City Charter Project
Scope of Work
Consultant will
:
1. Consult concerning 1970 charter and needed updates,
2. Perform legal review of current charter provisions,
3. Compare 2004 LOC Model Charter for updated charter provisions,
4. Attend meeting in Ashland to consult about charter role & function, discuss
project goals & expectations and agree on process & timelines,
5. Provide general basic provisions for review,
6. Prepare & explain substantive provisions for consideration,
7. Draft alternative political provisions for discussion & decisions,
8. Distribute draft charter and discuss at meeting in Ashland,
9. Revise draft charter based on suggestions and comments,
10. Prepare a final version of new charter,
11. Prepare a ballot title and explanatory statement,
12. Attend final meeting in Ashland to conclude project.
Ashland will:
1. Exercise overall administrative responsibility for charter project,
2. Provide all organizational and staff support for charter review committee,
3. Act as liaison for charter review committee and council,
4. Arrange for publication & distribution of drafts and final charter,
5. Facilitate all meetings.
Cost Estimate: New Charter
Our billing rate is $180/hour. We would charge one-half the rate for travel time. We
would charge expenses at actual costs. If the new charter is drafted based on the 2004
LOC Model Charter and we attend three meetings in Ashland, we estimate the cost will
be around $5000. If significant additional research and drafting is required and perhaps a
fourth meeting in Ashland, then the cost could be around $7,500. If the new charter does
not follow the basic structure and substance of the LOC model and extraordinary work is
required, then the cost could exceed $10,000.
