Re: Proposed Amendments to City Charter
Dear Hal:
I received your memorandum of October 22nd addressed to
Brian Almquist, Ron Salter and me.
First, I would like to say that I think Paul Nolte did an
outstanding job of reviewing the charter. As Paul pointed out,
there is no need really that there be an elected recorder.
Originally, I believe the city recorder was to be the watchdog
to see that the council made correct expenditures. As a
practical matter, this is no longer the case; however, there's
no use making a change. When the issue was put before the
public for an appointed city recorder, it was soundly defeated.
Frankly, I think for historical reasons, many of the provisions
should remain in the charter -- for example, the bond issue for
the construction of the hospital.
Unless the committee and council is of the opinion that the
power of the mayor should be modified or that we should adopt a
formal city manager plan, I see no reason to present any changes
to the charter. I know of no charter provisions that have been
an impediment to our government.
Thanks for requesting my input, although I do think Brian
and Ron are more up-to-date on the charter provisions.
