by the turn of the century; and
WHEREAS, within the first quarter of the 21s' Century urban population alone will
grow by 93 million per year, the equivalent of all annual population growth in the
world today; and
WHEREAS, urban poverty is already as high as 60 percent in some metropolitan areas;
more than one-third of the urban population have substandard housing; 40 percent lack
access to safe drinking water or adequate sanitation; and
WHEREAS, in all regions of the world, rapid urbanization has spawned a number of
common problems, including unemployment; a shortage of adequate housing; traffic
congestion; declining infrastructure, and lack of funds to provide for basic services;
and
WHEREAS, the challenges of rapid population growth and urbanization call for
innovative leadership to ensure resource conservation, protection of open space, waste
prevention, sanitation management and a higher quality of life.
NOW, THEREFORE, I, Catherine M. Shaw, Mayor of Ashland, Oregon, proclaim
October 25 through October 31, 1998
WORLD POPULATION AWARENESS WEEK
and call upon all citizens of this State to reflect upon these challenges and seek rational,
humanitarian, commumty-based solutions.

PROCLAMATION
WHEREAS, the 1998 National Red ~bbon Celebration is October 23
through 31 and
WHEREAS, today the Red R~bbon symbohzes the CO~ltment of countless
cmzens across America working to ehmmate substance abuse m
their con. unities, and;
WHEREAS, this c~paign is designed to'
* Create awareness concerning the alcohol and other drug problems
facing every co--unity.
~ Increase resilienc~ through opportunffies for meanintel partfcip~tion
by showing care and support.
+ Build co--unity coalitions to ~plement comprehensive alcohol and
other drug prevention strategies.
· Support healthy, drug-free lifestyles.
THEREFORE, we urge the citizens of Ashland to join your children, friends,
neighbors and community in this exciting celebration by wearing a red ribbon,
plant red tulips, listening to a drug awareness presentation, sharing substance
abuse information with your children, helping a friend who is abusing drugs or
by seeking help for yourself if you have a drug dependency problem during this
week to demonstrate to others that you are committed to a drug-free, healthy
lifestyle; and
NOW, THEREFORE, the Mayor and City Council of the City of Ashland do
hereby proclaim October twenty-first through thirty-first as
1998 National Red Ribbon Celebration Week
