Hal,
First, I just want to say what a great citizen of Ashland you are... always have been. You
have worked so hard on so many projects that make Ashland a good place to live. This
charter committee is just one of them.
I had time last evening and today to go over the redline version provided by Paul Nolte.
All in all, I didn't see much that seemed to be a difficulty, but I did have questions about
a few areas - all "lined through" areas.
p.8 Article 9 Section 7 Water System
Does some other law or ordinance take the place of this? Shouldn't the Council have the
power in city limits concerning the Creek?
p. 10. Article XIV Section 2. Re: Police Chief.
Does this mean the Chief of Police no longer attends all meetings of the council? Does
some one do now in his/her place? I think it's been special to have the Police Chief
there. I've been at a few meeting where Vic Lively's services were called upon!
p. 13 Article VIII
Cemeteries Trust Fundi All sections. When I prepared a Cemetery Management
document for Paula Brown, I learned that there had been changes made in the way the
City handles the Trust Fund. I'm wonder if rather than deleting reference to the
Cemeteries Trust Fund, that it should be corrected, i.e. spelled out -- in its current form.
My reference to the issue is on p. 8 of the Cemetery management plan.
p. 15. Article XXI City Band
Section 1: Why is this lined out?
I'm honored that you gave me a chance to look this over. I t was nice to see you
yesterday, too. I hope you are feeling better. Sore throats are no fun.
Please let me know if you have any questions about what I have noted. I'll hang on to the
copy you gave me just in case.
