As you know, a charter review consultant will be engaged to assist you in your work.
Three names surfaced as people with expertise in charter reviews/revisions for municipalities in the
State of Oregon. Of the three, one spoke to the Council at a study session in March but is unable to
?
commit the time towards working with the committeeand one never responded at all. Happily, the
third person, Tom Sponsler, who is considered the foremost authority on Municipal Charters in Oregon
and is the author of the 2004 Model Charter for Oregon Cities, is willing and eager to participate in our
process and to assist all of you.
Attached is his response to my letter inviting him to submit a letter of interest and anticipated fees and
services based on the Expectations of the Charter Review and Revision Consultant.
As you can see from the attached Expectations of the Charter Review and Revision Consultant, the
consultant is expected to attend the first meeting in Ashland and present an educational component to
the committee. (I suggest you wait to invite him to your second meeting which would give you a chance
at the first meeting to get to know each other, take care of any housekeeping business such as selecting a
chair and deciding on a meeting day and time etc.)

can then coordinate and communicate with you as a group. Once I hear from each of you, I’ll send you
some options for your first meeting and together we can find a day and time that works for everyone. At
that first meeting you can decide days and times for subsequent meetings.
