Minutes
September 4, 1996
CALL TO ORDER
The meeting was called to order by Chairperson Jim Lewis at 7:40 p.m. Members present
were Terry Skibby, Jim Lewis, Joyce Cowan, Keith Chambers, Bill Harriff and Larry
Cardinale. Also present were Associate Planner Mark Knox and Secretary Sonja Akerman.
Members Vava Bailey, Curt Anderson and Cliff Llewellyn were absent.
APPROVAL OF MINUTES
Cardinale moved and Chambers seconded to approve the August 7, 1996 Minutes as
submitted. The motion was unanimously passed.
STAFF REPORTS
Planning Action 96-112
Site Review
249 "A" Street
Paul Comstock
Knox explained this site is located off "A" Street in the detail site review area. The building
will comprise 16,736 square feet and will house a hardware store (10,298 square feet) and
office supply store (4,468 square feet). Knox then introduced designer Doyle Brightenburg,
architect Jerome White, owner Paul Comstock, and owner/contractor John Fields to the
Commission. He stated the designer and architect have worked closely with Staff and the
Review Board. Overall, Staff is happy with the design of the building and the parking area.
The only concern is with the vacant property to the west of this site. It is situated along the
sharp bend in "A" Street between First and Pioneer Streets. A develOpment proposal will
eventually be submitted and Staff feels the sharp curve presents a problem for locating an
entrance on this property with adequate site distance for exiting vehicles. Therefore, Staff
has suggested sharing the proposed exit/entrance across from First Street with the proposed
hardware store.
Brightenburg related he had gotten an old photo of the depot from Lewis and this greatly
influenced his design of the proposed building. He tried to break up the massing so it
would not be too overwhelming. The two-story portion, which will include the offices for
the hardware and office supply stores, is reminiscent of the depot hotel. Some of that
facade is also in the entryway off the parking area. The building will be wood framed, will
have horizontal siding, and a portion will be a cement product which will carry the lines of
horizontal siding. The roof will be galvanized metal. Brightenburg also noted the clear
story will not be visible from the street. Also, the mass won't seem as tall from the street.
He then explained the juxtaposition of the massing and how it relates to the street. The
masonry block will be a natural color, with darker blocks to create lineal breaks. The wood
structure will be gray with a little green. Brightenburg said he feels good about the design
of the project and how it relates to the Historic District.
Fields said the way First Street comes out on "A" Street seems almost like being on a corner
so they decided to design the second story on that portion of the lot. The one-story portion
towards Second Street leaves the view from Second Street open. He said they wanted the
building to look like it had different scales and different relationships. They didn't want it
to be a big block warehouse. By looking at old photos of the depot and the hotel, a lot of
problems were solved with the massing, thereby hiding the warehouse portion of the
proposed building.
Skibby asked about the west elevation, stating it looked rather bare. Brightenburg said it
will be split face block and will be three or four feet lower than drawn. Knox commented
that although Bailey could not come to the meeting, she had left a note stating this west wall
should have more adornment. He then asked about changing the color. After a short
discussion, Fields said it would not be expensive to do a banding or corbelling on this
elevation.
Skibby remarked the design is very well done, as he sees the depot and other Railroad
District features in it. He also said the clear story looks familiar and it fits in. He would
just like to see more detail on the west wall.
Lewis commented he likes the lawn area and the potential for a bus stop. The plaza area
is very pedestrian friendly.
Skibby asked the square footage of the existing Ashland Hardware store. Comstock said it
is now about 13,000. The new space, although it will only be 10,298 square feet, will be
better managed and more organized.
White said that although the Historic Commission is mainly concerned with the exterior,
they have designed the interior to retain some of the character of the existing hardware
store. The interior will be wood decking with wood and metal trusses.
Lewis commented the galvanized metal roof would be much better than colored metal.
White added the two-story portion will have asphalt shingles and will give the building more
of a rustic feel.
Skibby moved to recommend approval of this planning action with the stipulation a more
detailed drawing of the west elevation be submitted to the Review Board. Cowan seconded
the motion and it was unanimously passed.

Planning Action 96-110
Rear Yard Variance
499 Iowa Street

Knox related the applicants are proposing to construct a 16' x 24' carport in the rear yard
in order to park two compact cars. Although it would be possible to build a garage in the
front of the house off Iowa Street, the grade drops 20% directly behind the Iowa Street
right-of-way, not leaving enough room for a safe landing platform. This would also be out
of character in the Historic District. The applicants currently use the alley for their parking
access. They have designed the carport to angle 70° to the alley and it will be attached to
the house. The house was probably built in the 1960s and Staff feels the carport design is
compatible. It should be inconspicuous due to its rear yard location. Therefore, approval
of this proposal is recommended.
Skibby remarked the arbor over the deck in the front of the house looks nice, and he feels
if the carport had a similar look, he would have no problem with the proposal. In general,
the Commission supported the approval of the Variance. However, more detail in the
design of the carport will have to be presented prior to Building Permit approval.
Suggestions to incorporate into the design include: 1) a more decorative gable end than
just exposed trusses, 2) more detail on the open end with a trellis or storage area (needs to
be more clear), 3) use 8' x 8' posts instead of masonry and brick and 4) possibly a more
Craftsman look to the trusses.
Harriff moved to recommend approval of the Variance with the condition the applicants
consider the above suggestions, and that detail drawings be supplied to the Review Board
for approval. Cowan seconded the motion and it was unanimously approved. It was also
recommended the owner come to a Review Board meeting prior to drawing the final plans.
Skibby noted the owner seemed to be open to suggestions when he talked to him earlier in
the week.
Discussion of Siding for Proposed New House
The Commission then discussed the proposed vertical board and batten siding for a new
house that will be built off an alley behind Sherman Street. Because the Site Design and
Use Standards discourages the use. of vertical siding and T-1-11, Skibby said he felt more
comfortable bringing this to the full Commission. The owner of the property would like the
board and batten rustic look, so she had presented Skibby and the Planning Department
with photographs of structures in the Historic District, both new and old, using similar
siding.
When Skibby asked about paint, architect Jerome White (who designed the house) answered
the owner would like to paint the house a silvery gray. He also said the T-l-Il which is
proposed is not grooved, rather it is a rough sawn plywood. White also said many secondary

buildings are board and batten and he and the owner wanted to depict this feel since the
house will be in the alley and will not be visible from the street.
The Commission felt the architect and owner presented a good case for the use of board
and batten on the new house.

Goals for the Year

Council adoption of the Historic Preservation Ordinance.

Attainment of Certified Local Government status.
Fund raising for purchase of the 1913 City of Ashland fire truck.
The Commission felt it was most appropriate for the Fire Department to actively seek the
funds for purchasing the fire truck. Lewis said he would assist if he was needed.
Skibby related it is important to get the Hargadine Cemetery listed on the National
Register, especially because Hargadine, who was the first settler in Ashland, is buried in
there. The original Hargadine column is still in the cemetery, however, it has toppled and
is buried. He noted Hargadine arrived in the area a few days before Helman.

NEW BUSINESS
National Register Nomination
Skibby moved and Cardinale seconded to recommend approval of National Register
nomination for the Whittle Garage Building located at 101 Oak Street. The motion passed
unanimously. Staff will send a memo to the Mayor and Council.
ADJOURNMENT
It was the unanimous decision of the Commission to adjourn the meeting at 9:40 p.m.
