Membership on a charter review committee is accepting responsibility for leadership in the most important single civic effort that any community can undertake. The fact that a charter review is authorized is usually indicative of an underlying popular urge for substantial improvement. The duty of leadership is to find the highest attainable level of improvement, not just a token advance. Statesmanlike compromise is simply a means to this end. Each applicant is asked the following questions: 1.What is your understanding of the role, function, and authority of the City Charter? 2.How do you propose to involve, listen to, and educate the public in this charter review process? 3. Do you have any interest in running for an elected position? 4. Committee members must be impartial, non-biased, free of any perceived political gain and have some knowledge or expertise in the workings of local government.
