Possible membership on Charter Review Committee
It is my understanding that there will be a Charter Review Committee established and that
citizens can apply to be a member. If that is the case, I would like to be considered for
membership on the committee.
As perhaps you know, the Ashland and and Rogue Valley Leagues have been deliberating
for several years about the structure of Jackson County's government. After several years of
examining current structure (also structures of other counties, and research and recommendations
regarding local governmental structures), it has become obvious that there needs to be a review of
the County Charter. Several of the state's home rule counties have amended their charters to
provide for periodic charter review--and that is the course of action that the county's two
Leagues will be recommending.
Because there has been much more research devoted to the structure of city government,
than to the structure of county government, I've developed some awareness of relevant issues
and current thinking about structure of city government. Earlier, Brian Almquist suggested that
LWVA might wish to again study Ashland's city charter (LWVA initiated and participated in the
1968 charter revision). One result has been that the March meeting of the LWVA will be devoted
to "Council/Manager" vs. "Mayor/Council" City Government.
I'll attach the table of contents of 8th edition (2003) of the National Civic League's
Model City Charter. The mayor and council may be particularly interested in the appendix of the
publication, including "A Process to Engage Citizens in Charter Revision".
If it seems appropriate to do so, I'd appreciate being considered for membership on any
charter review committee that you will be establishing.

Ashland Library Board (when library was a city department),
member of Committee of 50 that set policy for $5.4 million
Ashland Redevelopment Project in 60s-70s, member of Citizens
Planning Advisory Committee that helped update Ashland Compre-
hensive Plan, member of Ashland Historic Commissipn, member of
Ashland Planning Commission.
