This agreement is entered into between the City of Ashland and
Jackson County Fire District #5 in the interest of providing pre-
arranged, pre-programmed automatic assistance. This agreement
shall secure to each the benefits of automatic response to
alarms, secondary backup capability and better utilization of
personnel and equipment in fire protection, rescue or any other
type of emergency or disaster.
IT IS AGREED THAT:
1. Each of the parties shall furnish to the other and to the
other communication centers, pre-arranged and pre-programmed
assistance on run cards. Such cards shall show first through
third alarm response and appropriate move up status. A list of
agreed on station numbers shall also be included. Changes to the
pre-programmed equipment responses may be made by the person in
charge of the emergency operation in the district or area where
such emergency occurs based on good sound judgment.
2. The number of personnel and equipment that shall be dispatched
shall depend on the ability of the agency to retain a reasonable
degree of protection for their political jurisdiction. Neither
agency shall be totally stripped of equipment or personnel.
3. The person in charge of the emergency operations at the scene
of the incident shall be from the organization having primary
responsibility in that jurisdiction. This person shall have
complete control and supervision over all equipment and personnel
for the duration of the emergency. In the event the jurisdiction
sending automatic aid arrives on the scene first, it shall take
command and take such steps necessary to mitigate or control the
emergency until the arrival of the commanding officer receiving
automatic aid who shall then utilize the equipment and personnel
in the most advantageous and efficient manner to accomplish
completion of the emergency.
4. Each entity shall be responsible for its own costs incurred in
providing service under this Automatic Aid Agreement.
5. It is hereby expressly agreed that any assistance given under
orders of the "Oregon State Emergency Conflagration Act" or upon
the Governor declaring a state of extreme emergency or state
disaster shall not be governed by this document.
6. Each party waives all claims against every other party for
compensation, for services, loss, damage, personal injury or death
occurring as a consequence of the performance of this agreement.

7. Quarterly cooperative training shall be instituted to provide
familiarization with the other equipment and personnel and to
provide a standardization of terminology and a single accepted
incident command system for more efficient operations on the
emergency scene.
8. An agency may provide service outside their own jurisdiction
without fear of loss of automatic aid or withholding of aid by the
other.
9. This agreement shall be periodically reviewed and modified to
meet the challenges of future development. This agreement may be
canceled or terminated by either party upon 90 days written
notice.
