An interim zoning ordinance of the City of Ashland adopting
an am~ndment to Section 12 of Ordinance No. 1361 relating to
Housing Groups, and declaring an emergency.
WHEREAS, the Planning Commission has instituted studies to
review the provisions of the R-3 (Multiple Family Residential)
zone; and
WHEREAS, it appears that there is ambiguity in said provisions,
particularly as they relate to planned unit complexes and the
development standards therefor; and
WHEREAS, dwelling groups should be temporarily relegated
to the conditional use process to conform with the purpose and
inten~ of the Planned Unit Development section in Ordinance No.
1361, and requests for such dwelling group developments may be
immin~nt; and
WHEREAS, it will requIre a period of ninety (90) days for
the Planning Commission to complete said studies In order to
recommend a course of action to the Common Council.
NOW, THEREFORE, THE COMMON COUNCIL OF THE CITY OF ASHLAND
DOES ORDAIN AS FOLLOWS:
Section 1. That Section 12 Item (2) (b) of Ordinance No.
1361 is hereby amended by deleting the words "and dwelling
groupsl. "
Section 2. That Item (3) (h) is hereby added to Section 12
of Ordinance No. 1361 to read as follows:
"(h) Dwelling groups"
Section 3. In view of the fact that there is ambiguity and
a lack of development standards in relation to the establishment
of dwelling groups, it is deemed necessary for the public peace,
health and safety that an emergency be, and the same is hereby
declar~d to exist, and this ordinance shall be in full force and

effect for a period of ninety (90) days from and after its passage
by the Council and approval by the Mayor.
~he foregoing ordinance was duly passed at a regular meeting
of the Common Council held on the 19th day of January, 1971, the
vote being as follows:
