HomeMy WebLinkAbout1998-0604 Tree MINASHLAND TREE COMMISSION MINUTES JUNE 4, 1998 Meeting was called to order at 5:00 p.m. Members present: January Jennings Bryan Nelson Karry Kencairn Robert Kuenzel Donn Todt Rich Whitall (Chair) Robbin Pearce (Staff) II. Approval of Minutes -- Minutes for May were approved with minor amendments. III. Guests - Welcomed new commissioner Bob Kuenzel as well as SOU student Heather Stern. IV. Old Business A. Recommendation to Planning Commission: Parkrow Width -- Staff reported that the Tree Commission recommendation was given to the Planning Commission and reviewed at their recent study session. The recommendation will be incorporated in the new Street Width Standards now being drafted. B. Recommended Street Tree List Update - Minor changes were made to the first draft of the matrix list. Staff will include a copy of the current Recommended Street Tree List in the next commission packet so commissioners can assign each tree to a parkrow width. C. Tree Inventory/Arbor Day Planting Project - Jennings will work with staff to produce a working copy for the July meeting. The inventory can then be reviewed for potential projects. D. Street Width Standards -- Covered in agenda item A. Recommendation made to the Planning Commission. E. Northwest Museum Tree Watering Letter -- The amended letter addressing commissions concerns was approved by the full commission. Staff will mail the letter to appropriate parties as soon as possible. F. Other Old Business -- Todt asked for commission's help regarding the Siskiyou Boulevard tree planting project. The trees were installed with corrugated PVC to protect the young trees from lawn mowers, ASHLAND TREE COMMISSION MINUTES JUNE 4, 1998 weed-eaters and blight. He indicated it was time to remove the protectors. Todt asked that each commissioner take a two block section and remove the protectors. Staff will provide a map at the next meeting to show locations. Commissioners can choose a section to work on and the project can be completed at their leisure. New Business A. Site Reviews: 1. PA 98-041 (Granite St./Winburn Wy) -- Commission asked applicant to consider another species for locusts on the street. Some die-back had been seen locally for this species. 2. PA 98-046 (784 Park St.) - Commission felt the landscape plan was inadequate and lacked details. Suggested using a larger tree island for parking area. The dogwood and cedar on the south side would be too exposed and is therefore not recommended. Also, the proposed planting beds are too narrow for the shrub species indicated. Please see Robbin Pearce regarding irrigation requirements. 3. PA 98-047 (N Main St.) - Asked applicant to specify the variety of red maple as there are many variations in this species. Suggested replacing Norway Maple with medium size tree from Tree List. Also, asked applicant to reconsider the photinia hedge as it is very high maintenance. Commission recommends Portugal laurel or dwarf Korean lilac. Contact Donn Todt with any questions. 4. PA 98-044 (N Mountain Av.) - Commission suggested protection of existing tress, especially oaks, to drip line. Use Recommended Street Tree List for trees in 7' parkrow. Asked if trees will be planted in the median, if so, what type. B. Commission's Summer Schedule - The commission voted to meet during the month of July, but not the month of August. Staff will call commissioners if there are planning actions to be reviewed. VII. Adjournment - Meeting adjourned. 2
