HomeMy WebLinkAbout1990-05-02 Historic MINASHLAND HISTORIC COMMISSION Minutes May 2, 1990 CALL TO ORDER The meeting was called to order by Chairperson Jim Lewis at 7:40 p.m. Members present were Jim Lewis, Terry Skibby, Rick Harris, Susan Reynolds, Thomas Hunt, Mark Reitinger, and Keith Chambers. Commission members Lorraine Whitten and Jean MacKenzie were absent. Councilor Susan Reid was present. Also present were Senior Planner John McLaughlin, and Secretary Michelle Burnell. APPROVAL OF MINUTES Harris moved and Skibby seconded to approve the minutes of the April 4, 1990 meeting as mailed. Motion passed unanimously. STAFF REPORTS PA 90-074 Site Review and Conditional Use Permit 521 and 523 North Main Street Peter Cipes/The AP Group McLaughlin explained that the committee had discussed this in length at the previous meeting. Following that, Cipes had met with the Subcommittee and discussed concerns the CommisSion had with the plans. Since meeting with the Subcommittee, Cipes had altered his elevations considerably, and was presenting a set of elevations for the Commission to review. There was ensuing discussion of the windows, lights, foundation, and the porch. Harris stated that he felt that Cipes had met the concerns of the Commission and the Subcommittee very well. He then moved that the Commission approve the new design as submitted. He further moved that the Commission approve the Site Review. There was a short discussion of the Conditional Use Permit, and then Harris moved that the Commission approve the Conditional Use Permit. Reynolds seconded the movement, and the motion passed unanimously. PA 90-089 Conditional Use Permit Lithia Way Viaduct under Water Street Judie Bunch McLaughlin stated that Bunch operates the Ashland Marketplace, and now she wishes to add a grower's market. McLaughlin recommended that Bunch not be limited to produce. The limitations of the items that can be sold are that 1) they have to be made by craftperson, 2) no premanufactured items, and 3) no games. McLaughlin explained Ashland Historic Commission May 2, 1990 that the idea to not limit the proposed Ashland Grower's Market is not something that Bunch has already asked for. Rather, it is proposed by Staff that the market not be limited in anticipation of future growth. There was a discussion of parking, with McLaughlin explaining that the current Medford Growers Market (Tuesday mornings) in the same location is taking up the first row of parking to unload their vehicles. He explained that any further use of the parking lot would require City Council approval. He said that the Medford Growers Market had already noticed a growth in attendance, and that perhaps they would be requesting extra parking in the future. McLaughlin explained that a Conditional Use Permit is required, and that it has annual renewals. Also, Bunch has a proven record with her Ashland Marketplace. If a new operator takes over the Growers Market, the new owner has to reapply for the permit. Reynolds moved that the Conditional Use Permit be approved, and Reitinger seconded the motion. The motion passed unanimously. PA 90-086 Change in Applicant One Space Parking Variance 111 "B" Street Shirley Tobin McLaughlin explained that this is an early B&B approval that has been run as a guest house. There is a previous Traveller's Accommodation approved here; now it is changing ownership. There are 3 parking spaces required and currently there is only two. There is one owner living at the residence, and one unit available for renter. Staff feels the one space variance would be ok. There was discussion of the removal of the fence, which McLaughlin confirmed. He also explained that the owner was considering removing the garage to fit 3 parking spaces in that area. Skibby felt it would be better to keep the outbuildings. He was also concerned with a tree near the house. McLaughlin explained that the tree was to be removed, and it has gone to the Tree Commission. If the tree is removed, they will have to replace it. Harris stated that he felt that the parking situation was not significant, and he moved that the Commission grant the parking variance. Skibby then amended the motion to recommend that the owners retain the garage. If they decide to demolish the garage, it should come before the Historic Commission for review. Skibby seconded the amended motion, and it was unanimously approved as amended. Ashland Historic Commission May 2, 1990 PA 90-090 Site Review 173 Oak Street Tim Cusick McLaughlin explained that this location has been used as commercial for quite a while, and that the zoning had been changed through the Downtown Plan. There has been an increase in intensity of use with a realty office being in there now, and the key item is parking improvement. There is an oak tree lifting the house. They probably will leave the tree and work around it. He explained that they will be required to do paving improvements. Harris declared a conflict of interest as a realtor, and stated that he will abstain from discussion and voting. McLaughlin suggested that perhaps there be a condition that the people would not be allowed to park on the grass in the front yard. He said that the reason the people are applying for the site review is that there are four partners and that they wish to legalize the property. Skibby said that the house is in its original state, except for the front porch. He said that the use should be sensitive to the old house, and compatible with the street. He pointed out that the McCall House is next door. Chambers moved to approve the Site Review with two conditions. 1) That the owners recognize the historic nature of the house, and 2) that there is no parking on the front lawn. The motion was amended to say that the parking would be in the rear. Skibby seconded the amended motion, and the motion passed with Harris abstaining, and all other members voting aye. OTHER BUSINESS Harris suggested that the agenda be changed so that Jon Turrell could make a presentation on a remodel at 542 Allison. The presentation was included under "other" in the agenda. Skibby said that the house was originally two story with a hipped roof. He thinks that it was remodeled in the 1930's. Turrell explained that the house is only 700 square feet, and that he is proposing to add on a '2nd floor. He wants to take out a single front window, and add double windows, and add a green house in the very back. Skibby said that since the house is a previous remodel, it would be a consideration to take it back to the original house. Turrell explained that he wished to create a complete Usable 2nd floor. Harris stated a concern with the windows and the 2nd story porch addition. Ashland Historic Commission May 2, 1990 There was discussion of a large tree, and Turrell said that he planned to cut the tree off the house and keep it trimmed. Harris stated that Turrell had significantly improved the east. elevation, and that the solar in the back worked well with the pitch. He felt that the matching the siding is a critical item. Turrell stated that he would keep the original siding. Turrell also said that there is an existing foundation, and that two porches had been added. He wasn't certain if the owner would tear down the garage in the back. Main Sign OLD BUSINESS Historic Preservation Week Harris said that Tom Giordano, Bill Emerson, and George Kramer will be reviewing the nominees for the Distinguished Architectural Preservation Awards. The judging will be Wednesday, May 14th, and the awards given out Friday the 18th. During that week, George Kramer will speak on Signage, and Kay Atwood will speak on "Lesser Known Examples". Skibby will be doing a tour on Thursday the 17th that will start at Fifth and "A" Streets. On Saturday the 19th, the State Historical Architectural Board will be meeting in Jacksonville. Ashland Historic Commission May 2~ 1990 Review Board Appointments May 3 May 10 May 17 May 24 May 31 Skibby, Reitinger, Hunt Reitinger, Reynolds, Chambers Harris, Reitinger, Skibby, Hunt Harris, Chambers, Lewis, Reynolds Hunt, Skibby, Lewis Plaza Area (4th and 'A' Streets) Skibby suggested that the former "Agricultural Building" be rebuilt. He said that it was probably built around 1910, and that it can be found on a 1913 yard map. There was a Lithia Water gazebo behind it. Skibby is going to get the 1913 map from engineering. McLaughlin explained that they wish to make this area the "Urban plaza" area, as it has the location of the historical golden spike. NEW BUSINESS Land Use Ordinance Changes Regarding Traveller's Accommodations McLaughlin explained that no action had been taken, and he stated that this item would probably be on the Planning Commission's May agenda. Harris stated that it seems now that there is more value in the land itself than in making the improvements. Reynolds said that vintage homes (1913 and earlier) had been assessed differently. Skibby said that he felt that the B&B ordinance should have a clause protecting older, existing houses. ADJOURNMENT At 9:40 p.m., the Historic Commission voted unanimously to adjourn.
