An Ordinance creating a public recreation commission of five
members; prescribing their duties, powers and or~nization; prescribing
the manner of disbursing and handling of funds budgeted for the use of
said public recreation commission~ and declaring an emergency.
THE PEOPLE 0~' TP~ CITY OF ASH~D, JACKSON COUNTY, OREGON, ID
ORDAIN AS FOLLOWS:
Section I.
That there is hereby established a public recreation commission
$hich shall consist of five persons who shall serve without con!oensation.
The members thereof shall be appointed by the ¥~yor, subject to confirmation
by the Council. The members of said commission shall serve at the pleasure
of the Mayor and Common Council.
Section II.
That immediately after the appointment of the members of said
public recreation commission, they shall meet and organize by electing one
of their members Chairman, and such other officers as they may deem necessary.
The comm&ssion shall have power to adopt by-laws, rules and regulations for
the proper conduct of public recreation within the City of Ashland.
Section III.
Th~.t the public recreation conunission shall coordinate, as far as
possible, the recreational facilities now within the City of A~hland, or
hereafter to be constructed or created, with the object and purpose of pro-
malgating a central plan in which all public boar~s and agencies, as well as
private org~uizations, may participate. That the commission shall have the
power to conduct any form of recreation or cultural activity that will employ
the leisure time of the people of Ashland and vicinity in a constructive and
wholesome manner.
Section IV.
That the public recreation commission shall have the power to
appoint or designate some individual to act as recreation director who is
trained and properly qualified for the work, and such other personnel as
the comnis~ion deems proper. That the public recreation commission shall,

at the proper time, annually, submit a budget estimate to the Mayor and
Common Council for their approval. The Commission may also solicit or
receive any gifts or bequests of money or other personal property, or any
ii! donation to be applied, principal or income, for either temporary or permanent
i~ ~e for playgro'mads or other ·recreational purposes.
Section V.
That all monies allocated for the use of said commission shall be
paid through the office of the City Recorder upon proper vouchers therefor
approved by two members of the commission in the same manner as funds are
disbursed in other city departments t~nder the jurisdiction of the Mayor and
Councill
Section VI.
That the public recreation commission shall make full and complete
monthly and annual reports to the Mayor and Common Council; and such other
reports as from time to time may be requested of them by the said Mayor and
Common Council.
Section VII.
That inasmuch as it is necessary to institute a program of recrea-
tion for both young and old within the City of Ashland to serve not only the
residents of Ashland, but also the surrounding vicinity, in the belief that
such plenned recreational programs and facilities will be of great benefit
to the community, it is deemed necessary for the public peace, health and
safety of the citizens of Ashland that an emergency be, and the same is hereby
declared to exist, and this Ordinance shall be in full force and effect from
and after its passage by the Council and approval by the i~ayor.
THE FOREGOLNG ORDINANCE was duly adopted under a suspension of the
rules at an adjourned meeting of the Mayor and Common Council of the City of
Ashland, held on the 21st day of May, 1947. The vote being as follows:'
