MINUTES
MAY 4, 1998
Meeting was called to order at 4:45 p.m.

II.
Approval of Minutes -- Minutes for April were approved as submitted.
III.
Guests - Visitor Lynn Jones and Evan Archerd, Eric Stewart, Ron
Bertocchi, Don Politis, and Deana Politis regards to Planning Action
Site Reviews.
IV.
Old Business
A. Recommendation to Planning Commission: Parkrow Width --
Nelson will combine his notes with Todt's and draft a memo to the
Planning Commission. Root barriers were discussed and it was agreed
that specifications should be incorporated into an additional working
paper.
B. Recommended Street Tree List Update -- Reviewing the present list
the commission had the following changes: add to Page 1, Paragraph
1: "If needed for protection from vandalism or in areas of high winds,
newly planted trees should be staked for not more than one year at
which time associated stays should be removed from trunk;" Page 2,
last paragraph, should be edited to eliminate "at breast height" and add
at the end of the last sentence "or as approved by the Tree
Commission;" Page 4, eliminate Viburnum prunifolium (suckers at
base) and Crepemytle should be Crape-mytle; Page 6, eliminate
Koelreuteria paniculata (included under Columnar). Attached to these
minutes is a draft generated by the commission of the Matrix
Development Work Sheet for recommended trees at various parkrow
widths.
C. Tree Inventory/Arbor Day Project Planting Project - Project tabled
until June meeting.
D. Other Old Business - John McClendon was recognized for his
dedication and responsibility in chairing the commission from August
'96 to April '98. Rich Whitall was welcomed as new chair.

V. New Business
A. Site Reviews:
1. PA 98-037 (2300 Siskiyou) -- Commission questioned whether
locust trees in parking area were black locust or yellow/golden.
Black locust trees are considered a hazard tree for parking
areas. If the rock wall is an architectural feature to be saved,
suggested angled parking spaces into it. Asked applicant to
contact staff advisor regarding irrigation specifics.
2. PA 98-038 (3175 E. Main St.) - Commission suggested
replacing photinia (possible deer predation) with Portuguese
Laurel. Recommended applicant contact staff advisor regarding
irrigation specifics.
3. PA 98-028 (Applegate Way) - Asked applicant to consider
replacing photinia or protecting it from deer with spray or netting.
Suggested Portuguese Laurel or Leyland Cypress as a good
substitute. Also recommended Italian plum as a substitute for
apricots if desired.
4. PA 98-039 (Holly Street PUD) - Commission suggested
caution with construction around tree next to front driveway.
Noted need for fencing and using shade for driveway
subsurface. Applicant should follow guidelines for tree
protection for all trees (pines are particularly vulnerable). Also
recommended replacing liquidamber in parkrow with
recommended trees from street tree list using a medium shade
tree like Raywood Ash, flowering pear, "Autumn Applause" Ash,
Red Sunset maple, or trident maple. Asked applicant to
consider Norway maples in the rear or the use of a root barrier
with the trees recommended above. Also, asked applicant to
contact staff advisor regarding irrigation specifics.
B. Other - Todt and Whitall will draft letter to appropriate
persons/organizations advising them of the necessity of watering trees
at the Northwest History Museum property during the summer and
early fall.
