Please be advised of my notification to the Secretary of State Elections Division regarding the
delinquent filings of your Contribution and Expenditure Reports for the November 5, 2002
election.
Oregon Election Law requires complete, accurate and timely disclosure of contributions and
expenditures by candidates, principal campaign committees and political committees. The
statutes designate a specific schedule for filing reports that must be adhered to and establish
procedures for reports that are not submitted as required or for reports that do not comply with
ORS chapter 260.
The deadline for filing the Statement of Contributions and Expenditures for your political
committee, for the period ending November 25, 2002, was no later than December 5, 2002.
And, the requested corrections to your pre-election report have not been completed.

procedures for repons that are not submitted as required or for repons that do not comply with
ORS chapter 260.
The deadline for filing the Statement of Contributions and Expenditures for your political
committee, for the period ending November 25, 2002, was no later than December 5, 2002.
Although there has been no complaint filed regarding a late reporting of contribution and
expenditures, it is my responsibility as the City Elections Filing Officer to request that this
information be submitted. Please be advised, that if a report is not received in my office by
December 16, 2002, a request will be submitted to the Secretary of State to impose civil
penalties.

I have examined your 2nd Pre-Election contribution and expenditure report for the General
Election of November 5, 2002 and found the following:
--~ Your committee report is not sufficient in the following way(s).
1. Amendment forms were incorrectly used in place of regular PC forms.
2. Cash Expenditures and Loan Payments (PC3) should be used in place of Accounts
Receivable (PC5) and Accounts Payable (PC6).
3. Occupational Information, Contributing Committee's ID#, or Description if Code 1 is
"O" is missing on all forms.
4. Cumulative Totals for this Election (Column B) needs to be noted.
All requested information on this exam letter must be submitted by November 15, 2002 to avoid
penalties.

Oregon Election Law requires complete, accurate and timely disclosure of contributions and
expenditures by candidates, principal campaign committees and political committees. The
statutes designate a specific schedule for filing reports that must be adhered to and establish
procedures for reports that are not submitted as required or for reports that do not comply with
ORS chapter 260.
The deadline for filing the Statement of Contributions and Expenditures for your political
committee, for the period ending September 19, 2002, was no later than September 30, 2002.
Although there has been no complaint filed regarding a late reporting of contribution and
expenditures, it is my responsibility as the City Elections Filing Officer to request that this
information be submitted. Please be advised that if a report is not received in my office by
October 7, 2002, a request will be submitted to the Secretary of State to impose civil penalties.
