A RESOLUTION CALLING A SPECIAL ELECTION FOR THE 23rd DAY OF 5~AY, 1978,
IN THE CITY OF ASHLAND FOR THE PURPOSE OF SUBMITTING TO THE LEGAL
VOTERS A MEASURE CALLING FOR THE AMENDMENT OF THE CHARTER OF THE CITY
OF ASHL~qD TO PROVIDE FOR THE ELECTION OF THE MUNICIPAL JUDGE.
BE IT RESOLVED BY THE CITY OF ASHLAND, AS FOLLOWS:
SECTION 1. A Special Election is hereby called to be held
in the City of Ashland, Oregon, on the 23rd day of May, 1978, from
8:00 a.m. until 8:00 p.m. at which election there shall be submitted
to the legal voters for their adoption or rejection the following
proposed Measure, to wit:
CHARTER AMENDmeNT PROPOSED BY INITIATIVE PETITION
AN ACT
To amend and revise the Ashland Charter, as amended,
as follows:
BE IT ENACTED BY THE PEOPLE OF THE CITY OF ASHLAND, OREGON:
SECTION 1. That Article III - Elective Officers,
Sections 1, 2 and 3 of the Ashland Charter, as amended,
be, and the same hereby are amended to read as follows:
ARTICLE III - ELECTIVE OFFICERS
Section 1. Elective Officers. The elective officers
of the City shall be: a Mayor, Recorder, six (6) Councilmen,
five (5) Park Commissioners and a Municipal Judge.
Section 2. Qualifications. All elective officers
except the Municipal Judge shall be residents and qualified
voters in the City.
Section 3. Salaries. Any change in the amount of the
present compensation received by elective officers except
for the Recorder and Mun~ipal Judge shall be submitted to
the vote of the people; however, the salary of the elected
Recorder shall be in the amount being paid in 1974 and be
adjusted starting with the fiscal year 1974-75 in the same
percentage as the average salary adjustments of the other
supervisory employees and department heads of the City of
Ashland; further, the salary of the Municipal Judge will
initially be the same as for the year 1978-79 and thereafter
to be adjusted in the same percentage as the average salary
adjustment of the other supervisory employees and department
heads of the City of Ashland.

EECTION 2. That Article XIII - Appointive Officers,
Section 1 of the Ashland Charter, as amended, be and the
same hereby is amended to read as follows:
ARTICLE XIII - APPOINTIVE OFFICERS
Section 1. Appointive Officers. The Mayor, with
the confirmation by the Council, shall appoint a City
Administrator, City Attorney and such other officers as
the Council deems necessary. The Council may combine
any two or more appointive offices.
SECTION 3. That Article XV - Court, Section 2 of
the Ashland Charter, as amended, be and the same hereby
is amended to add a new Section 2(Ap to read as follows:
ARTICLE XV - COURT
Section 2(Ap. Term. The term of the Municipal Judge
shall be four (4) years.
SECTION 2. That the same persons shall serve as Chairman
and Clerks for said Special Election as shall serve as Chairman and
Clerks for the Primary Election held at the same time and on the same
day; that the respective polling places lawfully designated for the
said Primary Election are hereby designated as the voting places for
said Special ELection; polls willbe open from 8:00 a.m. to 8:00 p.m.,
on the date herein set forth for said Election.
SECTION 3. That the Ballot Title of said Measure so submitted
to the electors at such Special Election herein called, shall be as
follows:

By the Initiative Process it is proposed to amend
the Ashland Municipal Charter, as amended, to
provide that the Mur~ipal Judge will be elected for ~ES /---~
~ term of four (4) years; must be an active member
Df the Oregon State Bar; need not be a resident of
the City of Ashland; and ~s compensation will initially
be the same as for the year 1978-79 and thereafter to ~o / /
be adjusted in the same percentage as the average

and department heads of the City of Ashland.

SECTION 4. That the City Recorder is hereby requested and
directed to give due notice of such Special Election hereby called as
proved in the Charter and Ordinances cf the City of Ashland, Oregon;
that is to say, Notice of the calling of said Election~ the time and
places for voting and the Ballot Title shall be published in the
Ashland Daily Tidings, a newspaper of general circulation printed and
published in said City, at least once ten (10) days prior to the date
fixed herein for holding said Election.
The foregoing Resolution was duly passed, at a regular
meeting of the Common Council held on the~/~ay of March, 1978.
