ASHLAND CITY COUNCIL

The Common Council of the City of Ashland met in special session
at 3 p.m. this date. Mayor McKeen presided. Councilmen Bailer,
Dodge, Jones, Robie and Willstatter present. Councilman Roberts
absent.
The purpose of the meeting was to award bids for Phase !1, EDA
Project No. 07-1-00567.
Two bids were received: East Construction Company of Grants
Pass for $165,000; and Harold Salter of Rogue River for $171,516.
City Administrator Almquist presented a financial summary of
the EDA/OSFA ProjeCt as of September 9, 1970'.
Mr. Gregory Hornecker, attorney for the Oregon Shakespearean
Festival Association, presented a resolution to the effect that
award of bid be limited to $150,009.95 by reason of the fact
that OSFA does not have the requesite funds to complete said
project of East Construction's bid 'of $i65,000.

bid of $165,000, with the und'erstanding that the OSFA Board is
financially committing itself to $150,000, and further, that the
Board will attempt to ra!se the additional funds to complete The
entire project. The. award of the base bid would guarantee bid
prices on ali deductive alternates and permit the City to
negotiate char. ge orders for certain deductive al*ernates with the
contractor dependir.g upon the avai labi I ity of funds.
More discussion ',;as entered into regarding the feasibility of
letting the contract for $165,000 and maybe in the near future
OSFA may be able to pick up ~he extra $15,000 and complete the
project as Dro~osed. Mr. R. W. Gray of OSFA sta*ed that no
authority had beer. giver, by the Board to exceed the $150,000.
Finance Director Nelson eta+ed that the City could cover the
difference of $15,000 by issuin,~ warrants based on next year's
City budget.
Following conclusion oF the discussion, Bailer wi~hdre~' his

Company in the amount of $165,000 for Phase II of the EDA
Project known as the Shakespeare Project.

be suspended and resolution passed to second reading by title
only. On roll call, carried unanin~ously. Following second
reading by title only, it was moved by Wiilstatter, seconded
by Dodge that the resolution be adopted. On roll call, carried
unanimously.
There being no f'urther business, the meeting was adjourned
subject to the call of the Mayor.
