Engineering Services Contract for
Ashland Creek Flood Restoration Project
June 24, 1997
Introduction
Engineer shall provide the following services related to the Winburn Way crossing design
and alternatives analysis. These services are in addition to those services identified in
Exhibit 1 to the Engineering Services Contract (Agreement) between the City of Ashland
(Oity) and Otak, dated May 22, 1997.
Additional Design Services
The scope of work for these additional design services shall be based on the descriptions
and assumptions outlined in attached Exhibit "A" (letter dated dune 20, 1997).
TASK SUMMARY
1. Project Management for the items of work identified in this amendment.
2. Geotechnical Investigation for Winburn Way, Water Street, and flood wall in Lithia
Park.
3. Preliminary Engineering Services (bridge alignment, utilities location, etc.)
4. Design of Lithia Park flood wall (provided modeling supports the installation of the
wall).
Permit processing for flood wall (City, DSL, etc.).
Presentation of alternatives/status to City Council.
Test of crossing design and channel improvements in HEC-RAS model (2).
Prepare final design drawings.
Present 95% design drawings to City at technical review meeting.
Complete project plans, specifications and bid package.
Assist City in sole-source procurement of prefabricated bridge from Con Span.

Compensation
Compensation for the completion of these additional services shall be on an hourly, not-
to-exceed basis per the table in attached Exhibit A.

Following our public meeting on June 12 relating to the Winburn Way
Crossing design alternatives and schedule, you informed me of the City's
desire to proceed with design of a replacement for the Winburn Way culvert.
Per your request, I have revised our fee estimate for providing preliminary
and final design services to the City of Ashland for replacement of the
Winburn Way culvert. The enclosed fee estimate includes an hourly
breakdown by task of the services that need to be performed. We will not
exceed the budget for any individual task without first obtaining your
approval. This estimate is based on the following assumptions and
understandings:
Design work under this contract modification will be limited to the
Winburn Way site and proposed adjacent floodwall in Lithia Park only.
We will start work on preliminary layout and design for a Con Span type
prefabricated bridge at this site as soon as we receive your authorization
to proceed. No other bridging option shall be considered because it could
not be constructed this year. Design of the floodwall can be accomplished
very quickly if results of the computer modeling work now underway
indicate that the wall will be beneficial for flood control.
A geotechnical investigation is required to determine foundation
conditions for the new structure. Geotechnical work will be performed by
Squier Associates and will consist of two borings each at the Winburn
Way and Water Street sites, plus two test pits to document subsurface soil
conditions for the proposed flood wall in Lithia Park. We are drilling two
sites now because of significant cost savings associated with a single
mobilization of the drill rig and crew ($16,000 for the two sites versus
$10,000 per site if accomplished individually). A single report of findings
and recommendations will be prepared for both sites. The results and
recommendations from the two test pits along the proposed flood wall
alignment in the park will be discussed in a separate letter report.

Before proceeding beyond the preliminary design stage, I will attend a
special workshop with the City Council to brief them on the project and
get their authorization to proceed with final design and preparation of
bidding documents.
Our expectation is that this project needs to be accelerated so construction
can occur this fall and the bridge can be placed in service before the next
rainy season. To that end, it will be necessary for the city to sole-source
the procurement of the prefabricated bridge from Con Span. A contractor
will be selected on the basis of competitive bids to carry out site
demolition and clearing, construct the new bridge foundation, install the
bridge, and complete miscellaneous concrete, utilities, and pavement work
in accordance with the plans that will be prepared by Otak. A target date
for bid opening should be on the agenda for the July 15th council
workshop.
We anticipate designing the bridge crossing on a slightly different
alignment (west) of the existing culvert in order to remove a significant
jog in the creek channel that contributes to the hydraulic problems of the
existing culvert. This realignment will require additional coordination
with the resource agencies during the Section 404 permit application
process. This additional work effort is included in Paul Fishman's fee
estimate.
