed.
AShland Creek water was first developed by constructing a .concrete dam in 1909
which still exists on Granite Street in upper Uthia Park, Small dams were constructed
on the east and west forks of Ashland Creek to divert creek flow for power production
and the high sections of the city.
In 1923 and 1924 the City brAshland aquired permanent stoted water rights from the
Talent Irrigation District for 800 acre-feet of water. In 1966 an additional 795 acre-feet
was aquired through a 30 year contract.
In 1927 the first of four reservoirs was constructed with a capacity of 2.2 million
gallons.
In 1928 Hosler Dam was completed creating Reeder Reservoir. Hosler Dam is 114
feet tall and spans 546 feet at its crest. In 1948, gates were added to the.spillway
increasing the capacity of Reeder Reservoir to 280 million gallons.
Early water treatment included chlorination and "filtering" through large and small
opening screens. In 1948 a rapid sand filtration water treatment plant was constructed
with a capacity of 7 million gallons per day. In 1968 the water treatment plant was
converted to high rate filtration increasing the capacity to 12.5 million gallons per day.
In 1991 the City of Ashland adopted a water conservation program which may provide
an adequate water supply to about 2021 assuming a risk of water shortage 2 out of
eve/y 100 years. The program is one of the first in Oregon.
