Director of Public Works City of Ashland, City Hall 20 East Main Street Ashland, Oregon 97520 Subject: Reservoir and Water System Improvements Dear Al: We are writing to record the understanding we reached on July 19 with you, Brian Almquist, Ed Fallon, and Jim Roberts. According to my notes, the City will do the following: 1. Arrange for test pit excavation and contract for exploratory core drilling; 2. Provide us the R.W. Beck "Comprehensive Water Plan" (This was done on July 19); 3. Provide us with topographic sheets, prepared by Chickering, from Pinecrest to Tolman Creek Road; 4. Do all work involved with securing property and obtaining easements; 5. Provide us with overall water system maps, utility maps in specific project areas, schematic diagrams of piping at Granite and Crowson Reservoirs, and expose piping when specific design details require "dig-ups"; 6. Perform connecting of new pipe into existing live mains; 7. Design the road into the new reservoir site; 8. Furnish and install all telemetry with vendor to start-up; 9. Design and build pressure sustaining valve vaults; 10. Provide resident inspection of pipeline and associated work; and 11. Recommend local individuals for consideration as resident inspector of reservoir, said inspector to be employed by STRAAM. Mr. Allen A. Alsing, P.E. July 23, 1982 Page Two Likewise, STRAAM will do the following: 1. Advise the City on location, depth, and type of test pit and exploratory drill hole and interpret the data; 2. Prepare a preliminary design of the 2 mg reservoir on the basis of existing topographic sheets and assumed soil and rock conditions; furnish this design to City for purposes of soil and rock exploration and road design; 3. Provide for resident inspection of reservoir on a part-time basis; 4. Prepare plans and specifications for Granite Street, 7th Street, and Gresham Street as three separate construction schedules and turn these documents over to City on or about October 1, 1982; 5. Concurrent with No. 4, prepare a design and the plans and specifications for reservoir; 6. When No. 4 is complete, start-on new booster pump station (prefabricated) and lO-inch line plans and specifications; 7. When No. 6 is complete, start on Terrace Street project plans and specifications so that it is bid at same time or after reservoir, booster pump, and 10-inch line projects are bid; 8. Design reservoir so that no more than 20 percent of the wall is exposed to view when completed, show a site for a future chlorination installation near the reservoir; 9. Ask for additional information as it is needed rather than accumulate a "shopping list"; 10. Coordinate design with telemetry and supervisory control equipment vendor; 11. Prepare plans and specifications for a 10-inch line, if needed, from Pinecrest to Walker Road in addition to the 10-inch lines named in the Request for Proposals and our Proposal; and 12. Perform route and cost studies for the 30-inch line in the Granite Street project in addition to preparing construction documents. Mr. Allen A. Alsing, P.E. July 23, 1982 Page Three The following will be provided either by the City or by STRAAM: 1. Design surveys of pipeline routes, pumping station site, and reservoir site; 2. Construction staking for the project; 3. Expert review of geotechnical data; me If survey work or 9eotechnical review is to be provided by STRAAM, it will be on a subcontract basis with a mutually acceptable local surveyor or qualified 9eotechnical engineer from the Portland area. Because of the uncertainty as to the exact amount of professional services to be provided by us, we recommend that the fees be based on a salary cost times a multiplier basis with an upper limit that will cover all services except construction staking and the part-time inspector. We recommend two supplements to the Agreement proposed in our letter of July 12. The first would be for the work covered in the Request for Proposals and our Proposal together with additional design-related work discussed on July 19. The second supplement would cover resident inspection and construction staking and is not needed now. Based on our Proposal and the foregoing, we have prepared the attached Supplement No. 1 for your consideration. We will be happy to sit-down with you and Brian to discuss it. The maximum allowed remuneration is greater than the estimate given on June 4 because the project construction scheduling is different from the one we proposed initially, work relating to geotechnical conditions is now included, more 10-inch pipeline may have to be designed than we understood in May and June, and travel costs may go up. We have deducted the fee associated with the pressure sustaining vault(s). An amount for design surveys is in the upper limit in case you ask us to provide them. Very truly yours, CRS Group Engineers, Inc., STRAAM Division Senior Vice President GRM:cag Attachments SUPPLEMENT NO. 1 This Supplement No. 1 to the Agreement for Professional Services, dated 1982 between City of Ashland of Jackson County, Oregon, and CRS Group Engineers, Inc., hereby authorizes CRS Group Engineers, Inc. to perform the described work under the conditions and for the payment stated below. Scope of Services The scope of services is as follows: Those professional services described in the Engineers' Proposal for Reservoir and Water System Improvements to City of Ashland, Oregon dated June 4, 1982, and together with those services named in the Engineers' July 23, 1982, letter to the City. Remuneration For the professional services as outlined above, remuneration shall be based on Article III, Section 4.a.(2), of the Agreement, salary cost times a multiplier. The base payroll multiplier shall be 2.76. Mileage shall be at 20 cents per mile. The maximum of remuneration shall be $125,000.00.
