HomeMy WebLinkAbout1990-05-06 Historic MINASHLAND HISTORIC COMMISSION Minutes June 6, 1990 CALL TO ORDER The meeting was called to order by Chairperson Jim Lewis at 7:38 p.m. Members present were Jim Lewis, Terry Skibby, Rick Harris, Susan Reynolds, Lorraine Whitten, Thomas Hunt, Jean MacKenzie and Keith Chambers. Also present were Senior Planner John McLaughlin, Secretary Sonja Akerman and Council Liaison Susan Reid. Commission member Mark Reitinger was absent. APPROVAL OF MINUTES Harris moved and Skibby seconded to approve the Minutes of the May 2, 1990 meeting as mailed. Motion passed unanimously. STAFF REPORTS PA 90-099 Solar Waiver 259 Idaho Street Rick Klimek McLaughlin explained this application is for a Solar Waiver to allow for a slightly higher building than the ordinance allows. State law requires that property owners within 100 feet be notified of this request. The notice provides information which allows property owners to request a public hearing before the Planning Commission. The building permit was issued in error (because of a wrong date on the notice). The builder has since halted all construction on the house. McLaughlin went on to state that the owner of the property requesting the waiver and the owner of the property agreeing to the shading are the same person. One of the neighbors that was notified thinks the builder created the lots too small since a waiver is required and that the property is being over built. Chambers questioned the fact that the owner granted his own Solar Variance and wondered if there was potential for abuse. McLaughlin answered that strict guidelines are followed and that waivers are never approved if solar collectors are in place or if windows would be shaded in the property to the north. He stressed the fact that the Solar Ordinance was adopted to protect solar access, not to protect views. He also added that most solar waivers do not involve same ownership. Harris moved to recommend approval of this request to the Planning Commission and Whitten seconded the motion. It was unanimously passed. Ashland Historic Commission June 6, 1990 PA 90-103 Variance 84 Pine Street Michael and Lucia Kelsay This Variance, explained McLaughlin, has been requested in order to modify the front porch at this residence. An addition which complies with all setback regulations will be constructed also. The 18 inch Variance is needed to accommodate the porch supports. Staff feels the design is much better than what exists and that the Variance is appropriate. Whitten moved to recommend approval of this request and Reynolds seconded the motion. Harris amended the motion to include the recommendation that the owner use 6 x 6 porch posts. The motion, as amended, passed unanimously. PA 90-107 Minor Land Partition 531 Scenic Drive Richard DiLorenzo McLaughlin reported the applicant came before the Historic Commission last fall requesting to demolish the existing house. This request is to divide the property into three lots and leave the existing home. There is plenty of square footage to accommodate the parcels. Discussion ensued regarding the possibility of demolishing the house if the partition is approved. It was the general consensus that more options would be available to the owner with three parcels, therefore, demolition chances would be less if this partition incentive would be granted. Skibby then moved to recommend approval of the Minor Land Partition with the advice that the existing house and small cottage be retained. After a short discussion regarding affordable housing, Harris amended the motion to include encouragement to the owner to move the cottage so it sits on the same piece of property as the house..Chambers seconded the motion and it was unanimously approved as amended. PA 90-097 Site Review and Conditional Use Permit 153 Oak Street Joseph Page McLaughlin explained the applicant would like to increase the number of units in the McCall House from six to eight. There will be no exterior modification. The main change involves improvements to the parking lot. He added the lot is large enough, it just needs Ashland Historic Commission June 6, 1990 to be upgraded. Also, it is appropriate to have this size of traveler's accommodation on a commercial site. Joseph Page clarified that the extra two rooms are existing. The previous owner had relatives living in them and had not applied to increase the number of units. He als() discussed the painting of the McCall House. He had sent color samples (after much research) to the State Historic Preservation Office (SHPO) since the house is on the National Register. James Hamrick, from SHPO, recommended he use beige to repaint it and stated the colors Page had chosen were not appropriate. After a lengthy phone conversation, Hamrick stated he could not actually approve the colors, and though they are not appropriate, they are in good taste. Harris moved to recommend approval of the Site Review and Conditional Use Permit. Reynolds seconded the motion and it was unanimously approved. The Commission also agreed the colors Page had selected were suitable. Page explained the McCall House will not be removed from the National Register even though he paints it without SHPO approval. Main Sign OLD BUSINESS Historic Preservation Week Harris distributed his report of the Historic Preservation Awards Committee. Included were suggestions for improvement for 1991 National Historic Preservation Week. Historic Sign Code Ordinance McLaughlin informed the Commission that the Historic Sign Code Ordinance revisions will be heard at the June 19th City Council meeting. He advised Commission members to be present. Review Board Following is the schedule (until the next meeting) for the Review Board, which meets every Thursday from 3:00 to 3:30 p.m. in the Planning Department: June 7 June 14 June 21 June 28 Skibby, Harris and Chambers Lewis and Skibby Hunt, Lewis and Skibby Hunt, Harris and Skibby Group Meeting Skibby and Hunt both expressed an interest in coordinating a group meeting of Commission members the Monday before the monthly meeting to review planning actions. McLaughlin stated that as long as a quorum is not present, they keep an open mind and are fair, without trying to convince others of a certain viewpoint, there should not be a problem with the open discussion rules. NEW BUSINESS Jessi Hoffman introduced herself and stated she will be starting an historic walking tour business. She has been reading books by such local authors as Kay Atwood and Marge O'Harra, interviewing people and conducting extensive research. She emphasized her concern for accuracy and the importance of realizing that historic preservation is necessary not only for an individual but also for a community. Ashland Historic Commission June 6, 1990 Heritage Sunday Skibby, President of the Ashland Heritage Committee, reported that this year's theme for Heritage Sunday (July lst) will be Ashland Grows While Lithia Flows. It will be held at the Swedenburg Cultural Resource Center from noon until 4:00 p.m. Included will be a photo display on Ashland's growth, a display of old maps and the presentation on "signage" by George Kramer and "lesser-known examples" by Kay Atwood (at 2:30). He also stated the historic Nils Ahlstrom House, located at 248 Fifth Street, will be open from 11:00 a.m. to noon. Orientation Meeting The Commission decided to have the Goal Setting/Orientation meeting on Thursday, July 12 at 6:30 p.m. in the Dankook Room at SOSC, if available. REMINDER The July Historic Commission meeting will be held on Thursday, July 5 in Pioneer Hall. ADJOURNMENT With a motion by Chambers and second by Reynolds, it was the unanimous decision of the Historic Commission to adjourn the meeting at 9:40 p.m.
