MINUTES
APRIL 9, 1998
Meeting was called to order at 5:15 p.m.

Approval of Minutes -- Minutes for the February were approved as
submitted.
Ill.
Guests - No guests present.
IV.
Old Business
A. Arbor Week in Review - Staff and those commissioners that were
able to attend Arbor Week activities reported on each of the events.
B. Recommendation to Planning Commission: Parkrow Width --
Discussion included rewording the language of the recommendation.
Bryan Nelson will work on the rewording and submit it for the packet
next month.
C. Submission of Heritage Trees - Staff is continuing to research with
the Department of Forestry the future use of these submissions.
D. Recommended Street Tree List Update -- This agenda item will be
the focus of the next couple of meetings. Staff will provide matrix
development sheets in order to categorize the existing list.
E. Update of Railroad District Tree Planting Project - Whirall gave a
history of the planting in the railroad district. The original planting was
approximately 60 Oak seedlings. Although property owners agreed to
take care of the seedlings, there has been a high percentage of loss.
Staff was asked to find the tree inventory to review with the intent of
possible update project and/or Arbor Week tree planting project for
next year. This could turn out to be an ongoing or multi-year project.
Tabled until April meeting.
F. Tree Commission Subcommittee - The Commission decided,
because the applicants have the option to attend full commission

meetings and have their plans reviewed, it is too much extra work to
have the subcommittee meet. It was decided to disband the
subcommittee and change the meeting times to 5:00 for regular
business with Planning Actions to be reviewed at 6:00 p.m. Also, staff
will request extra full size landscape plans from applicants for each
commissioner. This ability to review plans prior to the meetings should
help the meetings move more easily.
New Business
A. Site Reviews:
1. PA 98-082 (Lithia Way Mixed Use Building) -- Commission
recommended planting a columnar type deciduous tree such as:
Armstrong or Bowhall Red Maple or Columnar English Oak, 2 ~
caliper with half circle ornamental iron grate to include irrigation
and a root barrier. Also suggested planter boxes under the
windows (4 ½ x 10 and 2 x 20) and a middle entry planter.
These planters should also have irrigation installed.
2. PA 98-054 (930 Tolman Creek) - Commission felt that turf
might be a consideration in the employee area. Be aware of
escaloxia in employee area as it attracts bees. Also, street trees
are required on street frontage at 1 tree/30 feet of frontage.
Asked applicant to resubmit with required changes including
parkrows and sidewalks.
B. Other - Rich Whitall was voted chairperson for '98 - '99 term.
